00:00Meanwhile, good news for the TNVS Riders, you don't need to pay the 20% discount for the massages of students, senior citizens, and PWDs.
00:11This is after the LTFRB passed a new law.
00:15This is the story of Bernard Ferreira.
00:19Alvin was pleased that since April 7, he doesn't need to pay the discount for the massages of students, senior citizens, and PWDs.
00:28This is a big help to him because his income will be added to help his family's budget.
00:34This is a big help to us because, of course, we are sending our children to school.
00:39So, the 20% discount that we used to get will be paid by our children.
00:45That's around P600.
00:48According to the Memorandum Circular 2025-10 issued by the Land Transportation Franchising and Regulatory Board or LTFRB,
00:55the 20% discount for massages is equally distributed among transport network companies or TNCs and TNVS operators.
01:03TNCs are the companies that provide ride-hailing services through mobile applications,
01:09while TNVS operators own the vehicles used for this service.
01:14The LTFRB clarified that the discount for massages should not be given by TNCs and TNVS operators to TNVS drivers.
01:22The LTFRB also stated that there should be no confusion between ride-hailing apps and the distribution of discounts between companies and drivers.
01:31The 20% discount for massages is in accordance with the following laws.
01:35RA 9994 or the Expanded Senior Citizens Act of 2010.
01:40RA 10754 or the Magna Carta for Disabled Persons that applies under RA 7277.
01:48RA 11314 or the Student Fare Discount.
01:51Under the Memorandum Circular 2015-016-A, which was approved in 2017,
01:58where the discounts set by the law should be paid by TNCs.
02:03In a hearing of the Senate Public Services Committee last January,
02:06the LTFRB discovered that there are different ways to distribute discounts to ride-hailing platforms that cause confusion among drivers and operators.
02:16In the upcoming Batakarali, it is expected that the system of fair discounts in TNVS will be clearer and fairer.
