00:00This is Senator Larissa Ondeveros of the new Panokalan Batas in Gils in Teenage Pregnancy.

00:05This is the report after some Senators approved her Panokala.

00:13The controversial Senate Bill No. 1979,

00:17on Prevention of Adolescent Pregnancy Act of 2023,

00:20on the left and right, section 6 of the Panokala

00:24that includes Comprehensive Sexuality Education or CSE

00:28must be standardized and must be implemented in public and private basic education institutions.

00:34And it must be integrated in the school curriculum

00:37that is guided by the Department of Education and International Standards.

00:42Because of the amendments to the bill,

00:43and following the return of the Senators to their signatures in the Committee Report,

00:47the Substitute Bill was adopted by Senator Larissa Ondeveros

00:51and the provision based on the International Standards was removed.

00:56And in the end, anyway, if the International Standards is only one of the guidelines,

01:01in the end, the buck stops in our Constitution of the Philippines.

01:06That's why it's important to change that in our Substitute Bill

01:10that Comprehensive Sexuality Education

01:13will only be given to adolescents from 10 years old up to or above.

01:19Ondeveros also answered some of her bills from her fellow Senators.

01:24My point is that the title of the bill is confusing.

01:30Preventing Teenage Pregnancy.

01:32There are many groups of people in the world

01:38who don't approve of this title.

01:41We should prevent teenage pregnancy.

01:44But if you read the whole bill,

01:47they say the devil is in the details.

01:51The devil is also in accurate representation of the work of our colleagues.

02:00The real culprit is those who made fake news against the bill.

02:07The real culprits are those who spread disinformation

02:12and threatened our countrymen.

02:15President Ferdinand R. Marcos Jr.

02:17was the first to issue a warning to the Constitutional Court.

02:20He said he needs to read the Substitute Bill first.

02:24After the Senators returned their signatures to the Committee Report,

02:28will the bill return to the committee level?

02:31It depends on how many.

02:33It depends on how many and on the majority based on the committee.
