Gov. Ron DeSantis (R-FL) signs hardline legislation to combat child predators.

00:00FDLE Commissioner Mark Glass we were in Tallahassee doing a cabinet meeting
00:04earlier today and now now we're here in Jacksonville we've got Sheriff TK
00:07Waters we've got representatives Plakin, Jacques, Kendall, Michael from the
00:14Florida House of Representatives and we have our senator my friend Clay
00:17Yarborough and then we're gonna hear from Brooke Curry Florida State
00:21University student and is going to talk about her experience and some of the
00:26legislation that we're doing today so we've got a number of bills that we're
00:29gonna sign and the theme of today is law and order that's kind of been the theme
00:40of the state of Florida at least since I've been around it because we've had
00:43to deal with a lot of I would say pathologies around the United States of
00:48America and you know my job is to like protect you from those things so that
00:52those don't come into here we saw it in the summer of 2020 massive looting massive
00:58rioting in Minneapolis in places like LA New York City it was a total disaster we
01:06in Florida said we are not going to allow that to happen we're gonna stand by law
01:10enforcement and so you know you didn't see what you saw there but we also knew
01:15that it's fine to have to deal with these things which you don't want to just
01:19kind of play whack-a-mole and if this is gonna be something people are gonna try we
01:22want to make sure that our folks are better protected so shortly thereafter I
01:27signed the anti-riot legislation which said very simply
01:34which said very simply if you riot if you loot if you engage in mob violence you
01:41are going to be held accountable in the state of Florida we are not going to sit
01:45by and let people take pot shots at the men and women of law enforcement and
01:50there's a very clear distinction between somebody going out there and protesting
01:55something peacefully and crossing that line to harming people in uniform looting
02:03stores burning buildings burning cars and we've drawn that line very clearly
02:08remember when you had the Hamas demonstrations that were happening you know
02:13as much as I totally disagreed with what they were saying you know if you're
02:17gonna go out and wave wave that I think it's bad but I also think if you're
02:21peaceful but you know they were they were commandeering Columbia University
02:25Columbia did they tried to do that in Florida they tried to take over a street
02:30in Miami and the Miami police kicked them off in 13 minutes that it was a record at
02:36the time until the next week they tried to do it in Central Florida and Florida
02:40Highway Patrol kicked them off in 11 minutes this is a big group of Hamas
02:44people and they kicked them off very quickly so we have zero tolerance for
02:49that especially obstructing traffic and that's the thing you see what's
02:54happening in Los Angeles right now you have federal law enforcement enforcing the
03:02law which they're not only supposed to do they took an oath to do that's what is on
03:09the books and you got people there that are acting like the law doesn't apply to
03:15them so you come from a foreign country illegally into our country you burn the
03:21American flag in protest of them trying to send you back to the country whose flag
03:27you're waving this is this is such a farce this is such this is political this is
03:36political this is very ideological but what's going on there so you see that and
03:41you see them burn stores I mean they looted I mean I'm watching these things
03:45they're looting Foot Locker the Apple Store all this stuff burning cars doing all
03:50this that would never fly in the state of Florida not for one minute you'd end up
03:55in the slammer very quickly so so you have those and you and you and you see
04:04that what's going on we are not gonna allow that to happen in Florida I know
04:09people are talking about hey there's gonna be you know demonstrations around the
04:13country and the lines very clear everybody every police department every
04:18sheriff's department all state agencies know aligns clear you know peacefully
04:24talking about what you want to do or what you want to see or having any type of
04:28those discussions is fine but the minute that crosses the line we are not going to
04:32just sit idly by and let the inmates run the asylum but one of the things
04:36they're doing in LA that you know because you focus on the the and it's and this is the
04:40same thing as 2020 you remember you'd have the CNN reporter in Minneapolis behind him would
04:48be like the city engulfed in flames and he said this is a mostly peaceful protest
04:55and you're just thinking to yourself really and so they're trying to say the same thing
04:58oh it's you know it's peaceful it's not that well I'm seeing the stores being looted
05:02I'm seeing fires I'm seeing all this I'm seeing law enforcement targeted but one of
05:07the things that they're doing that it seems like it's even unremarked because
05:10they're doing all these other things they are commandeering streets and doing
05:14things like that I mean you can apply to like get a permit to use a street I mean
05:19that that does happen but they're just commandeering streets and you know that
05:23really I think honks a lot of people off because it's like you have it's already
