00:00Let me pull up the next question.
00:02Maria Elena Guzman from the United Kingdom and Spain.
00:06How do you assess the reliability of the United States as a NATO ally?
00:10And what steps can NATO take to maintain unity and trust within the alliance?
00:14This question I got many times, particularly since January.
00:18And basically there were two questions.
00:20Question number one was, Mark, is the US still with us?
00:24Yes, they are.
00:25You might want to turn on your television when Emmanuel Macron is visiting.
00:29The Oval Office, when Keir Starmer is visiting the Oval Office, when Georgia Maloney is visiting.
00:34Hey, by the way, when I was visiting, you might want to see that footage.
00:38There is total commitment by the US president and the US senior leadership to NATO.
00:43However, it comes with an expectation.
00:46An expectation is that we will finally deal with this huge pebble in the shoe, this huge irritant,
00:51which is that we are not spending enough as Europeans and Canadians.
00:56And they want us to equalize with what the US is spending.
01:00And when it comes to this famous 5%, the US is, well, basically they are there.
01:08When you look at what they spend on core, but also on all the defense and security related
01:14investments.
01:15But they want to equalize what they are spending with us.
01:19And for us, of course, the main argument is not to equalize.
01:23Yes, that is important because it is fair.
01:25But the real reason to do this, the first reason to do this, is the Russia threat.
01:29So these things come together.
01:31And then the second question was, okay, so the US will stay with us.
01:34They are committed to Article 5.
01:36We believe you, Mark.
01:36But hey, then they might pull down the troop numbers in Europe without making pre-announcements.
01:42And Sakhir, our most senior commander in NATO, might be a European, a Brit or a German leading
01:51the military side of the alliance.
01:53There are many reasons why it is an American, because America is delivering all these enablers
01:57to NATO, also in Europe.
01:58So you want a US senior general to lead the military alliance on the military side.
02:05I said, well, okay, I don't think it will happen.
02:07And hey, guess what?
02:09The new Supreme Allied Commander has been announced.
02:11And last time I checked his passport, it was US.
02:14So that didn't happen.
02:16So my message to my European colleagues is stop worrying so much.
02:21Start to make sure that you get investment plans done, that you get industrial base up and
02:26running, that the support for Ukraine remains at a higher level.
02:29Luckily, it is still today.
02:31I mean, this is what you should work on.
02:32And stop running around being worried about the US.
02:36They are their risks.
02:37There are definitely other places we need to be worried about.
