00:58But the very fact that such a disruption can happen is a challenge.

01:04A challenge we must respond to and respond together.

01:10Yesterday, I spoke with the Prime Minister of Spain about the situation and possible assistance.

01:16Ukrainian experts have unique experience in protecting and restoring energy supply.

01:24The war has taught us a lot.

01:27Not just how to recover after Russian missiles and bombs,

01:31but also how to handle cyber attacks and other threats.

01:36Ukraine has unique expertise and experience and we are ready to share it.

01:43Especially now when energy is likely to be one of the first targets in our region.

01:49Sadly, Russia is still close and we don't see any real changes in their behavior.

01:56So we need changes on our side.

01:59We need more security cooperation.

02:01Ukraine suggests doing this through the 3Cs format.

02:07So first, energy.

02:09We need to protect our energy infrastructure, especially near Russian borders,

02:15and set up joint emergency plans.

02:18We should check how ready we are to defend and fix energy systems if something happens.

02:26Second, backups.

02:28We need more ways to support each other.

02:31Energy grids, pipelines, communication systems,

02:35all critical infrastructure should be built with backup routes.

02:41So every country can help others in a crisis.

02:45Let's work on that.

02:46Third, transport.

02:48Our region needs better logistics links.

02:53Just like the Baltic Sea can help when there are problems in the Black Sea.

02:59And the Black Sea should also help your countries in a case of a crisis.

03:04This is about more than just trade.

03:07It's about the safety of our people.

03:09And we should all have quick access to the Adriatic Sea too, in case something happens across the region.

03:19We need to learn from how Russia behaves and get prepared better.

03:25And to really make this happen we need peace, a lasting one, and we can only reach that now together by standing united.

03:36I thank everyone here who supports Ukraine and our diplomatic efforts.

03:43All of Europe, especially our region next to Russia, should speak with one voice.

03:49And we all want Europe and the United States to stay strong partners.

03:54We all want this war to end in a fair way.

03:58We have no rewards for Putin, especially no land.

04:02And we all need to keep the pressure on Russia.

04:05Everyone can do their part to help us reach a full and unconditional ceasefire as soon as possible, for at least 30 days.

04:16That's what could lay the groundwork for real effective diplomacy.

04:21So please keep standing with Ukraine.

04:24And we are very grateful for your military support.

04:28And we still need it because Russia wants to drag this war out.

04:32And we also appreciate every investment in our defense industry.

04:37And we promise what we are building now will protect not only us, but also those who invest.

04:47And look at Belarus.

04:51Russia is preparing something there this summer, using military drills as cover.