05:28bad traffic in LA horrible traffic you got people need to get their kids to school or
05:33get them to to summer camp you got people that may have medical needs you have all
05:37these different things and what some of these streets are just shut down because
05:41you have all those these people that are complaining that's wrong and so in
05:45Florida you know the streets do not even try to shut down the streets we're gonna
05:50make sure that you don't do that so I just look at seeing what's going over
05:54there they've developed a sense of entitlement that the law doesn't apply to
05:59them with respect to immigration because California is a sanctuary state and so
06:03they think that they can just kind of do this and ignore the law that doesn't work
06:07and so what the Trump administration is doing to enforce the law not only have a
06:12right to do it they have a duty to do it you know that's why you get elected
06:16that's why you take an oath to do so I see the mayor I see the governor making
06:21excuses for the people that are causing you know all the havoc and and that's not
06:26the way we roll here so we're committed I don't think there's a single law
06:32enforcement agency that's not committed we also have certain duties that we've
06:36imposed through Florida state law because I called a special session we
06:40worked through that all state and local law enforcement agencies are required to
06:45participate with ice for immigration enforcement and that's the only way you're
06:50ever going to do this and do this well and so there's a question you know
06:54occasionally you'll see like a sheriff pop off like not TK would say oh I'm not
06:59gonna do it I'm not gonna do it really okay trust me you're gonna you're gonna
07:03follow the law or you'll be out of a job that's what's gonna happen and that's
07:07what we're gonna do in the state of Florida now one of the things we focused on a
07:13lot and we've had to deal with with the course the the overall unrest that the
07:17country's seen and make sure that Florida is a is a refuge from that but
07:23we've also seen over many years children being left unprotected in some of these
07:28jurisdictions and we've done more in the state of Florida to protect the
07:34innocence of our kids than any state in these United States and I'm proud that
07:38we have done that you remember a few years back we signed the parental rights and
07:43education bill making sure that you can send your kids to school without them
07:48being taught that they were born in the wrong body or that their gender is a
07:51choice that is not acceptable and that doesn't happen in the state of Florida
07:56and if they try to do it in violation of the law we now have an office of
08:00parental rights in the Attorney General's office where you can submit and then they
08:04can take action to make sure Florida law is being abided by we've also signed a
08:12series of bills to protect children from indecent exposure in public venues you
08:18know some of these sexually explicit things that they're trying to do with
08:22these kids you know you have like 10 year old kids no that's not appropriate and
08:27we've put a stop to that in the state of Florida we've also been very concerned
08:31with social media and what happens with our youth with social media so we provide
08:37signed legislation last year which basically put some teeth into the federal
08:42law which already said that you had to be over 14 to get your own account but
08:48basically if you're 15 and under you need parent permission to get it if you're
08:5414 and 15 and then under 14 you can't get your own account now parents can let
08:59their kids use their accounts whatever we're not gonna police that but what we're
09:03doing is we're telling the social media companies don't issue account unless they're a
09:08certain age with parent permission or above that age and if not you'll face
09:12consequences and I think the reason why we've had to do that is because it used
09:17to be growing up there would be different types of threats to the innocence of
09:20youth and you'd be out playing some some predator comes up in a van tries to
09:25entice kids and I'm not saying that doesn't happen it still does but now with
09:29these devices these predators can get into your home kids play video games these
09:34guys can go in and entice them so the risks are so much more than they were say
09:41when I was growing up as a kid and parents want to be able to protect their
09:46kids and there are things that that we've been able to do to be able to to help
09:51that but make no mistake these sexual predators will stop at nothing to be able
09:57to harm kids and when you have a kid that is abused by these sexual predators
10:04it the abuse doesn't stop at that minute the minute it ends it's a lifelong scar
10:10it's something that they have to cope with for the rest of their lives and it
10:14really robs our kids of their innocence and so we are very much strong and
10:22holding the line on that I signed legislation last year to protect children
10:26from adult groomers attempting to prey on their innocence this prohibited adult
10:31from engaging in a pattern of communication to a minor that includes
10:35explicit and detailed verbal verbal descriptions of sexual activity because
