Palace announces wave of Cabinet changes

Executive Secretary Lucas Besamin announces on June 3, 2025 another wave of Cabinet changes, ending the tenure of four top government officials and retaining 21 others. In a press briefing, Bersamin started with President Ferdinand Marcos Jr.'s appointment of lawyer Francis Edralin Lim as the new chairman of Securities and Exchange Commission (SEC). Lim, former president and chief executive officer of the Philippine Stock Exchange Commission, will take over from incumbent Chairman Emilio Aquino whose term will expire on June 5. Bersamin said the President declined the resignations of Agriculture Secretary Francisco Tiu Laurel Jr., Agrarian Reform Secretary Conrado Estrella 3rd, Education Secretary Sonny Angara, Labor Secretary Bienvenido Laguesma, Social Welfare Secretary Rex Gatchalian, Health Secretary Ted Herbosa, Migrant Workers Secretary Hans Leo Cacdac, Science and Technology Secretary Renato Solidum, Tourism Secretary Christina Frasco, Information and Communications Technology Secretary Henry Aguda, Transportation Secretary Vince Dizon, Public Works Secretary Manny Bonoan, Chief Presidential Legal Counsel Juan Ponce Enrile, Metropolitan Manila Development Authority Chairman Romando Artes, Bureau of Internal Revenue Commissioner Romeo Lumagui Jr., Presidential Management Staff Secretary Elaine Masukat, Bureau of Customs Commissioner Bienvenido Rubio, and Treasurer of the Philippines Sharon Almanza. Bersamin clarified that Foreign Affairs Secretary Enrique Manalo would be retained until he is confirmed as the permanent Representative of the Philippines in the United Nations. The Palace had announced that Manalo would be replaced by Foreign Affairs Undersecretary Ma. Theresa Lazaro.

00:14that are very relevant to our ongoing performance evaluation of the various offices and agencies of the executive branch.
00:26First, let me first announce the people whose resignations have been accepted.

00:42Chairperson and Chief Executive Officer Maynardo Sabini of the Presidential Commission for the Urban Four.
00:56Mr. Terence Sincalatrava, Presidential Assistant for Divisayas.
01:03And Mr. Almarim C. Tila, Presidential Assistant on Muslim Affairs.
01:12Terminated is Mr. Menandro M. Spinelli, Presidential Advisor for Special Concerns.
01:23As far as new appointments are concerned, I have to announce that today the President has
01:41appointed Attorney Francis Edrelin-Linn as the incoming chairperson of the Securities and Exchange Commission.
01:55He will take over from the incumbent chairman, Emilio Aquino, whose term will expire on June 5, 2025.
02:07Attorney Lin is a distinguished member of the legal and financial communities.
02:15He has an extensive background in corporate and securities law.
02:20He previously served as the President and Chief Executive Officer of the Philippines Stock Exchange
02:27and is a senior partner at Accra Law.
02:33Atongi Lin is also a former trustee and President of the Shareholders Association of the Philippines.
02:41He has contributed significantly to investor protection and market transparency
02:48through both his professional work and his academic involvement.
02:53He brings to this office decades of experience in corporate law, governance, and capital markets regulation.
03:05His leadership is expected to strengthen investor confidence
03:09and further promote transparency, innovation, and inclusive growth in the Philippine financial sector.
03:20The next part of this announcement will dwell on which of the Cabinet Secretaries and High Officials will be retained.
03:37This has come to be important to us because we have to clear the uncertainties in many agencies and offices.
03:48So please pay attention to this.

06:19At this point, may I also add a clarification when we made an announcement regarding the forthcoming
06:29designation of Secretary of Foreign Affairs Enrique Manalo to be the next permanent representative
06:39of the Philippines in the United Nations. This will take effect slightly August 1, but because of the
06:54necessity for him to be confirmed before going over as permanent envoy to the United Nations,
07:05the President recognizes the designation to be considered as done only after his confirmation.
07:17In the meanwhile, he will remain as the Secretary of Foreign Affairs.
