Yesterday, the printing of ballots for the 2025 midterm elections was started.
00:06
We will discuss this with Director John Rex Laudianco,
00:10
the spokesperson of the Commission on Elections.
00:13
Director Laudianco, good afternoon.
00:17
Good afternoon, Usec Marge, Asa Creng, and to all the viewers of Bagong Pilipinas Ngayon.
00:23
Sir, how was the first day of printing the ballots for the upcoming elections?
00:28
Did anything change in the appearance of the ballots?
00:32
A big change in the appearance of the ballots we will use for the 2025 national and local elections, Usec Marge.
00:40
First of all, the request of our citizens is that the names of the candidates and party list groups should be higher
00:47
so that it is easier to see, we followed that.
00:49
Also, the circle where we shade, that red circle is more visible now
00:55
so that we won't have a hard time, including our countrymen, especially the senior citizens,
01:00
who have difficulties in seeing, won't have a hard time in shading.
01:04
But the biggest change in our ballots is the thin paper.
01:08
If you can remember, in the last election, our paper was a bit thick,
01:12
but there was a chance that the ink was leaking from the back.
01:16
Now, this is only 100 gsm, more thin than the previous 160 gsm.
01:22
But in the hundreds of times we tried, it really didn't leak from the back.
01:26
There are two main effects of this thinner paper.
01:30
First of all, it is cheaper, our government saved a lot.
01:34
Second, we were able to support the local paper industry because according to the industry,
01:40
if the paper is 100 gsm and below, here in the Philippines, they can do it.
01:45
So our paper is locally sourced.
01:48
If it exceeds 100 gsm, we will automatically import it to other countries.
01:53
So these are the two big things that have changed in our ballots.
01:57
Sir, how many ballots is the target to be completed?
02:00
And until when do you expect this to be complete?
02:04
Including our buffer time, the contingency,
02:07
we expect that within 70 days, 77 days,
02:13
our printing, which started yesterday, we will finish it by April 3.
02:17
If there are no plans or challenges,
02:20
we will see that we will finish it earlier than April 3.
02:24
The total number of ballots we will print will reach more or less 73 million.
02:31
71 million will be used in our automated counting machine
02:37
from Luzon, Visayas, Pindanao.
02:40
And more than 1 million will be used for what we are doing before the election,
02:45
the final testing and sealing so that the machine has no contents.
02:49
We will also print more or less 100,000 local absentee ballots
02:54
where you, the government, our brothers in the media,
02:57
the soldiers and other officials of the government who have duties
03:01
whenever there is an election that is not voted in their precincts,
03:04
can avail local absentee voting.
03:07
We will also print more or less 11,000 ballots
03:11
that will be used by our overseas voters
03:14
if they are in a country where internet voting is not allowed.
03:19
So, the machine will bring the ballots there.
03:22
All in all, around 73 million ballots.
03:26
In printing, just to be clear, Director,
03:29
if the printing of ballots has already started,
03:32
what will happen to the cases of disqualified candidates?
03:38
We are spreading the message that
03:41
in the first case, the Nuisance Candidates,
03:43
they were 117 in the national positions that were removed
03:47
and more or less 60 plus in the local positions of the Nuisance Candidates.
03:51
All the cases were resolved
03:53
and most of them, even if they went to the Supreme Court,
03:56
the Supreme Court did not issue a temporary restraining order
04:01
and after 5 days, they were not able to serve their notice,
04:04
there was no TRO.
04:05
It was a final and executory decision of COMELEC
04:08
that we implemented and we removed them from the ballot.
04:11
As for the other cases that were still pending,
04:14
there was still no TRO issue,
04:16
they were temporarily retained in the ballot.
04:19
But if we will repeat,
04:21
the decision of COMELEC was a final and executory
04:24
because the part of COMELEC was already finished,
04:26
they were already in the Supreme Court
04:28
and within 5 days, there was no TRO issue.
04:31
That was the time that COMELEC implemented our decision.
04:36
Director, the lines of COMELEC when it comes to defective and spoiled ballots,
04:43
what are the guidelines when it comes to that?
04:47
The inspection of our printing is tight,
04:49
that's why we delayed the period
04:52
because this is not a simple printing.
04:55
All printed ballots must be of the correct size and color
04:58
as well as the security markings, visible and invisible.
05:02
Because after printing,
05:04
we will run it through verification
05:06
using the ACMs that are really for those ballots.
05:10
If not read, the ballot will be rejected.
05:12
That's how tight it is.