10:40that's a lot of how these guys operate they try to learn trust and then they go
10:43into these areas these foreboding areas we've also increased penalties for child
10:49exploitation crimes such as promoting sexual performances or possessing child
10:55pornography we've also established a grant program with an FDLE to create
10:59online sting operations to target sexual predators and we created stricter
11:04guidelines for sexual offender registration so we've done a lot but
11:09today we're gonna do more so I'm gonna sign a series of bills that are gonna
11:13make Florida remain as the number one state in the country for the
11:17protection of our kids first HB seven seven seven strengthens Florida's laws
11:23against luring or enticing children by expanding the definition of the crime
11:29increasing penalties and eliminating certain defenses based on a child's
11:34misrepresentative misrepresented or mistaken age I'm also signing HB one three
11:41five one which strengthens registration reporting and verification requirements for
11:46sexual predators and offenders in Florida the bill also enhances accountability and
11:51improves law enforcement monitoring of offenders location and employment
11:55activities you know some of these offenders they exploit loopholes in the
11:59system to be able to set up shop in certain communities acting like they're
12:04just visiting or going back and so this plugs that loophole so that if
12:09they're gonna spend time here in Jacksonville you're gonna know that
12:13they're spending time here and they're gonna have to report that so that you
12:17can protect your kids third I'm signing Florida House bill 1455 which provides
12:23mandatory minimum terms of imprisonment for specified sexual offenses when
12:27committed by registered sexual offenders or sexual predators let me tell you just
12:32as somebody who has been involved in law enforcement as a prosecutor and of
12:37course is now the head of the executive branch in Florida these offenders sexual
12:42offenders they are going to reoffend right so you can put them away for the
12:47maximum and say say someone gets a 15 year sentence and they serve it they come
12:53out the chance of them reoffending is very very high when you start talking about
12:57these sexual predators and so you've got to have a minimum amount of time that
13:04they're just taken off the streets ultimately the registry all these things
13:08they're tools but the only thing that really really guarantees the safety of
13:13the children is to find every last dadgum predator and put them in jail and get
13:17them off the street that's what you need to do now mandatory minimums people some
13:22people criticize because they say well you know you could have too much for this
13:26and you know that the justice system is imperfect I acknowledge that but the
13:32reality is we have unfortunately some judges that just do not give the gravity of a
13:40sentence that warrants it when you're talking about abuse of minors I mean you
13:45will have some that will throw the book at them then you'll have others where it's
13:49like a little bit more wishy-washy so this ensures that there's a baseline level of
13:54accountability where you're holding these sexual predators accountable and
13:59again these are people that are already registered offenders and then they're
14:05re-offending in the community you know I think these sexual predator I mean
14:10remember I signed the legislation to reinstitute the death penalty for
14:15pedophiles I think that that's appropriate when you're doing some of this
14:18stuff but at a minimum they need to be taken off the street you shouldn't even be
14:23in a position where you're having to monitor their every move and just hoping
14:27that somehow they're going to reform themselves because we know that the
14:30chance of that happening is not very good we also have on the docket SB 1804
14:37which establishes capital human trafficking of vulnerable persons for
14:42sexual exploitation as a new capital felony offense and so it's kind of
14:48piggybacks on what we did on the child sex abuse but brings that into the human
14:53trafficking realm which is a huge huge problem in the world and certainly in
14:59the United States of America so I'm glad that we are doing really significant
15:05efforts to continue to fight human trafficking now we also have with us
15:09today as I mentioned Brooke Curry a Jacksonville teenager whose personal
15:14experience with AI generated explicit imagery catalyzed legislative action in
15:19Florida this session and accordingly I'm going to be signing HB 1161 Brooks law to
15:27strengthen protections for individual whose images are used in non consensual
15:32sexually explicit deep-fake content by requiring covered online platforms to
15:39implement a notice and removal system so these are people that are manipulating this
15:45stuff but they can do it so well that a lot of people think that this is
15:49authentic and just think of what that does as somebody who gets victimized by
15:53this and so Florida law does not currently provide a mechanism by which victims can
15:58request the removal of these altered depictions without consent so Brooks law
16:04will protect victims of digital sexual abuse by ensuring victims of deep fake
16:09exploitation have a clear enforceable process to remove damaging material also
