00:00The Book of Korea is a very important position, because you people are in the security concept of United Nations.
00:08Very important position. At least in the security concept, the entire world should unite to fight against terrorism.
00:19We have no problem because we have been growing bond and leaves in the country.
00:24But we can't change our neighbour. And the way they are behaving, as our ambassador said, India had changed its policy.
00:37We launched Operation Sindhu. Now it's a new normal in India.
00:42If something happens, we will not differentiate between terrorists and the country who sponsored the terrorist.
00:51We will go and take back there, wherever the infrastructure has.
00:55Members of the think tanks, my esteemed colleagues from the two houses of Parliament of India are also present.
01:03Friends, we have come here with a purpose and I am sure you are aware of the purpose.
01:08The leader of the delegation, in fact, talked about the purpose quite at length.
01:15Even at the cost of being repetitive, even at the cost of being a bit lengthy in my deliberation, I would make a very honest, earnest and humble appeal to each one of you.
01:29To actually understand the background which brings all of us to your country, your beautiful country.
01:39Now let me tell you, my dear friends, that as I talk to you, about 59 persons, mostly members of Parliament, selects diplomats, are in 33 countries of the world, talking the same language as we are doing now.
01:55Friends, we are concerned. We are not only hurt by what happened on April 22 in Pahalgam. We are also extremely angry. And we want to generate that anger and that discontentment in each one of you.
02:13That's the very purpose of our visit. And that's the purpose of the visit of 59 people in 33 countries.
02:20And this has been a very well thought out exercise of the government of India, having sent all of us.
02:28And we chose your country because you are extremely important to us.
02:34We chose your country because you are a member of the United Nations Security Council.
02:42We have taken three categories of countries. One, permanent members. Two, non-permanent members. And three, those countries which are very important and whose voices matter at international level.
03:01Ladies and gentlemen, on April 22 at Pahalgam, one of the most beautiful sites in the country, 26 innocent tourists all made Hindus were gunned down in front of their wives and kids.
03:15Nothing can be more heinous than this. Nothing can be more deplorable than this. And nothing can be more condemnable like this.
03:23Now friends, Pakistan has been nurturing, nourishing and promoting terrorism. I don't think we have an eye out of doubt and you should not have that doubt in your minds.
03:37And with a very non-Pakistan attitude, appreciate the situation that we are in. We appreciate your situation.
03:48You are having the same kind of war with North Korea. We are talking about Pakistan.
03:52Now, what happened should not have happened. And I must tell you that if I say today that Pakistan is a habitual offender, as far as terrorist activities are concerned, I don't think I will be exaggerating or I will be exceeding my brief.
04:16Pakistan is indeed a habitual offender. 1947-48 Pakistan was created. Since when till date, a series of terrorist activities have been taking place and they are trying to destabilize India as much as they can, though they cannot, because India is a very, is the mother of democracy.
04:37One and number two, India has a lot of resilience. But yes, you know, when people are killed, we are extremely unhappy, but, and this time we are angry.
04:46Our leader talked about the new normal. Our Prime Minister has talked about the new normal. This time we are actually, you know, it's an eye for an eye and a tooth for a tooth.
04:56And we show this with your support in this entire war against terrorism. We all have to feel one. We all have to feel united in this war against terrorism.
05:09And I just make an appeal that you should condemn what should be condemned. My dear friends, 1947-48, 1965, 1999, Kargil war, then again 2008, Mumbai blasts, 2016, two, two places.
05:28So I think we really need to come forward. And I must tell you with all conviction at my command that Pakistan has been harboring terrorism. We are aware of that.
05:39And Lashkar-e-Tawibah, Jaysh-e-Mohabad, and the proxy of Lashkar-e-Tawibah, which claimed that it had actually murdered our people all in Pahalgarh.
05:52In fact, it's the proxy of L-E-T, the Lashkar-e-Tawibah. So I think time has come to actually unite, I think, in terms of condemning terrorism and uproot terrorism from the face of the earth.
06:04We have come to show the face of Pakistan before all of you. Let us say what is right. And before I conclude, my very esteemed colleagues are here. All of them are very learned people in their own fields.
06:17They will definitely be contributing. I must say that there is absolutely no comparison between the kind of works that India is doing and what Pakistan is doing.
06:29Pakistan, I must tell you, we have a foreign exchange reserves of $690 billion. And they have a foreign exchange reserve of just $15 billion. Please remember this.
06:42The GDP growth rate, which is an indication of how the country does. I think you are very proud and we really appreciate you. GDP growth rate 2025 is 6.4% in India.
06:55And they, Pakistan, they are just 2.6%. We must acknowledge. They have gone to the IMF and the World Bank 28 times to seek economic aid for bailing them out.
07:10And the entire money that is coming from the IMF and the World Bank being sent to the military to increase their military prowess so that they can encourage terrorism.
