00:19Greetings to all those who have gathered here to be a part of this historic international
00:26conclave on Next-Gen Higher Education, titled, Shaping Kerala's Future Towards a New Episteme.
00:40At the outset, let me extend a warm welcome to all the international participants of this
00:48conclave. Your presence here encourages us and we look forward to your critical inputs
01:00so that we can together shape Kerala's future.
01:06Ever since becoming a full-fledged state in the Indian Union, over the last almost seven
01:14decades, Kerala has made significant strides across various sectors. One of the key factors
01:24that enabled our progress has been our impetus on public education. As the world is quickly
01:34changing, riding on the wave of the fourth industrial revolution and imbibing the innovative
01:44spirit of artificial intelligence, we wanted to make Kerala's future ready. In that quest
01:52forward, we realized that higher education was an area that needed focused attention.
02:02Therefore, after the Left Democratic Fund came back to power in 2021 May, a meeting
02:14was held at the Institute of Management in Government with representatives from universities
02:22and academicians on 28th and 29th of September 2021. The meeting aimed to ensure that Kerala's
02:34achievements in public education were carried to the higher education sector, focusing on
02:42a comprehensive discussion about reforms in higher education. Following the discussions,
02:52three commissions were appointed and their reports served as the foundation for the government's
03:00reforms in the higher education sector. Over the past three years, these efforts have led
03:10to remarkable achievements, including the successful implementation of the four-year
03:18undergraduate program. The significant progress made by Kerala's higher education institutions
03:24in the National Institutional Ranking Framework and accreditation standards reflects the impact
03:34of these reforms. Kerala has also witnessed transformative structural changes in the
03:44higher education sector. Notably, for the first time in the state, examinations and
03:52results are being completed and published within a time-bound schedule, reflecting the
03:58commitment to the goals set in the initial meeting. We are establishing centres of excellence
04:06across various sectors to foster research and innovation. The Kerala Resources for Education
04:14Administration Pioneer, K-REAP, initiative has been launched to offer technological solutions
04:24that address the governance and administrative needs of universities in Kerala. Additionally,
04:34amendments to the existing University Acts and the Rights to Service Act have been proposed
04:42to create a smoother academic environment in line with the concept of peace of education.
04:50At a time when the Government of Kerala is trying to transform the state into a hub of higher education,
