00:00
India and Pakistan have been exchanging a barrage of fire across the line of control.
00:05
At least 26 people have been killed after India launched a military operation
00:09
and Pakistan administered Kashmir and inside Pakistan itself.
00:14
And at least three people have been killed on the Indian side.
00:18
India struck multiple targets overnight that it said were terror training sites.
00:22
But Pakistan says mosques and civilians were hit, calling it an act of war.
00:27
Charles Stratford reports.
00:29
In the light of day, the damage assessment.
00:34
Locals say this mosque in Pakistan administered Kashmir was destroyed by an Indian missile overnight.
00:41
Other strikes hit targets deep into Pakistani territory.
00:46
It has been destroyed in front of you.
00:48
In the night, the entire neighbourhood was in fear and panic and the entire population fled.
00:53
We strongly condemn this cowardly attack by India.
00:55
India says it was targeting what it calls terrorist infrastructure.
01:01
India, two weeks after an attack at a popular tourist destination on its side of the disputed border,
01:07
killed 26 people.
01:09
India blamed Pakistan.
01:11
Islamabad denied any involvement.
01:14
Earlier this morning, as you would be aware,
01:17
India exercised its right to respond and preempt,
01:21
as well as deter more such cross-border attacks.
01:23
These actions were measured, non-escalatory, proportionate and responsible.
01:30
Pakistan said India's response was unprovoked, an act of aggression that will not go unpunished.
01:37
We were apprehensive that India will attack Pakistan without justifiable cause,
01:42
and they have done so, and Pakistan has defended itself.
01:45
In some places, the explosions knocked out power,
01:48
forcing people into the streets in the middle of the night.
01:52
There was a loud noise of 10 to 12 shells, and we saw them coming from above,
01:56
but we don't know where in the city they hit.
01:59
But the noise was very loud.
02:00
The whole city was scared.
02:02
Heavy shelling continued throughout the night and into the morning across the line of control.
02:10
I was on duty.
02:11
Suddenly, shelling started, and I was injured in the shelling.
02:15
The worst affected, as always, as often argued,
02:18
are going to be the people in the region, the Kashmiris,
02:21
who are caught between the competing and proprietorial and rival postures
02:26
and attitudes of India and Pakistan.
02:29
Pakistan's military says it shot down five Indian aircraft and a drone.
02:35
India has yet to respond to those claims.
02:38
Charles Stratford, Al Jazeera.
02:41
I'm going to speak to our correspondent, Kamal Haider now.
02:43
He joins us from the Pakistani capital, Islamabad.
02:46
And, Kamal, Pakistan saying that this is an act of war,
02:50
but what else have authorities there said?
02:53
We lost contact.
02:59
I lost IFB.
03:01
It looks like we have lost our connection with...
03:05
Kamal, if you can hear me.
03:07
I can hear you now.
03:07
I can hear you now.
03:08
Sorry.
03:09
Fantastic.
03:10
Kamal, can you just give us an update on the latest that authorities there have said?
03:14
Well, first of all, according to the Pakistani military spokesman,
03:24
Emir Sharif, General Emir Sharif,
03:27
the Pakistani aircraft that engage those attacking Indian aircrafts
03:31
never cross the border into Indian airspace.
03:35
They use BVR, which is Beyond Visual Range Missiles,
03:39
and Pakistan is now claiming that at least five of the Indian fighters
03:44
were shot down.
03:46
That includes three Rafairs, according to the details they have released,
03:50
one Sukhoi-30 and another MiG-29.
03:54
Also, Pakistan has attacked across the border military positions in Pakistan,
04:00
across the border in Indian-administered Kashmir.
04:04
The Pakistani prime minister right now is chairing a high-level meeting
04:08
of the National Security Committee, of the Cabinet.
04:13
He's likely to address the nation after that.
04:16
But across Pakistan, people were woken up late last night
04:19
when that Indian airstrike unfolded.
04:23
In a little while, the local television networks
04:26
will be airing the funerals of those killed in last night's attack.
04:30
Pakistan has also said that it has taken strong exception
04:34
to Indian threats of what Pakistan calls water terrorism.
04:39
And Pakistan says that that will be an act of war.
04:43
Also, reports coming in, as you mentioned,
04:46
the line of control is hot again.
04:49
It should be remembered that after 2019,
04:52
there was a ceasefire agreement between the two sides.
04:55
That seems to be now over.
04:57
And the important thing to note now is what happens next,
05:01
because we also monitored the Indian military briefing
05:05
just a little while ago,
05:07
and they made no mention of the fact
05:11
they did not refute Pakistan's claims
05:13
that those aircrafts had indeed been lost.
05:16
Pakistan, on the other hand,
05:17
saying that all its fighter jets were able to return to base unharmed.
05:23
And Kamala, Pakistan said it's going to respond
05:25
in a time and way of its choosing.
05:27
But what sort of response can we expect?
05:33
Well, Pakistan has already responded.
05:36
In fact, immediately after that Indian incursion and attack
05:40
across several locations,
05:43
including in Pakistani-administered Kashmir
05:46
and also in the Punjab province,
05:48
Sealkot, Murit K, as well as Bahawalpur.
05:53
So, indeed, what has now happened is that the escalation ladder is something
05:59
that everybody is watching to see what Pakistan's next reaction will be.
