00:00:23Now, U.S. President Donald Trump signed a proclamation to suspend the U.S. entry of foreign nationals seeking to study or participate in exchange programs at Harvard University.
00:00:36The White House has said on Wednesday amid an escalating dispute with the Ivy League institution.
00:00:42Now, the notice has also accused the university of failing to provide sufficient information to the U.S. Department of Homeland Security
00:00:51about foreign students known illegal or dangerous activities.
00:00:57These are the latest reports that we get to understand at this given point.
00:01:02In fact, we're being joined by Pranay Upadhyay, editor of India Today Global,
00:01:06to bring us more details into this very update amid the escalations that we witnessed between Trump and the Harvard University over the last couple of weeks.

00:01:17You know, just take us through the details.
00:01:18Was this something that we were expecting at this point, given the kind of developments that have been taking place over the last couple of weeks in Harvard?
00:01:28Pranay Upadhyay, President Donald Trump has issued an order barring foreign nationals from entering the United States to study at Harvard University,
00:01:50revoking its ability to sponsor F and J visas for the fall of 25-26 academic year.
00:01:57And this affects around, like, you know, over 6,000 international students, especially those who are enrolled.
00:02:03And those who are in the process of joining the Harvard University, this also includes the students who are, you know, likely to join or likely to attend the Harvard University under the exchange programs.
00:02:16The administration claims that the Harvard fosters violence and anti-Semitism, but the university has already sued and calling it an unconstitutional retaliation.
00:02:27A federal judge has temporarily brought the ban and the hearing is set for next week.

00:02:49Now, U.S. President Donald Trump has signed a proclamation banning travel from certain countries.
00:02:55The proclamation has fully restricted and limited the entry of nationals from 12 countries.
00:03:02Let me take you through the 12 countries that have been named in this proclamation.
00:03:06Afghanistan, Myanmar, Chad, Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen.
00:03:16And this is according to the CBS News.
00:03:18Now, the entry of people from seven other countries that have been named Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela
00:03:28will be partially restricted according to the media outlet CBS News.
00:03:33Now, during his first term in office, Donald Trump had announced a ban on travellers from seven majority Muslim nations,
00:03:41a policy that went through several iterations before it was upheld by the Supreme Court back in the year 2018.
00:03:49A former President Joe Biden, a Democrat who in fact succeeded Trump, repealed the ban in 2021,
00:03:57calling it a stain on our national conscience.
00:04:00Now, we'll also take you through what exactly has been said by Donald Trump on this very matter in this reaction that we have for you.

00:04:40The list is subject to revision based on whether material improvements are made.
00:04:46And likewise, new countries can be added as threats emerge around the world.

00:04:55Pranay, you know, this is not the first time, as we were mentioning as well earlier, that Trump has taken such measures.
00:05:02In fact, even during his term, this time when he started off, he had made announcements throughout his campaign that he will be taking such stringent measures.
00:05:11Just take us through how are we looking at its implementation and the consequences this particular proclamation may have.
00:05:20And if at all, it will be in fact implemented.
00:05:24Because last time, 2018, we had seen the court put a stop to it.
00:05:29I'll share this as a continuation of President Donald Trump's policy and, you know, what he claimed during his campaign that to make America safe again,
00:05:39to deport illegal immigrants, and especially he has been making, you know, all that noise that those who have been misusing the visa policies,
00:05:49visa, you know, visa facilities of the United States are mostly the criminals.
00:05:55So President Donald Trump has signed the proclamation imposing travel ban on 19 countries,
00:06:00restricting the, completely restricting the entry from 12 countries, whose list I've already mentioned,
00:06:06and also giving out the list of seven countries which has, in this proclamation, have been put under the partial travel ban.
00:06:15And definitely this entails the White House is citing the national security concerns behind this, you know, behind this proclamation.
00:06:26And also mentioning that this is based on a rationale that most of the people coming in United States from these countries have abused and misused the visas
00:06:36because they have overstayed and the policy scope is broader.
00:06:40Because this is also a continuation of President Donald Trump's which he initiated in 2017 travel ban,
00:06:48when he was the President of the United States during his previous term.
00:06:53And he has also, you know, he has also made provision that the scope of this policy can be broadened up.
00:07:00And further, more countries can be added into it.
00:07:03However, there has been some exceptions also enlisted in this policy, in this proclamation.
00:07:08You know, this exception includes the diplomats and people, those who United States feel should be allowed.
00:07:17So, there are some, like, you know, exceptions being made in this proclamation.
00:07:21But this is a wide scope ban.
00:07:23And also, President Donald Trump, in a statement, clearly mentioned that this list is dynamic.
00:07:28It can be broadened.

