00:00This is yesterday a laptop manufacturing plant, whether it is engineering goods, whether it

00:06is defence, telecom, everywhere we see the revival of manufacturing, revival of employment

00:14in manufacturing and lot of deepening of the value chain.

00:19GCC is high level service industry right, again very big thing for us, AI I can do a

00:26full session on this, this is AI mission, once again the thought process is that Prime

00:31Minister Narendra Modi ji wants to democratize technology which means access to technology

00:38should be to everybody, access to technology should not be limited to a few and that's

00:44why in the AI mission the first pillar is compute capacity and this is being created

00:52using public-private model partnership where we wanted 10,000 GPU compute facility for

01:00AI and the response which has come is 20,000 GPU response.

01:06Just to give you the magnitude of 10,000 the biggest super computer that we have here in

01:11CDAC in Pune is about 670 GPUs right and what we are creating is a minimum of 10,000 GPUs

01:20which means anyone of you who want to access AI computing facilities and develop new solutions

01:27can then have these compute facilities.

01:30Lot of focus will be there on applications and keeping AI safe and trusted, this is the

01:37third pillar.

01:38Fourth is preparing our youth for future, for skills.

01:42So in case of 5G in 100 universities we have a modern 5G lab we have created using government

01:50funds so that people can actually try, test, make some experiments, do some experiments

01:57and be ready for the 5G world.

01:59Same is the case of semiconductors, 240 universities, absolutely modern tools we have provided to

02:06the students and in case of AI also we will do exactly the same, we will prepare the students

02:12to be ready for the future which is there.

02:20You have all seen the success of semiconductors, 2 years ago the program was launched and by

02:25now we already have 5 plants where the construction is going on at a very good pace and we also

02:32have some of the biggest equipment manufacturers, applied materials and lab research coming

02:38to India.

02:40This is one of the plants where the construction is right now going on.

02:4322 we started the program, this is 25, construction of the plant going on at such a rapid pace,

02:51we gave all the permits, the governments of the state as well as centre gave all the permits

02:57within 90 flat days.

02:59Most of the countries would be thinking of 6 months, 7 months, 1 year, 90 days ki andar

03:05permissions will be given, construction will be given and in 2025 the first made in India

03:11chip will roll out, this year by 15 days.

03:18This is Assam, Morigaon, where another semiconductor plant is getting constructed, I just visited

03:25it recently, very good pace of construction.

03:31Fourth pillar is simplification of laws.

03:34Imagine the world of telecom was governed by a law which was of 1885, 1885 grandmothers,

03:48grandmothers, grandmothers, right.

03:51Aisi saari laws ko finish karke, legal structure which is modern, which is appropriate for

03:59the raw world, which will hold you good in this, in your future.

04:04Simplification in many places and lot more work is getting done.

04:08Telecom tower, it used to take 236 days to get a permission, now it takes only 7 days.

04:15Flat and out of that 89% you press the enter button and you get your permission out there

04:22PDF straight in front of you.

04:25That kind of simplification is happening.

04:28Multiple compliances have been removed.

04:31Labour court, the criminal justice has been reformed and I can tell you with lot of confidence

04:37that criminal justice me jo reform hua na, that's the biggest reform that has happened

04:42since 1947.

04:44Itna bada jo Bharati Naya Sanhita baniye, three of the laws that we have.

04:51Everywhere the thought process is that we must have enough space for innovation.

04:56We should not repeat the mistakes that many other geographies have done.