16:14requires covered platforms such as websites and online services to remove
16:19altered sexual depictions and copies of such such depictions from their
16:23platform upon request of the victim within 48 hours it also prevents legal
16:29overreach by maintaining platform immunity for good faith compliance avoiding the
16:34chilling effects on speech or over moderation and then finally the bill gives
16:38platforms room to design their own processes while enforcing a baseline level of
16:44accountability I want to thank Brooke for her courage to come forward and to lead
16:49this effort I think it's really important it's also raises the issue of this this
16:54whole artificial intelligence you know they're talking about in Washington banning
17:00states from being able to regulate it at all for the next 10 years and as
17:05governor I want to be able to provide protections for you working with the
17:09legislature if that's warranted this stuff is is is progressing so quickly but you
17:14will absolutely get to a point where they can just take you they can put words in
17:20your mouth and do a video and you're basically saying something that's the
17:24opposite of what you actually believe and they can make you do they can have you
17:28depict you doing awful things that's not the world that we want to live in and so I
17:34think that the states need to be able to retain their ability to to handle the
17:39emerging AI issues you know we're not gonna run away from it we know it's going
17:44to be a part of military operations could be a part of a lot of things although I
17:48will say this you know they talk about the power of it and there's a lot of
17:52things that are powerful about it but there's also a lack of common sense in
17:55some of these AI things I mean like sometimes they just don't they can't
17:59reason like a human being does and so there's not only dangers with how good it can be but
18:04there's also dangers by employing it without recognizing some of the
18:08limitations and the flaws that it has because I've seen that firsthand and I've
18:12had to go in and current and fight with like rock or some of these I wait a
18:15minute that's wrong oh yeah you're right I saw that and then like they they
18:19admit they were wrong but I'm like why were you wrong the first time so so this is
18:23a really significant issue of all the different things I mean how people's
18:28privacy is going to be respected or not how it's going to affect the economy and
18:33what types of jobs are going to be available to people these are really
18:37it's maybe the most fundamental issue that we're going to confront over the
18:41next many many years and I just think you as Floridians should have the right to be
18:45able to partition your your your policy makers to to provide protections for you
18:51if that's something that you think is right they're trying to kneecap the the
18:56states from being able to do that and I do think that that's a mistake well
18:59listen we're gonna sign all this stuff in a second but before we do that we're
19:03gonna hear from mark glass TK we're gonna hear from Brooke and then we're
19:06gonna hear from Rachel Plakin from the Florida House so mark glass
19:13and good morning and thank you for coming to J rock the Jacksonville Regional
19:18Operational Center for the FDLE and this is your FDLE and you got to hear our
19:23great governor talk about the things the state of Florida is not going to put up
19:26with and I'm gonna tell you it is great to work in my position and to let you
19:31know that FDLE's has the ball one thing we do is look out over the horizon see
19:36what's coming at us the changes in techniques tactics and procedures and
19:41what we do cyber is that battleground that new battle space we all have to
19:45deal with and I'm proud to be here be with you governor protecting our children
19:50supporting our victims and holding our predators accountable and be able to
19:54stand over here and watch him sign four of these bills is amazing and I'm so
19:58thankful for that and I want to thank our legislators for also championing this
20:02I know we talked in your offices and I want to say thank you so much for doing
20:06this and the great work you guys have been doing and trying to get these bills
20:10across the line for us to assign this deep fakes let's talk about 1161 you
20:16heard the governor talk about AI AI is getting more dangerous we do not have
20:20time like he said to wait on the federal government to do 10 years worth of you
20:24stand by while we figure it out we can start figuring it out now I have some of
20:27the best cyber experts working for FDLE you have the best cyber experts working
20:32for FDLE and we're working with our shares local chiefs we're working with
20:36every all other state organizations and also our victim services so what we're
20:40trying to do is get ahead of the game let's look at AI forensics cyber
20:44forensics and make sure that we're able to put stuff to bed early and try to say
20:49that is a fake so we that way we can get it out there but with 1161 allowing us
20:54to go after these different platforms to say that we you take that off now and
20:58take it from your systems and scrub it the more you scrub it from your systems
21:01the better also to just a Brooke and every victim who's out there and had to
