00:19with the latest partnership pact signed and sealed
00:21between the National Capital Region Police Office and the Integrated Bar of the Philippines.
00:26Earlier in the afternoon, the NCRPO and IBP came together to clinch a deal
00:31at the NCRPO Camp Bagong Dio headquarters in Bikutan, Taguig City
00:36for closer cooperation towards the pursuit of a more just and humane rights-based law enforcement.
00:42The memorandum of agreement affirms a mutual and greater commitment to enforce the law
00:46by way of legal counseling, assistance and mentorship to the men and women in uniform of the PNP,
00:52especially those facing legal challenges in the discharge of their duties.
00:57With cops more legally illuminated and competent, and with experts on the profession having their backs,
01:02the public is assured of a more professional, ethical and responsible law enforcer
01:07and a more cooperative and responsive public in the pursuit and maintenance of law and order in the community.
01:15And these overseas research and development proponents in the Golden State
01:19are formulating highly sensitive centers to take on measures previously thought to be impossible.
01:24The U.S. Genia Dulo fills us in with more.
01:29Researchers at the University of California in Los Angeles are developing next-generation quantum sensors
01:36that Professor Prineha Narang says will improve the precision of measuring what is happening in our air or water.
01:45Some things that can be early markers of bigger problems, right?
01:50And that's really the name of the game in making decisions around human health,
01:54in terms of responding to air quality changes.
01:56UCLA researcher Sergio Carbajo is focusing two ultra-precise laser beams on a molecule,
02:04reading its quantum characteristics, or its unique signature of fingerprint, as he calls it,
02:10with a time and location stamp.
02:12You collect the hundreds of thousands of them that you have,
02:15and that's when you can begin to look for not only the individual information that you obtain,
02:20but the entire summation of that information when it's entangled,
02:23so that you can see correlated events.
02:25Because of quantum entanglement,
02:28a phenomenon when one photon knows of the existence of another,
02:32these sensors will be able to measure something miles away.
02:36When smog from Canadian fires descended on New York last summer,
02:41the researchers say sensors could have predicted in which areas of the city
02:46and for how long the smoke would stay, even down to specific contaminants.
02:52Scientist Dennis Kim says that's only the start.
02:55One of the things that we can do with quantum sensors is detect changes in magnetic fields.
03:00So, for instance, a lot of times when you have, even in earthquake country,
03:03where you have different earthquakes, so you can have a higher sensitivity,
03:06so you can kind of predict or kind of sense earthquakes before they happen.
03:10In the next 10 years, researchers expect these sensors will find even broader applications in climate science.
