'Maliwanag na tumulong': PH assisted ICC personnel in Oct. 2024, Imee Marcos says

Various personnel from the International Criminal Court (ICC) arrived in the Philippines in October 2024 and were "assisted" by the current administration.  This was disclosed by Senator Imee Marcos during the continuation of the Senate Committee on Foreign Relations hearing into the arrest of former President Rodrigo Duterte by the ICC. 00:14in May alone, there was a briefer about the arrest of President Duterte.

00:59This is the first for the potential arrest of President Duterte.

01:04The second is the return of the Philippines to the ICC.

01:08It's clear that this started last year, in May of 2024.

01:15And it says here, we are aware that the policy is that the ICC will not enter.

01:22But it is possible for others to enter.

01:26So that's what's happening here.

01:29This was planned in May.

01:32And even though our esteemed Secretary of Justice is saying, I hope he's here,

01:38he said, foreigners are entering the Philippines.

01:42They are thousands, hundreds of thousands are entering.

01:49But our Bureau of Immigration knows some ICC people who clearly entered here.

02:00First of all, it's clear that Maya Destura Bracken arrived in October 4, 2024.

02:09She is from the US and she was an interpreter in the ICC.

02:15It's clear that she arrived in the Philippines.

02:21Second, the protection expert is also here to protect the witnesses.

02:29His name is William Rosato.

02:31He arrived in the Philippines in October 15, 2024.

02:36This is a long-term plan.

02:38We also saw that another protection expert arrived,

02:45and others also arrived,

02:48Amir John Kasam arrived in October 20.

02:53And the investigator also arrived in October 24.

02:58He was the last one.

03:00The last ICC on my record was on October 24,

03:05Glenn Roderick Thomas Kala.

03:08He was the investigator.

03:10And I don't know if this is complete yet,

03:14because there is also a mention of Robin Croft, their lawyer.

03:19And there is also a mention of their new team of three who arrived on October 19.

03:29I can't remember their names,

03:31but it's clear that there are ICC members who came and introduced themselves as members of the ICC.

03:40They have their own specialties.

03:42There are protection experts, investigators, interpreters, and lawyers.

03:49And we will not mention for sure who they are.

03:55And they wrote in their immigration papers,

03:59Midas Hotel, Raffles Hotel, Diamond Hotel.

04:03They also asked for protection detail and transport in the Philippines.

04:08So it's clear that the Philippines helped and really showed their participation.

04:17This has been going on for a long time, since May and October.

04:21That's why we are wondering why our officials are denying this.

04:28I also received information that the ICC personnel has an agenda.

04:34There is information from the administration that they are asking for.

04:40What they are asking for in their agenda,

04:43first of all, bank account records June 2016 to 2019 of a Peter Parungo.

04:50They are also asking for blotters, seized evidence, radio transmissions,

04:58in Police Station 6 in Batasan Hills, QC.

05:01Let's remember that we have bank privacy.

05:05That's why we are wondering why the bank account records,

05:09which we cannot get here in the Senate,

05:12were given to the ICC,

05:14as well as the tactical operations of the police,

05:18as well as the records of the East Avenue Medical Center,

05:22for all the dead on arrival between July 2016 to 31, 2017,

05:30all the details of the post-mortem autopsy and inspections.

05:35I would like to ask this to our police.

05:41Senator Cayetano said that this is not an executive privilege

05:45because it is not a cabinet track, but they are not here.

05:48Why are they denying this while this is fully recorded?

05:53This is very clear. Let's not get confused.

05:58Then, this agenda that they are asking for,

06:02it was also released in the Application for Warrant of the ICC Prosecutor.

06:08In other words, the case in the ICC is based on the evidence provided by the Philippine authorities.

06:16I am asking these questions. I cannot help but wonder,

06:19while the administration has been claiming it did not help the ICC,

06:24why the prosecutor, in his Application for the Warrant of Arrest for PRRD,

06:29cited the following documents as part of the evidence.

06:33This is what they repeatedly claimed.

06:36The documents of the PNP and other departments.

06:40The drug watch list maintained by the law enforcement.

06:44Financial and bank records. Forensic evidence from the PNP.

06:50It is difficult to get hold of these documents.

06:53Even if it is a high-ranking official, like the senator,

06:56we are struggling with this and we cannot get hold of it.

06:59How did the ICC prosecutor get hold of it

07:03if the words and declarations of our administration said,

07:08it will not lift a finger to help the ICC?

07:13Then why, verbatim, all that they asked for,

07:16they recorded it in their agenda,

07:18that is also the reason for the warrant of arrest.
