00:00President Ferdinand R. Marcos, Jr. signed three laws that are geared towards addressing mental health issues in the youth

00:06and boosting the country's tourism as well as helping farmers.

00:10The chief executive signed Republic Act No. 12079, or VAT Refund for Non-Resident Tourists Act,

00:16which is expected to attract more travelers to the country

00:19and at the same time position the Philippines as the prime shopping destination in Southeast Asia.

00:25Also, the president signed into law the Basic Education, Mental Health and Well-Being Promotion Act,

00:30which would pave the way for the hiring and deployment of school counselors

00:34that will focus on taking care of the mental health of students.

00:38In the meantime, for the welfare of farmers and consumers, the chief executive signed Republic Act No. 12078,

00:45which seeks to extend the validity of the Rice Competitiveness Enhancement Fund, or RCEF, until 2031,

00:51as well as amend certain provisions of the Rice Terrification Law.

00:55From 10 billion pesos, the RCEF has been increased to 30 billion pesos.

01:02This law empowers our farmers to thrive and to help our country secure a stable food supply.

01:09By increasing investments in agriculture, providing more resources and creating a more competitive rice industry,

01:16we are laying the groundwork for a stronger, more self-sufficient Philippines.