06:04
But those attacks were carried out by the Pakistanis
06:07
immediately after those Indian incursions.
06:10
Pakistan claimed that some of the Indian positions
06:13
raised the white flag along the line of control,
06:16
which was a signal that they were surrendering.
06:20
The Pakistani defense minister also said
06:22
that a number of Indian soldiers had been taken prisoner.
06:26
So it will be important to see what comes out of India next.
06:30
Is there going to be another attack by India
06:32
after what happened last night?
06:34
And whether this escalation ladder is something
06:37
that is going to lead to a more dangerous situation
06:39
between these two nuclear-armed countries.
06:42
OK. Thank you so much, Kamal.
06:44
Kamal Haida for us there in Islamabad.
06:47
We're going to go to Neha Poonia now.
06:50
She's a journalist who is in India's capital, New Delhi.
06:53
Thanks for being with us here.
06:54
The Indian Foreign Ministry claimed that these strikes
06:57
were pre-emptive and precautionary
06:59
because it had intelligence that further attacks were impending.
07:02
But so far, has it provided any evidence of that?
07:11
Well, India's Foreign Secretary has just held
07:15
an extensive press briefing where he was accompanied
07:17
by senior defence officials.
07:19
And they've released video clips that show these airstrikes
07:24
being conducted overnight on Tuesday.
07:27
The operation, India says, lasted 25 minutes.
07:30
They say that these targets were chosen
07:33
based on credible intelligence inputs
07:35
and that these were terror camps
07:38
where attacks against India had been planned
07:41
and directed from.
07:43
Also said that it had credible information
07:46
that further attacks against India were impending,
07:49
which is why it was forced to act,
07:50
not just to deter,
07:51
but also to pre-empt any further attacks.
07:54
And India, like you said, has defended these strikes,
07:58
calling them non-escalatory, proportionate and responsible.
08:03
And India is also maintaining that,
08:06
unlike what Pakistan is claiming,
08:07
no civilians were targeted,
08:09
that this was simply an attack that targeted terror camps
08:13
and no army infrastructure was attacked either.
08:16
There were nine sites in total that were hit
08:18
and that the idea behind these targeted intelligence-based strikes
08:23
was to ensure that no civilians were targeted.
08:26
But we are now seeing some more developments.
08:29
Prime Minister Narendra Modi has reportedly cancelled
08:32
his Europe trip on account of heightened tensions
08:36
between the two countries.
08:37
He's also holding a senior-level cabinet meeting
08:41
discussing security matters with his cabinet.
08:44
And we've also heard of the sort of situation
08:49
on the ground in Indian-administered Kashmir,
08:52
where the death toll from the cross-border firing
08:54
we've seen overnight has now reached,
08:58
has claimed nine lives.
09:00
And we've also seen how border villages there,
09:03
many locals talking about how it's been
09:05
a heavy night of shelling,
09:07
many of them leaving their homes,
09:09
others resorting to the use of bunkers
09:11
that have been inoperational for the last few years.
09:15
But this is, of course, coming at a time
09:18
when countries around the world are calling for restraint.
09:21
Soon after that strike took place,
09:24
India said it had briefed the US government
09:26
with the Indian National Security Advisor
09:28
speaking to the US Secretary of State, Marco Rubio.
09:32
And it's interesting that the US
09:34
has not condemned India's strikes, experts say,
09:37
but it is calling for dialogue between the two countries.
09:41
I'm clear if that's going to happen at any point right now.
09:44
OK, thank you so much, Neha.
09:46
Neha Punia for us there in New Delhi.
09:49
Wahina Rabbani-Kar is the former foreign minister of Pakistan.
09:52
She says in recent years,
09:54
India has shown a complete disregard for international law.
09:57
I'm stranded at Doha airport
10:00
because we have to return from Pakistani airspace
10:03
as it was closed due to India's aggression,
10:07
unprovoked, unsubstantiated,
10:10
and clearly against international law.
10:13
So from my vantage point where I'm sitting,
10:18
I think we had been warning the world
10:19
that India's impunity
10:21
impunity and its lack of adherence
10:24
to international law
10:25
or to the Security Council resolutions
10:27
as it exhibited in 2016,
10:29
unilaterally trying to change the status of Kashmir.
10:32
And then 2019,
10:33
when for the first time since 1977,
10:36
since 1971,
10:38
which was the last large-scale war
10:40
between India and Pakistan,
10:41
to send Indian jets into Pakistan.
10:44
I think it would be safe to say
10:46
that these warning signs were all over the place.
10:49
And now it has just upped the ante
10:52
of being the aggressor
10:54
and just operating with impunity,
10:57
having crossed international border missile attacks
11:00
into another nuclear-armed state.
11:03
That's almost playing with fire.
11:05
As we know, Pakistan is retaliating,
11:08
defensively retaliating to India's aggression.
11:13
We have both the means and the capacity to do so.
11:15
But what it shows to you
11:18
is that India feels
11:20
that it has the impunity
11:22
to be the judge-jury-executor
11:24
to attack at will,
11:26
send missiles to nuclear-armed state at will,
11:29
because it seems to think
11:31
that it can get away with it.
11:32
you
11:33
and
11:35
you
11:37
and
11:38
you
11:45
are
11:47
going
