There's no real need to report anybody, that doesn't create a good community environment and if that neighbour has a direct relationship with you, find a neighbour that they do have a direct relationship with and expand the circle of dialogue to a point where you can reach an agreement in your close or your street or your road or whatever about what action you're going to take.
