00:11In the CCTV footage, an SUV is traveling in this part of De Castro in Barangay Ligas 1 in Baco, Orcavite yesterday early morning.

00:20This e-bike has a collision with a three-person vehicle.

00:23The headlight of the SUV still blinked.

00:25The driver's signal was to let it pass, but the e-bike turned towards a convenience store.

00:30In an instant, the e-bike was hit by the SUV.

00:33Its passengers rushed to the scene while the SUV was still on its way.

06:37and not declaring all his wealth in the Statement of Assets, Liabilities and Net Worth or SALN.

06:52because impeachment is just one of the exemptions in the Bank Secrecy Law.

06:59What if Vice President Duterte suddenly resigns while the litigation is underway?

07:04Assuming for the sake of argument that he resigned in advance,

07:09our opinion here is that a penalty should also be resolved which is disqualification

07:17because if he resigns, the only thing that can be resolved is the removal

07:23but we will not decide the other relief that we are asking for which is disqualification.

07:30There are already many lawyers who are voluntarily helping in the impeachment prosecution panel.

07:36If they can postpone the impeachment trial,

07:39some impeachment prosecutors are arguing that this can be done even if the Congress is recessed.

07:45It's not a matter of being in a hurry or what, right?

07:49Our appreciation here is that this is a constitutional duty that we need really to address.

07:58So whether there is an election or not, it is my humble submission that we need to proceed right away.

08:06We know that the word shall and forthwith were used by our Constitution.

08:14Shall means mandatory and forthwith means immediately.

08:23But of course, we will respect their opinion here.

08:30But there is no problem for the impeachment prosecutors if the impeachment trial is passed in the 20th Congress.

08:38I wish to submit that the impeachment court is like any other court.

08:44If it is recessed, just like there were changes in the personality of the Senate,

08:51what you will just do is to continue where the previous sitting impeachment court judges ended up.

09:00In the opinion of Senate President Francis Escudero,

09:03the impeachment trial will begin in the next Congress.

09:07The impeachment rules need to be approved by the plenary and it can only be done on June 2 when the session resumes.

09:15The pre-trial proceedings will be discussed.

09:19According to Escudero, after the session of the President on July 21, the impeachment trial will begin.

09:26There are many things to do before the actual impeachment court needs to sit down and listen to everything.

09:34And within six days, even 30 days, it might not be over yet.

09:40That's what Senator Coco, our minority leader, said in an interview.

09:44Ten days, ten days, ten days, ten days. June 30 is already over.

09:48Escudero also does not see a problem if impeachment will be passed in the 20th Congress.

09:54But any decision of the 19th Congress can change the laws that will be legalized in the 20th Congress.

10:02We will cross the bridge when we get there because at any point in time,

10:06because it passed, the new Congress can always vote to withdraw the impeachment complaint.