07:22So this is the situation. And let me tell you, at the cost of being repetitive, before I conclude, I must say what our very able leader who has been guiding all through, Mr. Sanjay has said,
07:35We are the fourth largest economy bypassing Japan. And in the next 2.53 years, we would be bypassing Germany.
07:42We are extremely optimistic and hopeful about that. And we would be the third largest economy in the country.
07:48And not only that, we are the fastest growing economy in the country. We have 119 unicorns in the country at this juncture.
07:56We have 157,000 startups in the country. And we have 6 crore micro and small media enterprises.
08:06Every aspect of our life is being looked into and we are really strudging ahead on the international scale.
08:14So I think it's a great opportunity. It's a privilege for us to be here. I really thank the ambassador of India to Korea, Mr. Amit Kumar, Mr. Nishikanji and his entire team, their entire team for having brought us together on one platform.
08:31Let us be optimistic. Let us think ahead. Let us be hopeful. And the outcome of this deliberation would be called successful if we are able to generate the kind of anger that we have in your hearts and minds, with heart within and God overhead.
08:46So let us move together against the scourge of terrorism, against this entire atmosphere of negativity being created by Pakistan and let us have the ability and the courage to call spade a spade.
09:03If Pakistan is not doing, if Pakistan is encouraging, we should say open heartedly that Pakistan is doing this and we have to oppose that.
09:12Some parts of India not just catching up with other parts of India. And the good thing was that because of certain administrative changes and political changes that happened in Jamul Kashmir, Jamul Kashmir had come to the path of peace, prosperity and growth.
09:34And there was optimism in Jamul Kashmir. I guess that this sounded unpleasant to people across the border who felt that they would lose a fertile ground for their future activities.
09:52And therefore this was trying to strike. When we were showing that everything was normal, people accepted that they were out there coming, large, large numbers of tourists bringing their families, children, etc.
10:07To hit at that spot. To hit at that spot. To hit at the spot where they could show that Kashmir was not the place where tourists should be going.
10:17So this was a very, very devious exercise against our successful attempts to normalize the situation and work towards peace and growth in Kashmir.
10:31But obviously there was an international context as well. And the international context is that we have still some way to go in the attempts to find normalcy between China and India.
10:47We have issues, which we call them issues, but they had got aggravated in recent years. We have gone back, both sides have gone back to attempts to try and defuse them and get back to normal.
11:04But there is obviously a sense that because of the approach of the United States of America, that there may well be an attempt to isolate China.
11:17And therefore China and those who want to lead China are looking for camaraderie. And I think that's what Pakistan tried to do. Kill two birds with one stone to get support from China.
11:33And then secondly, to ensure that India does not continue to go along the path.
11:40So now this is a perennial problem. And this is a problem that we are not going to be distracted by.
11:48But we still need, as a responsible government and a responsible parliament, we need to address the concerns of our citizens.
11:57And the psychology of your nation gets impacted when something like this happens, particularly when we have so much strength and we have so much happening for us.
12:09So this is why we seem to have chosen the time. And you know, it will take a little time to work out all the details about the various relationships between the permanent five in the United Nations.
12:28But you know, we have both Korea and India have a very important place in the United Nations. You have today a place in the Security Council. India is aspiring to a position of a permanent membership of the Security Council.
12:45And we do believe that the reality of the world would reflect in the United Nations if that happened. But obviously it can't happen overnight.
12:56So what we want to do is hope that we can persuade enough public opinion here in Korea, which is already well informed, for you to be able to play an active role and present in the Security Council where Pakistan is also a member for the President.
13:14So that we get we get a fair response to the Security Council today and present. And of course, in the long term, as to the future of the international body, what role Korea and India can play together in the refall of the body.
13:30So I think there are issues that relate to our specific circumstances at home. And there are issues that relate to the larger region, which includes you, and the issues that are global. And I think we need to see all of them together.
13:46And this would be an ideal and excellent place where this kind of exchange can happen. Thank you very much.
13:51Many of us in the delegation are here in South Korea for the very first time. And thank you for listening to us patiently. Thank you for the warm welcome.
14:06I wish we could have stayed a little longer than what we are. But since we are all on national duty, we have limited time. Just to add to what my colleagues have stated, the 22nd of April
14:22and the 23rd of April Behelkamp terror attack is no more a matter of India's national security. It has turned out to be a global imperative now. And time and again, we have been saying this, how Pakistan has been harboring, shielding and sheltering terrorists in their own land.
14:45Right from the time, both India and Pakistan has gained independence at the same time, precisely. And if you look at the trajectory of Indian economy and Pakistan's economy, there is a hell and heaven difference.
15:04India has grown by leaps and bounds where Pakistan is struggling with their own economic crisis and flaws. And the attack on Jammu and Kashmir in Kehelgaan is a testament to the fact that they don't want the Indian economy to prosper.
15:23This is a message we want the Indian economy to prosper. This is a message we want to carry to the world, where you have seven delegations going to different countries. And we want to tell this to you, everyone, with all humility and grace, that any support to Pakistan is a support to terror organization.
