08:01The new rules agreed on Tuesday between the European Parliament and Member States
08:05amend the grounds for suspending visa-free schemes
08:08to include violations of international human rights or humanitarian law.
08:13This would apply to decision-makers responsible for the breaches.
08:16So we are not targeting any single country,
08:22but actually we are trying to boost and to help the Commission
08:28the tool that allows us to implement the human rights and the international law.
08:36But sources say Israel, which is among a list of 61 countries
08:41whose citizens enjoy visa travel to the Schengen area for short stays,
08:46could be first targeted as it field accusation of war crimes
08:49and crimes against humanity in its war on Gaza.
08:52To trigger the mechanism, the European Commission will have to issue
08:56an implementing act calling for such a suspension,
08:59which will require the approval of Member States
09:01with only a qualified majority necessary to block the motion.
09:04Countries in the Schengen area can also request the mechanism be triggered
09:09by notifying the Commission they believe the criterias have been met.
09:12Both the Parliament and the Council now need to formally approve the new rules.
09:19The world's largest annual kite festival is underway on the Danish island of Farno,
