00:33There are numerous statutes that give the president authority to conduct trade because trade is a core element of national security and foreign policy.
00:41That's why the Congress has given the president those authorities.
00:43So nations all around the world understand that they are required to continue these negotiations with the United States in order to avoid Paris.
