00:24the Department of Social Welfare and Development introduced the Harmonized Electronic License and Permit Systems, or HELPS.
00:32This means that the registration and licensing process of social welfare and development agencies, or SWADAs,
00:40will be faster to implement government programs and services.
00:44The application of SWADAs will be easier for them to operate,
00:51and they will be able to obtain a license and accreditation to operate as a SWADA.
00:57Aside from the operation of SWADAs, it will also be easier to obtain travel clearance for minors who will travel abroad with the help of the DSWD HELPS.
01:08And because they already obtained a permit online,
01:11the DSWD hopes that they will be able to protect minors from child trafficking
01:15because they will be able to monitor the needs of the government agencies.
01:22And that we have also coordinated with relevant government agencies
01:26because we wanted to make sure that the minors who are traveling abroad with a permit
01:34will be able to return to the Philippines after their travel.
