00:05On behalf of myself, my office, and the entire Department of Justice,
00:11I want to express my heartbreak and my support for the victims, their families, and the community of Boulder.
00:23I pray for those families, as well as everyone, in Boulder, Colorado,
00:27and the nation who woke up this morning worried about themselves, their loved ones,
00:36and not feeling safe in their own communities because of yesterday's attack.
00:44I assure you that my office and our partners are here for you, and we are taking action.
00:52I want to thank the first responders, citizens and law enforcement alike,
00:59who work to quickly end this violent attack, save lives, and tend to those who are injured.
01:08I also want to thank our law enforcement partners at Boulder Police, including Chief Redfern,
01:17the FBI, including Special Agent in Charge Michalak,
01:21and the Boulder DA's office, including DA Michael Doherty.
01:26They worked hand-in-hand with my office as the matter was thoroughly investigated and prepared for charges.
01:33And I want to thank our partners in D.C., including Attorney General Bondi,
01:40Director Kash Patel, and Assistant Attorney General in Charge of Civil Rights,
01:45Harmeet Dillam, for their support.
01:49My office and AAG Dillam were in contact yesterday, throughout the day,
01:55which helped lead to the federal charge that we are announcing today.
01:59My office has charged Mohamed Sabri Salomon, age 45,
02:09with the commission of a hate crime under 18 U.S.C. Section 249.
02:17When that offense includes attempted murder,
02:21the statutory maximum federal sentence is life in prison.
02:24No one should ever be subjected to violence of any kind.
02:32But our laws recognize that such violence is particularly pernicious
02:38when someone is targeted because of their race, their religion, or their national origin.
02:46According to our complaint, and the charges brought by DA Doherty's office,
02:51Mr. Salomon stated that he had been planning this attack for a year.
02:57And he acted because he hated what he called the Zionist group.
03:05But what the charges allege that he did
03:09was to throw Molotov cocktails at a group of men and women,
03:15some of them, some of them in their late 80s,
03:19burning them as they peacefully walked on a Sunday
03:23to draw attention to Israeli hostages held in Gaza.
03:31And when he was interviewed about the attack,
03:34he said he wanted them all to die.
03:37He had no regrets, and he would go back and do it again.
03:41He said that he had previously tried to purchase a firearm,
03:46but resorted to the Molotov cocktails
03:49when he could not purchase a gun
03:51because he was not a legal citizen.
03:55I remind you that Mr. Salomon
03:57is presumed innocent until proven guilty.
04:01My office and our partners
04:06hope justice will help heal the people
04:09in this community
04:11and in the communities throughout the country
04:14shaken by yesterday's attack.

04:18to hold Mr. Salomon accountable for his actions,
04:22and these charges
04:24are the first step.

