00:27Ano po ang papel ng DICT o CICC dito po?

00:31Ang DICT, particularly ang CICC, ang pangunahing trabaho niyan is to detect,

00:39hindi lang yung fake news, but rather more on yung mga deep fakes na tawag natin,

00:43manipulated videos, audios, kung sino-sino personalidad.

00:47Mahal niyo, baka kayo na yung next na i-manipulate na nagbebenta for fintech,

00:52especially now in the context of the upcoming elections,

00:55marami ho kami in-expect na maglalabasan yan.

01:42Asik Dela, maganda yung para maipalam na rin natin sa ating mga kababayan,

01:46Una is, actively kami mag-search.

01:49Meron kami mga systems, may pinoccur kami mga systems

01:54to actively scrub yung internet and the platforms

01:56for any signs of COMELEC rule violations at mga fake news po.

02:01Second, tama ho kayo.

02:02Pwede hong mag-sumbong ang mga kababayan natin dito sa action center na yan.

02:06Pwede hong yung contact ng COMELEC,

02:07or kaya, kinonvert na ho natin yung IRC natin, yung CICC action center natin.

02:13Yung hotline 1326, pwede na rin ho kayo mag-sumbong dyan.

02:16At diretso na ho doon sa monitoring center at maka-actionan ho kagad natin yan.

02:22Asik, pinalakas po ng DICT at Google ang pagkutulungan para labanan po ang fake news.

02:27Ano po ang mga hakbang na inyo pong ginawa kaugnay nito?

02:31Well, ano, unang-unang, kailangan natin magpasalamat sa mga kaibigan natin sa Google.

02:34Lalong-lalo na ho yung dalawa natin kaibigan, si Ives at si Bobby.

02:38Sa pagpapartner up with DICT, we came up with at isasign natin ang isang memorandum of agreement

02:46at saka covenant with regards to a lot of things.

02:50One is yung pag-tutulungan natin pag doon sa mga systems of government

02:59And second, I think more importantly, when it comes to the platforms,

03:07So, a commitment, ito, nagpapasalamat ko tayo,

03:10a commitment against fake news and making the internet safe.

03:14Yun yung talagang kailangan, sabi nga ni Sec A, good vibes lang tayo sa internet.

03:18So, kailangan ito ang pinuposhoot talaga natin yung making the internet safe for everyone,

03:24especially yung mga anak natin.

03:26I'm coming from the perspective na magulang, mga anak ko, yung pag nag-i-internet,

03:32grabe yung oras na ginugugil nila dyan.

03:35So, we have to make it safe for our children.

03:37Nabanggit mo yung partnership with Google,

03:41kamakilan, hindi lang Google ang social media platform na available.

03:46Recently, may pahayag si Meta founder Mark Zuckerberg noon

03:50na may pagkakamali o pagkukulang sila para maiwasang magamit.

03:54Para makapaminsala ang social media tulad ng Facebook o Meta.

03:59Kasama na rin daw po dito yung fake news, hate speech at iba pa.

04:03Ano ang masasabi ng DICT patungkol dito?

04:06At ano yung maaaring gawin ng pamahalaan para maiwasan ito?

04:09Well, at siguro ito, allow me to speak directly to the founder of Meta, Mr. Zuckerberg.

04:17There was a recognition, sir, of the mistakes of Meta before

04:22that you weren't able to see and put guidelines in place in order to protect the internet.

04:30Especially your platforms from fake news, from online harms, from hate speech.

04:36But it shouldn't end there.

04:39What Meta did afterward was take out their fact-checkers

04:42and it made a statement that it should go back to promoting freedom of expression.

04:50I'm a firm believer, ASIC and Director, that we are all entitled to our own opinions.

04:56A free exchange of opinions is good for any democracy.

04:58Even if we differ from our opinions, I would fight tooth and nail to fight for your right to express those opinions.

05:07But we are not entitled to our own facts, Mr. Zuckerberg.

