00:31Did you know that the following day, classes are going to begin?
00:37So today, this morning, we were able to get hold of a dynamic president of a university down in the Bulacan area, which is called Baliwag University.
00:53And mind you, this university is now celebrating its centennial, 100 years.
01:00I mean, to have a triple digit is not a joke.
01:03I mean, it's all hard work, persistence, and probably, you know, trying to grow and scale up.
01:10So to tell us more about this, let's hear it from the president, Patricia Bustos Lagunda.
01:18Good morning.
01:18Good morning, Mom Pat.
01:20How are you today?
01:22Good morning.
01:23I will call you Kuya Boots.
01:24Thank you for inviting Baliwag University again to say it's a piece of good news to your audience.
01:38Yeah.
01:39So tomorrow is the start of your school.
01:44So is everyone excited?
01:47The teachers?
01:49You probably?
01:50And you have some surprise, which you will tell us later on.
01:54So how is the, what, tell us about, more about, for our viewers, how Baliwag University began 100 years ago, looking at the, looking at the past.
02:09It was in 19, it was established in 1925 as a Baliwag Institute.
02:15It started as a small high school, no, with 75 students.
02:20So there, from there, so pre-war Baliwag Institute became Baliwag Junior College when it offered its first college program, which is education.
02:33Yun talaga ang roots ng Baliwag University.
02:37So after Baliwag Junior College, it became Baliwag Colleges in the 60s, no, and then in 2001, it was converted into a university.
02:51But that was a 10-year process of, you know, complying and improving and addressing all the gaps that were needed to become a university.