00:07:59With that, we are now shifting our focus to a story that, in fact, took centre stage since yesterday evening from celebrations to mourning.
00:08:13RCB's victory celebrations outside the Chinnaswami Stadium turned tragic after 11 lives were lost in a stampede.
00:08:21Now, the stampede that has also left 33 people injured has put the Sidramaya government in the dock.
00:08:28Now, the Congress government is facing the urge of the BJP and the citizens for such civic apathy and several such lapses.
00:08:37Questions are being raised as to why did the government have no clarity on the event that was being conducted at the stadium?
00:08:45How did 2 to 3 lakh people turn up for a ticketed event?
00:08:52Why was no proper crowd management measures taken?
00:08:55And were 5,000 cops enough to control a swarm of RCB fans?
00:09:02Even as these questions are currently being asked, the Karnataka Chief Minister has come up with a bizarre defence.
00:09:09He has blamed the crowd for the tragedy.
00:09:11Not just that, he in fact also deflected the blame on the Cricket Association saying that it was planned by them
00:09:19and that the government's job was just police deployment.
00:09:23In fact, Sidramaya has also name-dropped Mahakum Stampede to save his government's face.
00:09:29Now, we have some initial reactions that have come into this very story so far.

00:09:49because the capacity of the stadium is only 35,000 people.

00:12:04Even I visited and our government took immediate decisions of cut shortening the programs.
00:12:10And our chief minister sir and deputy chief minister rushed into the hospitals.
00:12:14And we are taking care of all the victims.
00:12:16And we are taking the owner's responsibility.
00:12:19And also we are taking all the best possible measures to help the victims.
00:12:26So what we understand at this point, one began as a celebration.
00:12:32Turned into a deadly disaster in Bengaluru.
00:12:33Now over 11 people lost their lives.
00:12:35And the people have fractured injuries.
00:12:36And other injuries, minor injuries are there.
00:12:37They are being treated and they are stabling.
00:12:38But unfortunately we have lost six children.
00:12:40These are all who have attended all the youngsters.
00:12:43And one was a 14 year old girl.
00:12:45So what we understand at this point, one began as a celebration turned into a deadly disaster in Bengaluru.
00:12:59Now over 11 people lost their lives in this horrific stampede outside the Chinnaswamy Stadium.
00:13:06And this was triggered by massive fan frenzy, shocking administrative lapses that we just pointed out.
00:13:13Now fan frenzy spiralled out of control.
00:13:16People were seen climbing trees, bus rooftops, breaking barricades and rushing towards the gates, triggering panic and chaos.
00:13:24Now at 2.10pm, stadium gates opened and by 3.55pm, chaos is when erupted.
00:13:32Now police responded with a lati charge to disperse the crowd.
00:13:36But the damage was already done by then.
00:13:39What's even more shocking in this is that after the deadly stampede, the Karnataka government went ahead with a felicitation ceremony for the RCB team at the Vidhana Soda.
00:13:50Now with no visible crowd regulation and lack of basic administrative management, the question looms even now.
00:13:58Who is responsible for the killer stampede?
00:14:02Now amid all of this, there is also a political storm that has erupted in Karnataka following the tragic stampede that claimed around 11 lives during RCB's victory procession.
00:14:15Chief Minister Sidramaya quickly jumped in damage control mode, dismissing the BJP's remarks as political opportunism and urging against exploiting the tragedy for partisan gain.
00:14:28The BJP, meanwhile, launched a scathing attack with State Chief B.Y. Vijendra claiming that the blood was on the Congress's hands, blaming Sidramaya and D.K. Shibkumar for a photo op while innocents were dying in that stampede and calling the stampede a state orchestrated homicide.
00:14:47He's demanded a criminal case and a judicial probe so far. The Congress's top brass, in fact, called for a review of safety protocols.
00:14:54Rahul Gandhi stated that no celebration is worth human lives, while Priyanka Gandhi has urged the Karnataka government and party workers to assist victims and their families.
00:15:07Congress President Malik Arjun Karge has also echoed the sentiment, warning that the joy of victories should never come at the cost of lives.
00:15:16I've spoken to the police commissioner and all the people. I'm also going a little late to the hospital because now a lot of trouble is there. I don't want to disturb the doctors who are trying to take care of the patients.
00:15:34And only the exact number has not been still this one. So we are at it. We appeal to all of them to still to be calm.