15:47Anyone supporting any act of Pakistan is a terror organization. Why I say this? I have reasons to say this. When the 2008 Mumbai terror attacks were carried out in Mumbai, where all of you must have seen and known, 166 nationals were killed and shot dead by terrorists.
16:09And out of those 166. And out of those 166, there were people belonging from different nationalities. Apart from India, there were people from 26 other countries. And the prime accused, who was then arrested by the Indian law enforcement agencies, he confessed in proceedings that he was trained and raised in Pakistan.
16:33And when the terror attack was carried out this year, on the 22nd of February, we actually expected Pakistan to do justice and bring the perpetrators to book. Either you bring justice to them or justice needs to be done to them. You anyway have to do justice.
16:52We waited patiently for a week, then India eventually carried out the airstrikes on the 7th of May, after waiting for 14 days. Why I am mentioning about the airstrikes? Because the airstrikes were so precise. It was carried out with so much of precision.
17:13We ended up successfully destroying 9 terror infrastructure without endangering a single civilian life. This is what India is. Form in resolve, yet honourable in action.
17:27I come from a land. I come from a land where we have a special bond with every Koreans living in South Korea. I come from the land of Rabindranath Tagore. And Rabindranath Tagore's poem, The Land from the East is still embedded and found a special place in the textbooks of school kids today.
17:51And we come from a land where we come from. And we come from a land where we have always taught and given the message of peace, harmony, tolerance and humanity to the world. We would be the last one to talk about violence. We would be the last one to talk about war and tax.
18:06But we have been repeatedly waiting patiently for them to bring the perpetrators to book which they are not doing. Now our stance from the very first day has been clear. You fire, we fire. You stop, we stop.
18:25You can't be expecting one-sided action and you can't be expecting any reaction. As Newton's third law says, every action has an equal and opposite reaction.
18:36Now, breeding a snake back in your backyard and expecting that snake to only bite your neighbour is the last mistake we should do or last thing we should think of.
18:50Because once the snake is unleashed, it will end up biting whoever it can. A snake remains a snake. If you are breeding a monster to become a monster, the day the monster is unleashed, it will pounce on an attack on everyone. It gets an opportunity to attack.
19:09So we need to be very careful and mindful of how Pakistan has been harboring terrorism, harboring terrorists from 9-11 to 26-11 in Mumbai to Pehelgaon to Pathankot to Uri repeatedly one after one terror attacks.
19:28You might reminisce, Osama bin Laden was found in a place called Abbottabad, which is again in Pakistan. When the airstrikes were carried out by the Indian Air Force, there is a picture in public domain, it's all over the media, you can find out.
19:47When the airstrikes ended up killing 100 odd terrorists. And then you have a picture where Pakistan's high ranking military generals are attending the funeral of the terrorists.
20:02They are not any cornered small officers. They are high ranking military generals from the Park Army. They are physically attending the funeral of the known terrorist who has been carrying out terror attacks in various places of the world including India.
20:21So this is a testament to the fact what India has been claiming for the last 4-5 decades. And then when the Pehelgaon attack was done, after the attack within 24 hours, you have a terrorist organization by the name of TRF, which is the resistant front, which claimed responsibility for the terror attacks in Pehelgaon.
20:45Now who is TRF? Now who is TRF? TRF is a proxy of Lashkar-e-Taiba, which is a designated UN terror organization. It's known for one and all. Everyone is aware of it. They claim responsibility for the terror attacks.
21:05And when the terrorists of Lashkar-e-Taiba are killed, you have high ranking military officials of the Pakistan Army going and attending funerals of those known labeled terrorists.
21:19I mean it's clear. It's out in public domain. The evidence is available for everyone to see and realize. We all need to work together, collaborate together, fight this collectively to put an end to terrorism for once and all.
21:42There is a very famous quote by Martin Nemola, who happened to be a very renowned scholar. And he was staunchly opposed to the Nazi rule during World War II. And his quote was appreciated and taken very well among members of every community in the world.
22:04He said, he said, when they came out for the socialists, I didn't speak out because I was not a socialist. When they came out for the trade unionist, I did not speak out because I was not a trade unionist.
22:19When they came out for the trade unionist. When they came out for the Jews, I didn't speak out because I was not a Jew. But when they came for me, there was no one left to speak for me. We all need to realize and understand that we all need to fight collectively.
22:34We all need to ensure that there is no place for terrorism in this world. Terrorism is neither a place in our land nor should it have a place in our mind.
22:45And India has been clear on its stand from day one. We don't want any kind of war. We don't want any kind of violence. I say that repeatedly. But if you're attacking us, our humility, our dignity, our respect towards you shouldn't be considered as our weakness.
23:07So we humbly appeal before all of you. You are among an ensuing state election. We realize that and really appreciate all of you taking your time and coming here and listening to all of us.
23:23I really hope that India and South Korea's strategic ties, partnership and bond will grow from strength to strength in the days to come. And we will again get to see all of you and get an opportunity to visit this lovely country.