21:06fight and to be believed your courage is making Florida safer and I'm going to
21:11tell you from my analyst and my agents that are out there they are looking and
21:15watching but how you did your business and they're saying thank you because
21:18you're giving them the tools they need and you're giving them the fight and they
21:22know why they're there so I just want to say thank you for that
21:28house bill triple seven offenses involving children it makes it crystal
21:33clear if you target a child there's no excuse not ignorance not deception not
21:39denial there's no excuse and in FDLE we have a zero tolerance the governor put me in
21:44here three years ago that was one of the biggest things I went after is our all
21:48the sex offender and sex predators that are out there playing making our people
21:52in our state victims and if you steal a child's innocence that is the worst of
21:58evil to me so we're going to come after you we're going to come after you hard
22:01with everything we have so house bill 1455 for the sexual offenses by repeat
22:08offenders if you're hard-headed we have a fix for that and that's it and we do
22:12appreciate y'all getting that across the line on 1455 making that mandatory
22:16prison time you heard the governor talk about that's the only way you stop a lot
22:20of this is you just don't have them out there in the middle with the rest of
22:23society no more second chances we give you one chance you don't get corrected in
22:27the Department of Corrections then you go out and do it again well we're going to
22:30put you there for a little bit longer hopefully your hard head will get better
22:33out of that Senate bill 1804 capital human trafficking the death penalty I mean I'm with
22:40him on that one huge like I said you're still on the child's innocent you're in
22:44human trafficking it's just the worst of the worst worst of the worst and what we
22:49ended up it's just a despicable crime and so and I'm thanks to Governor Santos
22:55for leading that charge for Floridians now on human trafficking I do want to say
22:59something there if you see something say something you've heard that campaign if
23:02you see something suspicious report it knowing the signs of human trafficking can
23:06save lives if you go to FDA's website if you go to JSO's website that will help
23:11you guide you through that look at the signs do not be afraid to report
23:14something if it seems out of the ordinary please say it because there are people
23:18getting victimized in traffic right in front of our faces even whether it's a
23:22grocery store or just at a sports venue just pay attention to the signs and
23:26really do that call 911 don't feel like you're bothering them call them or you can
23:32reach out to the Florida human trafficking hotline which is 1855 FLA safe that is
23:361855 FLA safe and 813 51 sir I want to tell you thank you on this one and
23:43representatives of the registration of sexual offenders and sexual predators so
23:48the loopholes he was talking about so there you have to report even if you're
23:53self-employed so you do not want somebody who's self-employed coming to your
23:59house to do a handyman special and everything you don't know where who they
24:02are because you they didn't report their business online so that's going to make
24:06it mandatory reporting so that way you can screen who's coming to your house to
24:10actually work on your house whether it be plumbing whether it be roofing or
24:13whatever you need to do there so with all that just in conclusion governor
24:18thank you for your commitment to protecting Floridians and at FDLE we're
24:23protecting you supporting and delivering justice to these folks and we
24:27cannot do it without our representatives and senators that are here stand
24:31sitting here with us today and also we can't do without our victims standing up
24:35and actually getting out there and having the great fight for us and we do
24:39appreciate you don't know how much that strengthens me I'm just telling you that
24:41just strengthened us I mean governor thank you for your leadership and your
24:45tough-on-crime thank you so governor thanks for having me today thank you all
24:55for having me it's an honor to be here today and with our governor and local and
25:00state leaders for this important occasion in Florida which gained several new
25:03means to combat exploitation of our children and other vulnerable citizens as a
25:09father grandfather and a career police officer I know that there is no more
25:13vital role for law enforcement and the protection of our kids by their age and
25:17inherent dependency children are vulnerable now more than ever our
25:21children face dangers they need and deserve the vigilance of the adults around
25:25them and the civil society here in Duval County we believe in law and order big
25:30time evidenced by our recent operation where we arrested 24 predators for trying to
25:37hook up with 13 year old kids and as the head of this agency at the Jacksonville
25:41Sheriff's Office I can promise you that this agency will always enforce the law
25:44and aggressively pursue those whose criminal actions harm our children and
25:49other vulnerable citizens I'd like to publicly recognize Brooke Curry for whom
25:54Brooks law is named Brooke is a resident of our County in my city and her courage
