00:00Balance transparency and accountability with basic human rights to privacy.
00:04That is the target of the new National Privacy Commission or NPC Circular 2025 0-1.
00:10Our Denise Osorio tells us more.
00:14In a time when nearly everyone has a camera in their pocket,
00:18the National Privacy Commission has laid down new ground rules for recording people in public.
00:23Whether you're in law enforcement, private security, or just a vlogger with a selfie stick,
00:29the newly issued NPC Circular 2025 0-1 aims to keep things above board,
00:36balancing transparency and accountability with the basic human right to privacy.
00:41Under the guidelines, recording devices like body-worn cameras and mobile phones
00:46must clearly show when they're capturing footage.
00:49Think blinking lights, icons on screen, or some form of visible indicator.
00:55And if someone's in the frame, they're entitled to know why.
00:59Especially if the video's bound for social media.

01:23The commission added people have their right to object to being filmed
01:27or to later ask their image be blurred, removed, or taken offline altogether.
01:33Those who ignore such requests risk-facing administrative or criminal charges,
01:38depending on the damage caused.
01:40And that includes content creators.
01:43Once you start profiting off your views, likes, and shares,
01:47you're no longer just mucking about.
01:49You're publishing content that's now under data protection law.
01:53For Jolly Tanaet, a 45-year-old bread vendor,
01:56these new guidelines couldn't have come soon enough.
02:00Vloggers often film him without warning,
02:02and sometimes without so much as a nod or a proper hello.
02:06He recalls one unsettling encounter where a supposed customer struck up small talk,
02:12only for Jolly to later realize he'd been recorded without consent.
02:17One time dito, kung unwari siya bumibili ng tinapay sa akin,
02:21yun pala, kumukuha na siya ng detali sa akin para makukuha niya itong statement ko.
02:25Yung pala niya, wala siyang paintolot niya.
02:27Nagbablog na diretso.
02:29Naka-on na yung camera niya, mami.
02:30So yun, akala ko naman kasi customer po,
02:33mga casual ko dito, customer rin pala,
02:35blogger na siya kasi may backup siya dun.
02:37Jolly says it's not just bad manners.
02:40It's unsettling, uncomfortable, and unsafe.
02:43And at worst, downright threatening.
02:47With no clear identification, explanation, and permission,
02:51he says it's hard to tell who these people really are.
02:55As he puts it,
02:56you never know what they'll do with the footage.
02:58And the risk is when one ends up a villain.
03:01But not everyone sees it the same way.
03:15Ira Lopez says being filmed incidentally in public
03:18doesn't particularly bother her.
03:20So long as it's not invasive, distasteful, or against the law.
03:25Her take, if you're in a public place,
03:27you're fair game, within reason.
03:29Okay lang. Kasi, basically, this is a national road.
03:34Yung parang national road.
03:35So, hindi naman kasalanan nung vlogger
03:38if ever masagip ka niya.
03:39Kasi, hindi nga, nag-vlog siya for business.
03:43The NPC, however, stresses that being in public
03:46doesn't mean you lose all rights to privacy.
03:49Vloggers and content creators are urged to err on the side of courtesy.
03:53Introduce yourselves, say why you're filming,
03:56and honor requests to be blurred or edited out.
04:00At the end of the day, just because it's legal
04:02doesn't always mean it's appropriate or ethical.
04:05Respect, the commission says,
04:07should come before views and virality.
04:10Because in today's digital world,
04:12where anyone can be a star or a story,
04:15it pays to ask first before you press the record button.