05:14
There are small smudges, the size is not correct,
05:17
there are covered security features that our ACM is looking for,
05:21
it will be rejected.
05:22
All rejected ballots,
05:24
mis-cut, mis-feed, wrong colorations,
05:27
even the scraps of paper used in printing the ballots,
05:32
you can expect that before our election starts,
05:36
COMELEC will destroy all of this in front of the GOA,
05:39
our political parties and stakeholders.
05:42
We will also livestream this,
05:43
to show you that there are no excessive ballots,
05:46
no extra ballots coming out,
05:49
but only one ballot per registered voter.
05:54
Director, I have another question.
05:56
What is the update on our countrymen
06:00
who re-activated their status in voting?
06:05
If your re-activation application,
06:08
there are no qualified voters,
06:11
it's just a coincidence that you were not able to vote
06:14
for the next two regular elections,
06:16
you were really re-activated,
06:18
but through the easy process of re-activation,
06:21
you will be able to vote again.
06:24
All in all, those who were re-activated,
06:27
those who are really qualified,
06:29
even those who changed their address,
06:31
moved, changed their name because they were married,
06:34
or have a court order,
06:35
all of those were granted.
06:37
You can expect that if you did not receive a notice
06:41
that your application was rejected or denied,
06:44
expect that your name will be counted.
06:46
Just to be sure,
06:47
anytime you can go to the Comelec office now
06:51
where you were re-activated,
06:52
you can check your status.
06:54
Expect that in April,
06:55
we will reopen the so-called precinct finder
06:59
where we will check our precinct,
07:02
the status of being a registered voter,
07:04
as well as where we will vote.
07:08
Sir, will the gun ban continue this week?
07:14
That's right, Usec March and Asecue.
07:16
Starting January 12 and will last until June 11, 2025,
07:22
our election period will be effective first.
07:26
We will implement the so-called gun ban at the same time.
07:30
So to our fellow countrymen,
07:33
even if you are a licensed owner of a gun,
07:36
even if you have a permit to carry firearms outside of residence,
07:40
if you do not have a Certificate of Authority from the Commission on Elections,
07:45
you are violating our laws regarding the gun ban,
07:49
the Omnibus Election Code,
07:51
and also the Republic Act 7166.
07:54
So this is an election offense.
07:56
There is imprisonment for one to six years,
07:59
removal of the right to vote,
08:01
and most of all,
08:02
there is perpetual disqualification to hold public office.
08:05
That is why we are asking you,
08:07
has the Comelec Resolution been issued since last year?
08:10
On our website, there is a gun ban banner
08:13
where all the information about the gun ban,
08:17
about the regulations,
08:18
and about who can apply for Certificate of Authority is already posted.
08:24
If you are qualified to apply,
08:26
you should apply before the gun ban comes
08:29
because we will repeat,
08:30
carrying firearms outside of residence,
08:33
even if you have a license,
08:35
even if you have a permit to carry firearms outside of residence,
08:38
but you do not have a Certificate of Authority from the Comelec,
08:42
you are violating the law.
08:44
But sir, the challenge here is,
08:46
usually, the ones who follow are the responsible gun owners,
08:50
the riding in tandem,
08:52
the criminals who want to commit crimes,
08:54
they will not really follow that.
08:56
And of course, those who carry guns,
08:58
those who are not licensed,
08:59
what do you want to say?
09:01
And what message do you want to send to our fellow countrymen?
09:05
That is a very good question.
09:07
First of all,
09:08
because of the election period,
09:11
because of the gun ban,
09:12
you will see the nationwide implementation
09:17
of what we call Comelec Checkpoints.
09:20
That is where the attention of the Comelec,
09:23
of our deputies,
09:24
law enforcement,
09:25
and security agencies,
09:26
where we will check if there are vehicles passing by or not.
09:31
But we will make sure that our rights,
09:35
the rights of our countrymen,
09:36
in the law, the Plainview Doctrine will be violated.
09:38
But we also know that our law enforcement agencies have power
09:42
if there are grounds in their suspicions
09:45
that they need to further investigate.
09:48
But you can expect that all of this will be implemented
09:51
in accordance with the conduct of the Comelec gun ban,
09:54
as well as the checkpoints.
09:55
We will be very strict on this,
09:56
because our goal,
09:58
aside from the proper implementation of the law,
10:00
is the security of our countrymen,
10:02
especially the candidates and voters.
10:05
So you can expect this from January 12 to June 10 and 11.
10:10
Thank you very much for your time,
10:12
Director John Rex Laudianco,
10:14
Spokesperson of the Commission on Elections.