26:00strength of spirit and the content of her character culminated in the passing of
26:04an important piece of legislation that bears her name Brooke our city is proud of
26:08you for transforming a painful life experience into the means to garner
26:12needed change there are so many people in our future who will benefit from your
26:16vision and resolve you are an inspiration to us all and all of Jacksonville stands
26:23with you and I'm sure everyone in the state the great state of Florida stands
26:27with you also today we have new proactive tools in our tool belt to combat sexual
26:32predators and offenders and protect at-risk members of our community I want to
26:37thank Florida's legislators and our great governor once again for creating and
26:41enacting these new pieces of legislation so that we in law enforcement have
26:45additional avenues by which to take predatory criminals off of our streets
26:48thank you very much
26:55good afternoon everyone standing before you today I'm filled with deep
26:59gratitude emotion and purpose first and foremost I want to thank Governor Ron
27:04DeSantis and our Florida elected officials specifically mr. Weinman and
27:08miss Kalata you'd for their leadership and commitment to protecting the rights of
27:12victims across our state your willingness to listen and act has meant the world to
27:16me and to so many others who now feel seen and heard to the brave and tireless
27:20members of law enforcement thank you you are often the first call the first face and
27:25the first hope for victims who feel their world has been shattered your service and
27:30protection has laid the foundation for this law and justice it aims to deliver to my family and
27:36friends you've stood by me through pain uncertainty and the long road to healing your
27:41unwavering love gave me strength when I didn't think I had any left and to the
27:44strangers who became supporters your belief in this cause reminding me that there is
27:49form far more good in this world than we sometimes realize we are here today because we chose not to
27:54look away because we decided silence was not an option because we knew that victims of
27:59this crime many of them young vulnerable and silence deserve a voice justice and a path forward
28:05brooks law is not just about me it's about all of us it's about accountability dignity and hope
28:10for every person who has been exploited or violated I want you to hear this loud and clear
28:15you have a voice and now thanks to this law you have a path forward to the young people watching
28:20or listening never let anyone make you believe that your voice doesn't matter it does I'm proof
28:25of that if you feel scared hurt or powerless know this you are not alone you are never without options
28:32there are people who will stand with you fight for you and believe in you I also want to recognize
28:37and thank first lady Melania Trump for her leadership on this issue through the take it down act
28:42her advocacy has helped shine a national spotlight on the importance of protecting victims of online
28:47exploitation her efforts have brought this conversation to dining tables legislative chambers
28:53and communities that need to hear it most the journey to passing brooks law has not been easy
28:57it's been painful it's been personal but it's also been powerful because together we've turned tragedy
29:03into a purpose and together we've lit a path for others to walk bravely and without shame this is just
29:10the beginning our work continues awareness must grow protection must expand and healing must remain at the
29:16center of everything we do thank you for all standing with me and with every survivor today and always
29:22thank you hello i'm representative rachel plakin i want to thank brooke for sharing her story
29:34took a lot of courage to come here and speak before these folks and we just really appreciate you so much
29:39i'm the house sponsor of hb 777 and the orange county sheriff's office came to me and they told me that
29:49current law said that if a predator lures a child or tries to entice a child into a structure or a vehicle
29:57it's a misdemeanor right now if they try to lure them out it's not even a crime and as a mother a mama bear
30:05i was livid to hear that and i said i must run this bill and so today we are changing that we're making
30:14it a felony and i want to thank governor desantis for taking a stand for florida's children and also
30:21i would like to thank senator collins for being an extraordinary partner god bless
30:37all right so
30:41we've got a number of them to do um do we have any um any kids in the audience would you like would you
30:49like this is not permanent marker would you like one there you go i got i got another one we got
30:55any other you know when the kids got the permanent markers over the years i mean i get to have complaints
31:00about them you know marking up everything so we try to help out and do and do what we can here okay so

34:18all right well i want to thank everybody for uh their hard work on this
34:21i'm good yeah okay yeah uh thank you for that i think these are going to be meaningful
34:26what continues our trend of standing up for for children uh throwing the book at sexual predators
34:32and offenders and keeping our communities safe okay do we have any questions