03:03But your founding father started with a vision.
03:11Ano ba yung vision niya for Baliwag?
03:15Kasi, no, after the war, no, talagang he managed it, like, ano, talagang, kasi, I don't know what year it was,
03:24but he invited the late Carlos P. Romulo.
03:27And then, kasi daw ni the late Carlos P. Romulo, this is a nucleus of a future university.
03:34So ako tumaling sa kanyang isip yun, he kept harping on that.
03:39Naging vision niya yun, so eh, he passed.
03:42And it was my mom, the late Dr. Alicia Santiago Bustos, who took over the HELMS in the, I think, early 80s, no,
03:51after her stint in the University of the East as dean of the College of Education and Graduate School.
03:57So yun, so when she took over, ano, constant accreditation naman ang ginawa niya.
04:03She embarked on intensive accreditation for its programs.
04:07Kasi, founder yan ng, ano, eh, ng accreditation agency.
04:11Sabi niya, imagine, I'm founding chair, and then yung school daw niyang imamanage, hindi accreditation.
04:19So, naging day of life ang accreditation.
04:22And that's one of the reasons why we achieved the university status all the way down to 2001.
04:29So mara, so maraming, maraming trabaho kayong ginawa.
04:32I mean, in other words, it's not a joke with all the paperwork, with all the practicum, and all this, di ba?
04:39You have to be innovative, at the same time improve on the physical structure, campus development,
04:46curriculum, faculty development.
04:48And for you to become a university, you have to perform the, what's it called?
04:54Function of a university, which is trifle.
04:57Instruction, research, and outreach.
05:00Yun, para mag-university ka.
05:03Ang dami niyo.
05:04So, you are a third generation, am I right?
05:08Yes, oo.
05:10So, did you ever expect running a university and giving it on your lap by your mother?
05:20What were you doing before?
05:22Were you involved already with the university ever since?
05:25Not in my wildest dream, although, all throughout my working life.
05:30Because I was into marketing management, no?
05:35Ah.
05:36Management.
05:36I was in corporate.
05:38In my previous life, nasa corporate setting ako in Makati.
05:43So, I had background in manufacturing, brand management, marketing management.
05:50And then, in 1995, sabi lang, why don't you just join us and help us run the school?
05:57It was Baliwag Colleges then.
05:58It was, one of my sister was parang a decamp ni Dr. Bustos ni ng mom.
06:04So, I was really, siguro medyo reluctant ko, half-hearted.
06:09But, you know, I trusted, ano naman, the, siguro out of filial piety, I joined them.
06:17Half-hearted, I admit it, no?
06:20Pero I was able to bring in value naman.
06:24Kasi, syempre, you have experience in a corporate setting, in a multinational.
06:29She was able to bring in naman, ano, some innovations and other initiatives that I believe that made an impact in the, in the university, in the Baliwag Colleges then.
06:45So, I understand you also maintain the original structure of how the school began in your campus.
06:55In terms of physical infrastructure?
06:56Yes, yes, yes, the physical structure.
06:59We built around this, there's a, the very first structure that housed the first two deaths.
07:07Sandun pa, bahay na bato, we call it.
07:09It was a late, it was a residence daw of the Camacho family, ganun, way, way, so, na-restore yun.
07:18So, now it houses the chapel on the second floor, and then on the ground floor is a multi-purpose hall.
07:24So, original yung mga bato nun, the architect had it jacked up, tapos original din yung mga pasimano, yung mga kapis windows, sa higna, upper portion.
07:37So, you're, you're actually making the students see the, the roots of the university, para, pwede mo namang bow again, pwede, you can really, you know, destroy it, give space, and just show pictures.
07:52But you, you decided to really retain that, no? Para bang, maikita na mga studyante mo, well, probably a hundred years, all the students, probably they'll see, yeah, that's where we, we began.
08:07That's how the roots began, di ba? Parang, ang ganda.
08:10It symbolizes also our, ano, our history, and at the same time, if you will visit the chapel, donation ng previous alumni association, we have stained glass sa altar of, ano, Immaculate Conception, St. Joseph, and Santo Cristo.
08:31Kasi, we, we cut across three barangays in Baliwag.
08:35Oh, oh.
08:36Pagdabid ka, pagdabid mo sa other campus, una, Santo Cristo, tapos pagdabid mo, nagiging Conception, pagdabid mo rin naman, San Jose, parang ganon.
08:46So, tatlong, ano, tatlong barangays.
08:49So, equally represented.
08:51Yes.
08:51Di ba, equally.
08:52So, tell us, how is, how is managing a school like?
08:58I mean, from your corporate life in Makati to working as managing a big, big school, that's 100 years.
09:09I mean, ano ba nagiging challenge sa'yo, Paisa?
09:13Kasi, when I first joined the school in way back to 1995, I started as a vice president for administration.
09:21So, ano, una, my mom was still running the school, and I had a lot to learn from her.
09:28Kasi, wala naman akong background in education, di ba?
09:31So, ang una kong tinayo noon, it was the HR department.
09:36Kasi, watak-watak yung functions doon.
09:38And the marketing department, yun ang mga baby ko, no?
09:41And then, I learned the ropes through my, siyempre, constant conversation, engagement with my mom, and the academic council meetings.
09:52I learned the praxis, but not the theory.
09:56So, I already had my Master in Management degree, no, from AIM.
10:01So, sabi ko, wala akong kabaklang-bakground sa academics, no?
10:05So, it was my other sister, who was the real academician also, who took after my mom.
10:11She said, why don't you take up your PhD in education?
10:15There's this program in DLSU.
10:19There's an executive program.
10:20So, I enrolled in the PhD program, major in educational leadership and management.
10:28So, I finished it in 2009.
10:30I graduated in 2009.
10:32Kasi, kailangan ko, eh.
10:34So, I had to learn, you know, I had to be familiar with curriculum mapping, curriculum engineering, and current issues in education.
10:42So, yun.
10:44Tag-gradual naman, parang napilitan, napilitan.
10:47At saka, I felt also that I needed the background.
10:52And you're able to develop a very good team among your academe.
10:58Parang you got everyone involved, you know, from the janitors, which, you know, may mga feedback na ganyan.
11:09Ang ganda ng customer service, you know, that you really enhance.
11:14So, yun, at the time, alam mo, it was also, parang you were in a very good position.
11:21You were learning from your mom, who was the real academician, and who was well-known in the private education, not even private, but private in public education sector.
11:30So, I had a very good mentor, the person of Dr. Alicia Santiago Bustos.
11:36So, at the same time, magaling yung mga deans.
11:40You have a very good team, no?
11:42So, sila talaga yung parang mini presidents naman ng kanilang mga respective colleges.
11:48You see a silly strategy, no?
11:50You just steer them in the right direction.
11:54You have a common goal, no?
11:56At that time, to become a university.
11:59So, nangyari yun noong 2001.
12:02So, marami.
12:02So, kompleto na kayo ng mga departments.
12:04Ah, yeah.
12:06Oo.
12:08Meron lang, from time to time, we would introduce new programs, no?
12:14Nangyari, at the time, College of Hospitality Management and Tourism.
12:19Medyo teenager yan, ano?
12:22Yung College of Medical Technology.
12:25Four years ago pa lang yan, o three years ago.
12:26Yung mga ganon, when you see if there's a demand or if there's a need for those programs,
12:36we would study it and then introduce it.
12:38I understand when I was doing an interview with your academe group, during one of those times,
12:49somebody chatted na he was part of your global expansion.
12:54He was in Taiwan.
12:56There was somebody from Spain.
12:58How is this program all about?
13:00No, we do have international linkages, no?
13:04Right now, kunyari, we have existing linkages with the foundation, Japanese foundation.
13:12So, meron nga kami mga estudyante nandiyan sa Osaka Expo.
13:16So, mga BS, Hospitality Management students, and then we also have an existing partnership with GIZ.
13:27It's a German, di ba para siyang counterpart, parang US tribe, pero ito naman.
13:32Yes, yes.
13:33German counterpart.
13:35So, we have partnerships there for our nursing students.
13:39Then we just inked an MOU with Yan'an University in China, no?
13:45It's in the Chinese province.
13:47So, ongoing naman, no?
13:49We also have a partnership with Thailand schools for our education students.
13:54So on.
13:56But we're always open to opportunities, to enhance career opportunities for our students.
14:03Yes, because it's great, no?
14:04You're bringing your students to the front, no?
14:07Na-updated sila so nangyayari.
14:11Now, I'm so excited, Patricia, about your centennial offering.
14:18Parang nagulat ako biglang all of a sudden, nagpo-full-blown ang baliwag, ang BU.
14:25What is this that you offered already on your centennial?
14:30A cornerstone project of our centennial is the College of Law.
14:36So, for the longest time, in dati namin chairman, si Atty. Domingo Santiago Jr., that was his dream, no?
14:47To open the law program.
14:50Pero at that time, parang parang di viable sa mga na-mami, mahirap kumuha ng faculty niyan, ganyan, ganyan, ganyan.
14:57So, last year, we were together in a partners event.
15:07So, there was one of our industry, parang ang tawag doon, industry board, was attorney, Enrique Buko de la Cruz.
15:16So, we were chatting. Sabi niya, alam niyo, kulang niyo na lang, College of Law. Kasi wala pang College of Law daw.
15:24There's no law program in the city of Baliwag.
15:28And at the same time, walang private university na nag-o-offer ng college, ng law program in Bulacan.
15:36So, sige, tutulungan mo kami, ha? Sabi ko.
15:39So, yun, we kept it. So, he kept the ball rolling.
15:45Tapos, with the help of also of my sister, attorney Susan Santiago Jacinto, and attorney Nolly de Rosario, who's part of the university.
15:55Yun, we, they worked really hard.
15:58May nari mga compliance with the legal education board.
16:02We were visited by LEB.
16:04So, sa awal na Diyos, pumasa kami.
16:07So, now, we just launched it in last May 30, yung blessing ng College of Law Building, at saka inauguration ng program.
16:17So, how many people, how many students are you capable right now to start?
16:22Right now, we're not that ambitious yet.
16:25Kahit isang klase, parang mabantayan ng gusto, no?
16:2925 to 30 students, pioneer batch muna.
16:32Kasi mahirap dito mag-alaga, ano?
16:36Saka, I don't know, sometimes, may natural attrition din yan.
16:40So, ganun muna.
16:42Hopefully, we'll be able to graduate for the first batch more than 20.
16:48Why not, no?
16:49Ganun.
16:49And you're starting your classes, well, for tomorrow na, di ba?
16:56June 23 for the education.
16:58But for the College of Law...