05:13Yes, it is important to protect freedom of speech, freedom of expression.

05:19But it is equally important to fight for the freedom of information of our citizens.

05:23And those informations must be grounded on facts, not fake news.

05:29ASIC ito naman po, ilang beses na rin napapag-usapan.

05:32Pero, papaano po ba malalaman o machi-check kung legit po ang isang online site or profile?

05:40Ay, madali ho. Kasi kami pinopromote natin yung ano eh, pakipagtulungan natin dito sa mga social media platforms eh.

05:46Magpa-verify ho tayo, lalong-lalo na yung mga kagayan nyo, yung mga sikat,

05:49kailangan yung mga ano, kailangan verified yung mga ano.

05:53At pinadali na ng mga social media platforms ang pag-verify ng mga accounts natin, ng mga sites hoon natin.

06:00Lalong-lalo na for those who, I think it's mandated for those who are running for public office,

06:04na kailangan verified yung sites hoon natin.

06:07So, I think that's one. And second ho, pag halimbawa ho, medyo, titignan natin, medyo dubious.

06:14If one, if a personality or group is promoting something different from their advocacy or talangan different from their character,

06:22magduda na ho tayo. Madali naman ho yan. We can, ano eh.

06:25Kasi madalas ho, ang pinagbabasihan natin yung feeds natin eh.

06:29So, kung ano lang yung dumating sa atin, kaya tumada tayo mag-verify.

06:32So, yun lang din siguro ang pakiusap ko sa ating mga kababayan.

06:35Para naman ho, bawasan natin yung mabawasan natin yung mabiktima tayo,

06:39i-verify ho natin madali naman po yan.

06:41Asikaboy, ano po ba yung online safeguards?

06:44At ano po yung mga ginagawang hakbang ng DICT para mapalakas naman yung protection ng online users?

06:50Ito na ho. Unang-unang araw pa lang sa trabaho ni Sec. Henry Aguda,

06:56unang-unang yung pinungtahan, meta, to discuss about making the internet safe.

07:02Kasi we have to recognize and we have to accept the fact that ito ho talaga mga social media platforms.

07:07Ang talagang primary platforms nung pag nag-i-internet na tayo.

07:10This is where we get our information.

07:12Minsan nga, hindi na information pag chismis. Diyan na rin natin kinukuha.

07:16So, we have to make it safe.

07:17And, you know, a partnership with these organizations has to be in place.

07:21But, on our part, we do our own. We secure certain applications and certain systems to scrub the internet from online harms.

07:32Hindi lang ho yung itong fake news, eh.

07:34But, yung online scams, illegal gambling, yung mga hacking, dyan, dyan, no?

07:41So, DICT, through its procurement, ito na ho yung binabantayan ho natin.

07:47And, with the shift of direction ng bago administrasyon ng DICT, mas nagiging mas mabilis at malinis yung procurement process natin.

07:54In fact, I think we're the only ones now that yung mga bids and awards sa meetings namin streamed online.

08:02So, yun ang gagawin natin.

08:04Asak sa panig naman po ng CICC, maglulunsad po ng isang rapid response channel para sa pababantay sa online content.

08:12Can you tell us more about this?

08:13Yes, opo. Yun yung pinag-usapan natin kanina. Meron ho tayong IARC na siguro, kung sa maraming mga kababayan natin hindi nakakaalam,

08:22ito yung CICC Action Center kung saan pwede ho tayong magsumbong.

08:25Ito yung ho yung hotline 13262 natin kung saan ho yung mga online scams, online fake news, yung mga ano.

08:34This is one of the safeguards na ipopromote ho natin. At kailangan ho natin palakasin.

08:39I think one of the problems with the CICC before and this particular response mechanism is,

08:45yung mga kababayan natin naghihiyang magsumbong na pag na-scam sila or nabibiktima sila.

