00:28at maglalabas ng summons para sa kampo ng biset prosekusyon.

00:32Batay sa naunang timetable ng Senado,

00:34sa July 30, mag-uumpisa ang impeachment trial.

00:37Pero sabi ni Sen. President Jesus Scudero,

00:39Hindi namin pwede o kayang i-bind ang 20th Congress.

00:43Halimbawa, pwedeng sabihin ng 19th Congress, tatawid yan,

00:47pero ang pasya ng 20th Congress, hindi tatawid yan.

00:51At i-didismiss nila.

00:52Desisyon palagi ng plenario ang mangingibabaw sa anumang usapin.

00:56Pinag-debatihan nito kanina ng mga Senador

00:58para kay Sen. Majority Leader Francis Tolentino,

01:01functionally dismiss na ang impeachment ni Duterte.

01:04Aniya, batay sa mga desisyon ng Korte Suprema,

01:07lahat ng legislative at investigative duties ng Senado

01:10natatapos kapag nagsara na ang Kongreso.

01:13We cannot carry unfinished proceedings into the next Congress.

01:19Allowing the 20th Congress to take over this trial would be ultra-virus

01:25or beyond our constitutional power.

01:30Kontra naman si Sen. Minority Leader Coco Pimentel.

01:32May SC decision din na nagsasabing hindi bahagi ng legislative function ng Senado ang impeachment.

01:38The section in the Constitution which speaks of impeachment

01:44is found in Article 11 under the title

01:49Accountability of Public Officers

01:52and not under Article 6 which is titled

01:56the Legislative Department.

01:59Jurisdiction once acquired is not lost but continues

02:04until the case is terminated.

02:07Si House Speaker Martin Romualdez naman naniniwalang

02:11dapat igalang ang desisyon ng Senado tungkol sa impeachment.

02:14Yung impeachment complaint ay nasa Senado na

02:17so we leave it to their sound discretion

02:21as to how they want to proceed in contact.

02:25Pero tingin ni Congresswoman-elect Laila De Lima

02:27nilalabag ni Escudero ang konstitusyon

02:30sa pag-usog ng impeachment proceedings.
