00:00The first or original version did not pass the presidential test, spell test, so a rewrite was in order that perhaps could sway the president if he likes what he reads.
00:09Our Daniel Manalistas on the short and sweet of President Ferdinand R. Marcos Jr.'s take on Senate Bill 1979 after his first read.
00:17President Ferdinand R. Marcos Jr. will read first the substitute bill on Senate Bill 1979 or the Prevention of Adolescent Pregnancy Act of 2023.
00:31This was his response to the question on whether his view has changed with the removal of certain provisions in the substitute bill.
00:38Senator Issa Contiveros filed the substitute bill to amend the original and controversial version, particularly provision in Section 6 of the bill,
00:48where it says the Comprehensive Sexuality Education or the CSE shall be standardized and implemented in all public and private basic education institutions,
00:59and shall be integrated in the school curriculum under the guidance of DepEd and international standards.
01:06Under the substitute bill, Contiveros removed the international standards provision.
01:11And in the end, anyway, if international standards is only one of the guidelines, in the end, the buck stops in our Constitution of the Philippines.
01:22That's why it's important to change that in our substitute bill, that Comprehensive Sexuality Education will only be given to adolescents from 10 years old or older.
01:35Contiveros also addressed the criticisms of some of her fellow senators.
02:05The devil is in the details.
02:07The devil is also in accurate representation of the work of our colleagues.
02:16The real scapegoat is those who made fake news against the bill.
02:23The real scapegoat is those who spread disinformation and threatened our countrymen.
02:31Question is, with the withdrawal of some senators who signed the committee report,
02:35could the bill be reinstated in the committee level knowing it cannot muster enough votes to make it past the plenary?
02:42The Senate President has this response.
03:00I'm not going to read the letters of withdrawal and how many.