17:31Three, four years down the road, you can see somebody waving the flag of DU as one of the top law schools?
17:40Is that the objective?
17:42Number one, basta lang pumasa.
17:44Basta pumasa ang mga graduates.
17:47That's the dream, no?
17:49Kasi, bonus na yun pag may nagtap.
17:53Pero, importante yung percentage passing, di ba?
17:57Correct.
17:58Look nga yung may mga number one, number two.
18:01Pero, may number one ka nga, pero hindi naman pumasa.
18:05Importante pumasa lahat.
18:06So, you, iba na talaga yung approach niya ngayon.
18:10I'm sure, your academe of the College of Law are really making sure it's really adapted to the sign of the times, you know?
18:19I mean, iba-iba na, ibang-iba na.
18:21I'm sure, ang galing ng Dean, founding Dean, no?
18:26Oh, and I understand he's a graduate of London, is it?
18:33Ay, he's a master.
18:34He took his master's in London, and he was also a public servant, no?
18:41He was also a public servant.
18:43Eh, nag-baliwag talaga yan, tubong baliwag.

18:49Mukhang maganda itong magandang outlook sa inyo, kasi, you know, homegrown na.

20:12A lot of them, whole doctor of laws, degree, credentials, are doctors of law books.
20:19They're all practitioners, well-known in their field.
20:23Tsaka mga faculty members din yan, nang iba sa tanyag ng mga pamantasan or university in Metro Man.
20:31So, talaga nag-scale up ng BU, talagang wow, I'm really happy for you.
20:36So, I'm sure your mother will be so glad the impossible was made possible, di ba?
20:43I mean, parang, parang, parang, ang hirap siguro, but I guess because of, you know,
20:49the blessing that you have and the dynamic group that you have, you have already organized,
20:56talagang napursunin niyo itong College of Law, di ba?
20:59So, sa tulong ng mga ni Dean Boko, ni Attorney Nolly, ni Attorney Susan.

21:09So, where is, what is now the next step for BU with 100 years, no?
21:16What are your plans right now for the university?
21:20Are you looking at expanding this in the whole of Baliwag or really entrusting that BU will be known for more departments?
21:32You know, we'd like to take it, not slow, but gusto namin, naalagaan namin kasi mga enrollees ng mga students.
21:41We have our, parang, tagline, alagang BU.
21:44So, we may...

21:56We are looked into internationalizing our programs, our curriculum.

22:20agencies like GIZ
22:21or Nursing

22:25partnership with
22:27the Chinese University in Yan'an.