04:37I'm Michael Doherty.
04:38I'm the district attorney for Boulder County.
04:40I appreciate the members of the media
04:41who are here today
04:42so we can help provide this update
04:44to a grieving and traumatized community.
04:47What you see here today
04:48is us standing shoulder to shoulder
04:50ensuring that justice is done
04:52in response to this tragic and terrible attack.
04:55We stand united
04:57in denouncing hate, terror, and violence
05:00and violence in this community.
05:01We are united in condemning
05:03acts of anti-Semitism,
05:06hate, and violence,
05:08and we're also united
05:09in a strong response
05:11to this horrific attack.
05:13I stand with this community
05:15and the people of the state of Colorado
05:17against hate and terror.
05:19And we are united in our commitment
05:21both at the federal level
05:23and the state level
05:24in pursuing and securing justice
05:27for the victims of this mass attack
05:30and for the communities that we serve.
05:33Boulder is a beautiful and special place,
05:36but we're not immune
05:38from mass violence or hate crimes,
05:40including violent acts of anti-Semitism
05:43that impact far too many communities
05:45across this country.
05:46And yesterday afternoon
05:48on a beautiful day
05:49here in Colorado,
05:50a number of people
05:51participated in a peaceful walk
05:53and gathering
05:54on Pearl Street
05:55here in Boulder.
05:56It is a place
05:57where a lot of people gather
05:58every day.
06:00And the ones who join
06:02in this peaceful gathering
06:03are now the victims
06:05of a senseless,
06:06unjustified,
06:07and horrific mass attack.
06:10And to all the victims,
06:11their loved ones,
06:12and to this community,
06:13I promise you
06:14that each one of us
06:16up here today
06:16will work tirelessly
06:18to ensure that justice is done
06:19and the defendant
06:21is held fully accountable.
06:23I want to recognize,
06:25as the U.S. Attorney did,
06:27the response by community members
06:28who helped in the minutes
06:30immediately following the attack
06:31and came to render aid
06:33to victims
06:34who had suffered through
06:35a horrific attack upon them.
06:38Also, I want to recognize
06:40the courage
06:41and the rapid response
06:42by the Boulder Police Department
06:44who once again
06:45were called
06:46to respond
06:46to a truly horrific attack
06:49upon innocent members
06:50of our community
06:50and responded
06:52without a second of delay.
06:54I will highlight for you
06:55that there were 16
06:58unused Molotov cocktails
07:00that were recovered
07:01by law enforcement
07:02in the hours
07:03after the incident took place.
07:0516.
07:05So I really want to thank
07:07the Boulder Police Department
07:09and their law enforcement responders
07:10as well as the first responders
07:12who provided medical aid
07:13to the victims.
07:14But that rapid response
07:16with the recovery
07:17of the 16 unused Molotov cocktails
07:19I think speaks for itself.
07:21Our office
07:22and the U.S. Attorney's Office
07:23will be working closely together
07:25and in coordination
07:25with one another
07:26to ensure that the defendant
07:28is held fully accountable.
07:30As you heard
07:31from the U.S. Attorney,
07:32the U.S. Attorney's Office
07:32will be prosecuting
07:33the hate crime
07:34against the defendant
07:35our office
07:36will be prosecuting
07:37the attempted murder charges
07:39and related charges
07:40at the state level.
07:41This approach
07:42will accurately reflect
07:44the actions
07:45the defendant
07:46is alleged to have taken
07:47and the harms
07:48that he caused.
07:49It will allow us
07:50to secure
07:51a verdict
07:53an outcome
07:53a sentence
07:54whereby he'll be held
07:55fully accountable.
07:57It's been done
07:57and by it I mean
07:58federal and state
07:59prosecutions jointly
08:01has been done
08:01in other cases
08:02most recently
08:03the Club Q
08:05mass shooting
08:05down in Colorado Springs.
08:07At the time
08:08the arrest affidavit
08:09and warrant
08:10were filed
08:10with the state court
08:11yesterday
08:12there were eight victims
08:13identified
08:13and I'll touch briefly
08:14now on the charges
08:15that were filed
08:16at the state level
08:17as well as the possible
08:18sentences he faces
08:19if convicted
08:20on those charges.
08:22So there were 16 counts
08:23of attempted murder
08:24in the first degree
08:25eight of those counts
08:27are for attempted murder
08:28with intent
08:30and after deliberation
08:31the other eight counts
08:33or are attempted murder
08:35with extreme indifference
08:36so 16 counts total.
08:39If the defendant's convicted
08:40and those counts
08:41are running consecutive
08:42to one another
08:43he would face
08:43a maximum of 384 years
08:46in state prison.
08:48He's also charged
08:49with two counts
08:50of use of an incendiary device
08:51if convicted
08:52of those charges
08:53and they run consecutive
08:54he would face
08:55a maximum sentence
08:56of 48 years.
08:57he's also charged
08:59with 16 other counts
09:00of attempted use
09:02of an incendiary device
09:03and again
09:04if convicted
09:05and if they run consecutive
09:06the maximum
09:07on those counts
09:07would be 192 years.
09:10So 384 years
09:12on the attempted murder
09:1348 on the use
09:15of the Molotov cocktails
09:17and then the attempted use
09:18would be 192 years.
09:20The judge set
09:21a 10 million dollar
09:22cash only bond
09:23on the state charges
09:25as you are aware
09:27he's going to be going
09:27before the judge
09:28this afternoon
09:29at the jail.
09:30I believe that is
09:31scheduled for 3.30
09:32but I rely on
09:32the sheriff's office
09:33to communicate
09:34with members of the media
09:35at the exact time.
09:37Thanks to the investigation
09:39by federal, state
09:40and local partners
09:41and I just want
09:42to highlight for you
09:42this is a horrific attack
09:45but as district attorney
09:46when I walk
09:47into this building
09:48and I see the FBI
09:49Boulder PD
09:50and all the law enforcement
09:52partners working
09:53it's the exact response
09:54I hope to see.
09:55The teamwork
09:56they demonstrate
09:57the work they put into it
09:59if you were downstairs

10:00you'd see incredible
10:01law enforcement officers
10:02and investigators
10:03working calmly
10:04professionally
10:05and tirelessly
10:06to ensure we get
10:07all the information
10:08we need to get
10:09the right outcome
10:09in the criminal cases
10:11that the U.S. Attorney's Office
10:12and my office
10:13will prosecute.
10:14Through their work
10:15we've now identified
10:16four additional victims
10:17so there's now
10:18a total of 12 victims
10:19and as you'll hear
10:21from the FBI
10:21special agent in charge
10:22we're going to continue
10:23to encourage
10:24victims and witnesses
10:25to come forward
10:26and contact law enforcement
10:27but we now have
10:2812 victims
10:29and on the
10:30later this week
10:32we'll be filing
10:33formal charges
10:34against him
10:35that's our normal process
10:36so the filing
10:37of formal charges
10:38by the district attorney's office
10:39will reflect
10:4012 victims
10:41and if more come forward
10:43additional victims
10:43as well.
10:46On my final note
10:48what I want to stress
10:50is
10:50this community
10:52has experienced
10:53too many tragedies
10:54fires
10:56floods
10:57and mass attacks
10:58but each time
11:01I've seen
11:01this great community
11:02respond with strength
11:03strength
11:04resilience
11:04and support
11:05for one another
11:06I trust
11:08and hope
11:09that that will happen
11:09again now
11:10that for the many members
11:12of the community
11:12who've come forward
11:13before
11:14to help one another
11:15to support one another
11:16to comfort one another
11:18that that will happen
11:20again today
11:21and in the weeks
11:21months going forward
11:23that once again
11:25our community
11:25will rally
11:26to restore peace
11:27and to bring support
11:29and comfort one another
11:30during this dark hour