34:36i think the issue with ai is i mean is implicit in your question we could have the perfect answer for ai right now
34:53by the time a legislature does things even if it takes like a month there's already things and so
35:00the rapid change that that we do it does make it more difficult um in terms of getting ahead look i
35:07think that my my what i would do assuming we retain authority is i'm not gonna we're not going to be able
35:13to police every aspect of it right but there are going to be certain things where we're going to need
35:18to provide protections for people so that their lives aren't negatively impacted by by the rise of ai and
35:25um and and and i don't know that we're going to know every permutation of that because there's new things
35:30that get developed all the time but as a as a kind of a national matter it's a matter for the state but
35:37it's really a national and even international issue is what role is ai going to play in terms of employment in
35:45the future now when you have technologies that can displace jobs but it can also create jobs in other areas
35:51uh ai we'll see right but i do think it's a possibility that you know we're looking at companies
35:59going so much in the direction of ai that they're not hiring as many people as they've needed to
36:05traditionally so how do we prepare folks for that so these are all things that are really fundamental
36:10questions we should be able to as states retain our authority and i think i know why they some people
36:16want to do this and say 10 years you're not allowed to do anything is because they're worried about
36:21california and new york screwing it up right i mean they're worried about them doing dumb things
36:26but and i'm i get that but i can tell you what one of the reasons florida's been successful is because
36:32they've done a lot of dumb things and people have recognized florida and people have moved businesses
36:37they've done invested in florida as a result of that so we've always had a healthy competition amongst the
36:43states we're supposed to be laboratories of democracies you can see who does it well who doesn't for
36:49example on budget you know these guys you know they're still we're june 10th they don't have a
36:53budget our fiscal year ends at the end of the year and i mean hopefully that gets resolved this week
36:58but if you look at florida we have millions of more residents in florida than new york does
37:04new york residents and yet their budget is over twice the size of our state budget yet we have better
37:11services better roads higher performing education and so where is this money going to so people can see
37:18hey you can go to florida with no income tax you can go there with the number one ranked public
37:23university system in state tuition is like sixty three hundred dollars it hasn't budged one cent since
37:29i've been governor and we're going to keep it that way uh you can have a state dedicated to law and order
37:34number one in new business formations all these things or you can pay hefty taxes you can have weak
37:40on crime policies you can have all those and people make those judgments and that's really been i think
37:46central to uh the the federalism that we have in the united states of america so to take that away
37:52from states is not something that i think is good policy and they're also trying in washington do other
37:58things and this isn't as big of a deal in florida but in other parts of the country you know biden did
38:04this green new deal so it's like trillions of dollars in subsidies that we shouldn't be spending at
38:11all like they should just reverse the entire biden new deal green new deal that would save money that
38:16would allow you to be able to do whatever you wanted with immigration all that stuff it should
38:20all be wiped clean um but as it stands now they have things so they give people money to build these
38:27carbon sequestration pipelines because they say if we put carbon in the pipelines we're going to save
38:33the planet no you're not all you're doing is subsidizing people and some people are going to make a
38:38lot of money off that i get that but you know you have people that don't want like in south dakota they
38:43may not want a pipeline on their private property so they don't sell well they what they want to do is
38:49kneecap the ability of states and localities to protect private property rights by having
38:56restrictions on eminent domain so now that's going to be wiped from the books and they're going to be
39:00able to go in over the head of landowners they also want to override all local and state zoning laws
39:08against these ai data centers you know these ai data centers are like massive amounts of power
39:14that go into them do you want those just set up in like you know right by the rec center of some
39:19residential neighborhood like i think you should be able to say no if that's the case so there is a
39:26they are trying to take away uh the ability of states to to act in some of these spheres but i think ai
39:33is really important that we retain that so that we're able to make some some thoughtful calculations
39:39but it is very difficult because of how rapid it changes and you could have the perfect solution today
39:44and in six months it is possible that that solution is obsolete all right thanks everybody god bless you
