Mid 1990s One of the garrisons of the Russian fleet. A submarine officer, captain of the third rank, Shvedov, receives a task from the special services, who became aware of the terrorists' plans to steal weapons from the territory of the naval base. The task at first glance seems paradoxical: to increase vigilance while serving on the shore and act strictly according to the charter, preventing violations of discipline on the part of subordinates. In reality, everything turns out to be much more complicated, and Shvedov has to enter into a confrontation not only with terrorist couriers, but also with local organized crime and accomplices of bandits on the base. During the operation, it happens that the bandits kill the head of the operation, GRU Colonel Skobelev, and the submarine officer has to act independently in extremely difficult conditions in order to thwart the plans of the terrorists and avenge the death of his fighting friends
