00:19The ruling from a three-judge panel at the New York-based Court of International Trade
00:24came after several lawsuits arguing Mr. Trump has exceeded his authority and left US trade policy dependent on his whims and unleashed economic chaos.
00:36The Trump administration is expected to appeal.
