04:01I really want people to really think about what has happened to her life.

04:05How it's been snatched away and how senseless and negligent it was snatched away.

04:27We, as a Congress, have listened.

04:31Today, we must act.

04:33For George Floyd, Breonna Taylor, Eric Garner, and the countless others, we demand justice.

04:39We demand change.

05:26Last week, your running mate, Senator Harris, said that the officer who shot Jacob Blake,

05:39based on what she has seen, should be charged.

05:42Do you agree with her and do you also believe the same for the officers who were involved in the death of Breonna Taylor?

05:48I think we should let the judicial system work its way.

05:53I do think there's a minimum need to be charged, the officers and as well as Breonna Taylor.

05:59It has been so long getting to this day where we could assure that Breonna Taylor's life wouldn't be swept under the rug

06:28like so many other black women in America who have been killed by police, marginalized.

06:36So I am grateful to the actions of the city of Louisville today.

06:44As significant as today is, it's only the beginning of getting full justice for Breonna.

07:02We must not lose focus on what the real job is.

07:06And with that being said, it's time to move forward with the criminal charges

07:13because she deserves that and much more.

07:16So please continue to say her name, Breonna Taylor.

07:43During the last six months, we've all heard mention of possible charges that could be brought in this case.

07:57It's important to understand that all the charges that have been mentioned have specific meanings and ramifications.

08:04Criminal homicide encompasses the taking of a life by another.

08:10While there are six possible homicide charges under Kentucky law,

08:14these charges are not applicable to the facts before us because our investigation showed

08:20and the grand jury agreed that Mattingly and Cosgrove were justified in the return of deadly fire

08:28after having been fired upon by Kenneth Walker.

08:32Let me state that again.

08:34According to Kentucky law, the use of force by Mattingly and Cosgrove was justified to protect themselves.

08:42This justification bars us from pursuing criminal charges in Miss Breonna Taylor's death.

08:49I know that not everyone will be satisfied with the charges we've reported today.

08:54My team set out to investigate the circumstances surrounding Miss Taylor's death.

08:59We did it with a singular goal in mind, pursuing the truth.

09:04Kentuckians deserve no less.

09:06The city of Louisville deserves no less.
