00:00I'll give you a minute. Anybody need a minute to set up?
00:02Yeah, one second. One second.
00:03Thank you so much.
00:07We could handle this. I believe that we would have gone through a number of steps
00:11before we'd have deployed the National Guard or requested deployment on the National Guard.
00:16We would normally go to 50% deployment, handle radio calls, and do the business of policing,
00:21and everybody else would be focused on the initial problem.
00:24Beyond that, then we would request, through the sheriff, mutual aid,
00:28and that would bring in members of the 44 other police departments in L.A. County
00:33as well as the sheriff's office.
00:35And so that didn't occur in this case because it wasn't done through the sheriff
00:39or up through the normal chain.
00:42It was done from the top down, from the president directing that that happened,
00:46and then the National Guard was federalized.
00:49So they're working for the U.S. Army, not for the California State National Guard.
00:55Do we need them?
00:56Well, looking at it tonight, you know, this thing has gotten out of control.
01:00I think before I could answer that, I'd have to know more about what their capabilities are,
01:05what their role is intended to be, to be able to make that determination.
01:11But we have great cops in Southern California here that work together all the time.
01:15So we have tremendous capability here.
01:17To say that we would go to that right away, I'd say we wouldn't have been there yet.
01:24Looking at the violence tonight, I think we've got to make a reassessment.
01:28This violence that I've seen is disgusting.
01:32It's escalated now since the beginning of this incident.
01:36What we saw the first night was bad.
01:38What we've seen subsequent to that is getting increasingly worse and more violent.
01:43Tonight we had individuals out there shooting commercial-grade fireworks at our officers.
01:48That can kill you.
01:49And we have adapted our tactics to be able to have a chance to be able to take these people into custody
01:56and to be able to hold them accountable.
01:58When you look at the numbers of arrests we've made, pale in comparison to what will be made.
02:06There are video accounts of what happened everywhere, on social media, on individuals, cameras, iPhones.
02:13We will go after that, very aggressively go after the all available video, analyze that video,
02:21and hold whoever we can accountable for the variety of different types of crimes that have been committed.
02:26All right, thank you everyone.
02:29Commander Ruttado will stick around to do...