00:16:51The police yesterday, as far as my information goes, they said within a day we cannot arrange this. Because of the political pressure from the government, they were forced to accord the permission.
00:17:06Three people were already dead. But in spite of that, the celebration was going on in front of Izan Soto. After that, the celebration was done in Chinaswami Kridhanga, Chinaswami Stadium.

00:32:15those who are injured, what is their condition?
00:32:17And what more is being said by the Sidramaya government at this given point,
00:32:22given that they've left no stone unturned to go out blaming all the stakeholders
00:32:29but themselves for this very stampede that's taken place?
00:32:32Well, definitely, because yesterday we saw major lapses.
00:32:36And, you know, the kind of situation that was there definitely called for,
00:32:41you know, some kind of, some level of preparedness that had to have taken place,
00:32:46which there had been a clear failure on.
00:32:50Remember, on one side you saw thousands and thousands of people who had gathered there
00:32:55at the Chineswami Stadium, eagerly awaiting to catch a glimpse of RCB.
00:32:59But on the other side, there weren't enough police who were deployed there to handle those crowds.
00:33:04Yes, they had said that roughly around, you know, 40,000 people will be expected.
00:33:08But what we saw was almost, you know, triple the number there, or rather would I say more than triple the number there,
00:33:16because, you know, the sheer volume of RCB fans who had gathered there had been immaculate.
00:33:24Not only that, there weren't any ambulances that were kept on standby, there were no medical services that were kept on standby.
00:33:30And each and every time that we were asked to go and, you know, the crowds there, they interacted with us.
00:33:38And only one thing that they were able to say, which is that they had no kind of confirmation what to happen.

00:43:31So stampede has taken place. Nobody has expected so much of a crowd will come. Because the capacity of the stadium is only 35,000 people. Only 35,000 seats are there.

00:46:59And they have, by law, violated many of the laws where the permission should be taken by the proper instructions.
00:47:10For an example, now, they had to be taken the permissions from the intimate for the public notice because, you know, this is the opposite of the high court and it is in the center of the place where many IT people are working, many people are there.
00:47:24Many people are there. All of a sudden, 2 o'clock, 3 o'clock, 35 people, 40 people come to the streets. I know, celebrate. I also say, right, no, celebration is not an offense.
00:47:34But, without taking any proper instructions, without taking any proper ways of controlling the crowd has made this incident to happen.
00:47:43So, now, the KCSA directly should be punished for their negligence.
00:47:48Mr. Kumar, I understand what you are saying here, but let me just quickly put in another point here and pose you another question.
00:47:57I am sorry to probably play the devil's advocate here, but would you say the state government, like you just mentioned, the blame is also partially of the state government?
