John Thune Outlines A Series Of Republican Bills To Reverse 'Burdensome Biden-Era Regulations'

During remarks on the Senate floor Tuesday, Senate Minority Leader John Thune (R-SD) spoke about Republican bills aimed at removing 'burdensome' regulations from the Biden administration.

00:00Mr. President, I ask consent that the quorum call be suspended.

00:03Without objection.

00:04Mr. President, as I sat on the floor yesterday when I meet with South Dakota business owners,

00:08I often tell them to let them know how can we help, even if that means getting out of the way.

00:17Because that's often what the government needs to do, get out of the way.

00:22It's a foreign concept to the government knows best crowd.

00:26But what my Democrat colleagues frequently fail to realize is that while government can sometimes be a help,

00:31it can often be a hindrance.

00:33Especially under Democrat administrations, which tend to load down Americans and American businesses

00:38with burdensome regulations for extremely, I should say, dubious gains.

00:44The Biden administration certainly did that.

00:47And one of our priorities this Congress has been taking advantage of the Congressional Review Act

00:51to repeal burdensome Biden administration regulations.

00:54We've passed ten CRA resolutions so far, and this week we plan to add four more to that total.

01:03We will kick things off with Senator Tim Scott's resolution on the Biden administration's rubber tire manufacturing rule,

01:10an excellent example of a burdensome and unnecessary regulation.

01:15The Biden EPA's rubber tire rule set new emission standards for tire manufacturers.

01:21Why?

01:22Well, that's a good question.

01:24Tire manufacturers are already subject to strict emissions rules.

01:29And the Biden EPA, that's right, the Biden EPA, found the rule was not necessary to protect public health or the environment.

01:40And as for the rule's effect on emissions, while it will reduce the emission of certain air pollutants,

01:46it will increase emissions of carbon dioxide and methane.

01:52And then there's the cost.

01:54The Biden EPA estimated that this rule would cost tire manufacturers $13.3 million per year.

02:01And there's reason to believe that that number could go much higher.

02:05So we have costly new standards for tire manufacturers justified by no public health benefit,

02:11including, as I said, by the Biden administration,

02:14and estimated to produce extremely dubious, if any, environmental gains.

02:20You might say we have the poster child for a burdensome and unnecessary government regulation.

02:27And we're going to repeal it this week.

02:30We're also going to take up Senator Curtis and Senator Lee's resolution to overturn a Biden administration regulation

02:35limiting access to public lands in Glen Canyon National Recreation Area for those with off-road vehicles.

02:41Senator Curtis has noted that he hopes this measure will be a step toward ensuring that public lands remain accessible to Americans,

02:47instead of being closed off by Washington bureaucrats.

02:52A third CRA measure that we'll take up this week is Senator Cruz's resolution

02:56to block an unlawful Biden-era Federal Communications Commission regulation

03:01that allows a federal program to subsidize unregulated, off-campus Wi-Fi hotspots for school children.

03:09The problems with this regulation are myriad.

03:14It is, as I said, unlawful.

03:17It violates the Communications Act,

03:19which clearly limits the use of the funds in question to classrooms and libraries.

03:25And it effectively extends a program that Congress chose not to renew.

03:30Then there is the fact that this rule endangers children by giving them unsupervised access

03:35to a whole host of potentially dangerous or unhealthy content.

03:40Add to that the fact that it creates the potential for duplication of government efforts to deploy broadband.

03:46And you have a whole host of reasons to repeal this Biden regulation.

03:51Finally, Mr. President, this week we intend to take up Senator Kennedy's CRA resolution

03:56to repeal a Biden administration rule adding unnecessary red tape to bank mergers.

04:01This rule would delay approval of bank mergers that increase competition,

04:06potentially restricting choice in banks for consumers.

04:12I am grateful to all of the senators I've mentioned for their efforts to lift burdensome Biden-era regulations

04:19and for all those who sponsored earlier CRA measures.

04:27And Senate Republicans will continue to work to lift unnecessary government burdens

04:32and get government out of the way of American families and American businesses.
