00:00As soon as next week, we will gather in Paris army chiefs who wish to take their responsibility

00:06in this matter.

00:07And so this is a plan for a solid, lasting, verifiable peace, which we have prepared with

00:12the Ukrainians and several European partners, and which I defended in the United States

00:17two weeks ago and across Europe.

00:19And I would like to believe that the United States will stay by our side, but we have

00:22to be ready if this isn't the case.

00:27Considering the evolution of the threats of this acceleration that I have just described,

00:31we will have to make new budget choices and additional investments that have now become

00:35indispensable.

00:36I have asked the government to work on this as quickly as possible.

00:40These new investments require mobilizing private as well as public financing without raising

00:44taxes.
