53:28Juvenile delinquency is always rooted in adult delinquency.
53:35And only through general acceptance of higher moral values can we hope to solve the problem.
53:42The easiest way to bring this about is through a return to religion.
53:47If all people would join this back-to-God movement and train their children to respect the Ten Commandments
53:56or other moral laws laid down by all the great religions who would soon bring delinquency under control.
54:06But the time has come that we must impose sterner penalties and restrictions against the young lawbreakers
54:15to protect the law-abiding.
54:20His mere youth is no excuse for letting him remain at large.
54:24Some young criminals are just as vicious and dangerous as older criminals and lawbreakers.
54:33No young offender should be released from the custody of his parents
54:37unless an investigation shows the parents are capable of controlling his behavior.
54:43If they are not, his supervision should be instructed to a more responsible agency.
54:49And in making parents financially liable for property damage caused by their children
54:58could be especially helpful against the wave of vandalism
55:02which has been sweeping across our country.
55:07With this responsibility, we're sure that parents would keep a closer eye
55:12on the kind of fun their children are having
55:15and that the old-fashioned woodshed would receive more use
55:19and vandalism would decline.
55:24Some parents refuse to recognize the moral obligation
55:28to the child they bring into the world.
55:31When that is the case,
55:33you must take stronger measures to make them realize their responsibilities.
55:37So you see I cannot possibly grant your request
55:44for the adoption of the child of your daughter.
55:47The child must remain a ward of the state
55:49until such time as a suitable family can be found.