08:51So, kailangan ho natin palakasin yung hotline 1326 at saka yung response entry natin na,

08:57unang-una, meron hung ganyan.

08:59Kailangan pa alam natin sa kababayan natin, mga kababayan natin,

09:02na meron hung hotline na matatakbuhan kayo.

09:04At second, may gagawin ang hotline na yun.

09:06So, merong response mechanism tayong ilalagay na pag nagsumbong kayo doon at nag-report kayo doon,

09:13we make sure that you have a feedback on status,

09:16ano yung huwing actions na tinik ng CICC, whether it's referred to another agency.

09:20So, kailangan nung ganun.

09:21We have to build trust again.

09:23Kasi kung wala yung trust, hindi magsusumbong sa atin yung mga kababayan natin,

09:25hindi magre-report.

09:26Even nga yung mga, ini-encourage nga natin, even mga hindi na-biktima eh.

09:29Yung tinatry lang mga biktima, i-report nyo para ma-block natin yung number na yan.

09:33Hindi naman kapang biktima ng ibang tao.

09:35And we have certain data from it na magkakapag-formulate tayo ng policies

09:39para paggandahin ang servisyo ng DICT at ng CICC sa ating mga kababayan.

09:44Pero siguro, as a cowboy, yung pagdating doon sa pagre-report,

09:50siguro one concern din among Filipinos is yung security.

09:53Kasi minsan, di ba, kapag ka lalamang biktima ka ng scam,

09:56minsan, ikaw pa yung ibabash.

09:58Siguro, how do we protect the privacy of these people?

10:02Eh, yun ho, importante sa amin.

10:03Kasi CICC and NPC are in one big family, the DICT family ho.

10:09Kami ho, nakakaya naman.

10:10So mga kapatid natin sa NPC, sa National Privacy Commission,

10:13kung kami mismo, i-violate natin yung trust na ibigay sa atin ng mga kababayan natin.

10:17We value yung trust.

10:19And that is what we want to build upon din eh.

10:22Na magtiwala ho sa atin yung ating mga kababayan.

10:24Na mag-report sa atin, na may gagawin ho tayo.

10:26At hindi ho namin ipagkakaluno yung tiwalang ibinigay niyo ho sa amin.

10:33I think it's important that we build the trust again

10:37para kung magkaroon ng mas maso po natin itong mga online scams na to

10:41at saka yung mga online harms na to.

10:42So, you know, to answer your question directly, Asik Dale,

10:47hindi ho, we have safeguards in place and being data custodians,

10:50we would not disclose and divulge any information that would be reported to the hotline 1326.

10:58Sinusulong din, Asik Abay ng DICT, yung digital bayanihan sa buong bansa.

11:02Pwede ka po bang mag-share ng ibang detalye patungkol dito?

11:05At ano po yung magiging role ng communities dito sa digital bayanihan?

11:10Well, it's very important ho, yung role ng communities.

11:13At saka itong promotion ho natin ng digital bayanihan.

11:15Eh kasi alam nyo naman ho, si Sir Henry, galing ano to eh, private sector to, galing pisa ko to eh.

11:20So, talagang pinupush forward natin na para to solve yung problema ho ng ating bansa,

11:25it's not only a whole-of-government approach, it's a whole-of-nation approach.

11:29So, we encourage participation and collaboration and cooperation with the private sectors.

11:34Kaya nga, kailangan, again, para ma-solve talaga yung problema ng buong bansa,

11:38not only in the digital sphere, but many of our problems.

11:42It's encouraging citizen participation, government services should be citizen-centric,

11:50kailangan yung collaboration and cooperation with other private entities

11:54para naman ho, pareho-pareho naman ho yung goal natin.

11:57And we move towards that goal.

11:59Asik, mensahin nyo na lang po o paalala sa ating mga kababayan?

12:03Ako, maraming maraming salamat ho sa inyo.

12:06At asahan nyo, ang tuto ko ng inyong bagong DICT is to make the internet safe for everyone.