12:11clearly saved lives

12:18of the subject
12:18at the time
12:19of his arrest
12:20so there is no question
12:22that the first responders
12:23saved lives
12:24and prevented
12:25further victims
12:26from being injured
12:27and I think the fact
12:29that we have both
12:30federal and state charges
12:31within 24 hours
12:32of this attack
12:32is a testament
12:33to the strength
12:34of the partnerships
12:35the professionalism
12:36of the investigators
12:37and our commitment
12:38to the community
12:39and to each other
12:40to pursue justice
12:41we continue
12:42to support
12:43the victims
12:43their families
12:44and the greater
12:45community
12:46with personnel
12:47and resources

15:40a few updates
15:41from the city
15:42and the police
15:43department
15:43before we take
15:43some questions
15:44so today
15:45in the aftermath
15:46of this heinous
15:47terrorist attack
15:48in our city
15:49I again
15:50want to start
15:51with thanking
15:51our partners
15:52I think we've all alluded
15:53to the importance
15:54of partnerships
15:55I can tell you
15:56as I was rushing
15:57to the scene yesterday
15:58one of the first
15:59or second calls
15:59I made
16:00was to the special
16:01agent in charge
16:01because no matter
16:02what this ended up being
16:04I knew
16:04we would need help
16:05and once again
16:07the FBI
16:08all of our state
16:09local and federal
16:10partners have stepped up
16:11and we are absolutely
16:13in a really good place
16:14for 24 hours
16:15into this investigation
16:16in my opinion

16:21that I've seen

16:41so as of this time

16:43closures in downtown Boulder
16:44we have no areas
16:46closed off
16:46we spent an extensive
16:48amount of time
16:49yesterday
16:49up until the early
16:50morning hours
16:51today
16:52with bomb dogs
16:53our bomb squads
16:54ensuring that there
16:55were no other threats
16:56in the area
16:57and people were allowed
16:58after midnight
16:59to go back in
17:00get vehicles
17:01and businesses
17:01have been allowed
17:02to reopen
17:02if they so choose
17:03I can tell you
17:05this morning
17:05I walked down
17:06Pearl Street
17:06with members
17:07of my team
17:08I interacted
17:09with a lot of
17:10business owners
17:10community out there
17:11and the way
17:12I felt
17:13leaving there
17:14was
17:15I was heartened
17:16I was heartened
17:16by the resilience
17:18of our community
17:19the positive attitude
17:20that people had
17:21the understanding
17:22of the inconvenience
17:23of yesterday
17:24with businesses
17:24having to close
17:25and really
17:25I walked out
17:27of that thinking
17:28we're going to be okay
17:29once again
17:30as a community
17:30we're going to
17:31recover
17:32after coming together
17:34a little bit
17:36more on communities
17:37so we are aware
17:38of events this week
17:39we're aware
17:40of things coming up
17:41in the next
17:42we're looking
17:43seven to ten days out
17:44at other events
17:44and we are going
17:45to ensure
17:45along with our partners
17:47that we have
17:48adequate coverage
17:49law enforcement
17:50coverage
17:50security
17:51at any event
17:52that's taking place
17:53this week
17:54we want to ensure
17:55that people feel
17:56comfortable and safe
17:57in this community

18:33throughout the day
18:34and last night
18:34with members
18:35of our Jewish community
18:35myself and the district
18:37attorney will be
18:37leaving shortly

18:39with community leaders
18:40from our Jewish
18:41community as well
18:42the message there
18:43the bottom line message
18:44is we want everyone
18:45to feel safe
18:45we will not condone
18:46these types of attacks
18:48and acts in our community

18:52it is never an inconvenience

21:18that were flown
21:18to University Hospital
21:20in Aurora
21:20I believe
21:22the victims
21:23the additional victims
21:24that we learned
21:25of today
21:25the reason we didn't
21:27know about them
21:28until today
21:28was their injuries
21:29thankfully were more
21:30minor in nature
21:30they've come forward
21:31to be interviewed
21:32and things
21:32and then we realized
21:33that they did have injuries
21:34so we're counting
21:35everyone who received
21:36any sort of injury
21:37in this attack
21:38in that number
21:39so as far as I'm aware
21:40right now
21:41two people still
21:42in the hospital
21:42and again
21:43our thoughts
21:44are with them
21:44as they recover

22:17specifically to take
22:18part in that
22:19weekly gathering
22:20and so
22:21I don't know that
22:22but in the area
22:24we had 20 to 30 folks
22:25right there
22:26at the courthouse
22:27with a lot of other people
22:28coming and going
22:29with the businesses

22:38classified as

22:39as a terrorism

26:28backpack
26:28for like a
26:29weed killer
26:30water

26:32contained
26:32flammable
26:33liquid in
26:33it as
26:34well
