00:03Absolutely.
00:04There is no defence without a strong defence industry.
00:09And there is no European security without a strong transatlantic bond.
00:14So we need to bring down barriers and encourage truly transatlantic defence corporation.
00:20Only Europe and North America together can rise up and meet the challenge.
00:26But we need to do more, we need to do it better, and together, and we need to do it now.
00:37It is simply unthinkable that Russia, with an economy 25 times smaller than NATO's, should
00:43be able to outproduce and outgun us.
00:47We must spend more to prevent war.
00:50We must win this new war of production.
00:53That's what this summit is all about.
00:55NATO's leaders are about to take an historic step to provide the resources necessary for
01:08strong defence.
01:09And now it's up to industry to deliver, to deliver, and yes, to deliver.
01:22The future of Europe, yes, is being written on the front line in Ukraine, but not only.
01:28It is also being written in your factories.
01:32In record time, you have managed to open new lines and step up production.
01:38We are adapting to the new reality of a full-scale war right here on European soil.
01:50The Europe of Defence has finally awakened.
01:55Tomorrow the summit will set historic new spending targets for NATO allies.
02:02But how we invest is just as important as how much we invest.
02:07But on the other hand, battles have been won and lost.
02:14We will allow dual-use projects to access our new AI gigafactories with their unparalleled
02:21computational power.
02:24And the same goes for our European Innovation Council fund for start-ups.
02:30We will seek this kind of synergy across the board.
02:34We must better connect our tech industry with our defence industrial base.
02:40Ladies and gentlemen, we know that Russia will be capable of testing our mutual defence commitments
02:49within the next five years.
02:54By 2030, Europe must have everything it needs for credible deterrence.
03:00This is what we call readiness 2030.
03:04But this requires a new mindset for all of us.
03:08We must be ready to leave our comfort zone.
03:10We must be ready to explore new ways how to do things, bringing together the tech and the
03:16defence, the civilian and the military in Europe and of course beyond the European Union.
03:22I am deeply convinced.
03:25With the right mindset, we can deter everyone who seeks to do harm to us.
