00:21Thank you for inviting me to your program.

00:24USEC, first of all, what can the Department of Justice say

00:29about the successful return of 13 surrogate mothers from Cambodia?

00:34The DOJ, as the chairperson of IACAT,

00:36first of all, we are thankful for the visit of Cambodia

00:40because they allowed us to be here.

00:42Even though we consider our countrymen as victims,

00:45they are not victims.

00:47They are traffickers, criminals.

00:50They violated the laws of Cambodia.

00:53We, our countrymen, have just been arrested.

00:58Our embassy in Cambodia is now aware of the crimes of Cambodia.

01:03First of all, they made sure that our countrymen have a good reputation.

01:08Second, they helped in the case and the sentence was reduced.

01:12The sentence of imprisonment was reduced immediately.

01:16And this is the end result,

01:18the pardon given by the King of Cambodia to our countrymen.

01:22So, first of all, we are really thankful for the crimes of Cambodia

01:25because they became a good countryman.

01:29They helped us and gave us.

01:31And second, we are thankful to all the agencies that helped to make this happen.

01:36And the most important is our friends in the DFA,

01:40our ambassadors in Cambodia and their people.

01:44USEC, how is their situation?

01:47And in whose care are they now?

01:51Now, they are being co-coached by the DSWD in one of the DSWD's prisons.

01:57Their situation is good.

01:58They are 13 and there are 3 prisoners who have already been imprisoned.

02:02Some of them, most of them, are still bringing people.

02:05That's why they are being trained now.

02:07So, for now, they are already there.

02:09They are already there in the DSWD's prison

02:13as long as they are ready to reintegrate into society.

02:18USEC, can you explain what will happen to the babies

02:24that will be given birth to by our countrymen who are victims of the surrogacy scheme?

02:29Who will take care of them?

02:31One of the priorities of Cambodia's law

02:35is that the babies should not be neglected.

02:38The babies should be admitted, if not by the mothers, to the Philippines.

02:43Cambodia's law does not want

02:47the babies to be consumed by the countrymen.

02:54So, that is what we are focusing on now.

02:57So, for now, our friends in the DSWD and NACC will see

03:04if the mothers have the ability to fulfill their duties as mothers.

03:09If we see that they do not have the ability,

03:12the babies will be admitted to the state

03:15and they will be considered for adoption.

03:20USEC, what will the victims of the surrogacy scheme expect

03:23in committing to justice against these illegal recruiters?

03:28First of all, as victims of human trafficking,

03:31all the assistance and benefits that can come from the state

03:35will be given to them.

03:37As we saw in the beginning,

03:39we assured that they will not be neglected

03:41in the cases they faced in Cambodia.

03:43Second, we answered their return,

03:46their repatriation to the Philippines.

03:48Third, all the psychosocial and medical services

03:51will be given to them,

03:53especially in their adoption of the babies.

03:55Fourth, they will receive assistance

03:59from various government agencies.

04:02And fifth, we will really help them

04:04if they really have a strong heart

04:06and their recruiters are guilty.

04:09We will really ensure that they will be given protection by the government.

04:14USEC, we also asked for an update on the first seven Filipinas

04:18who were also involved in the surrogacy scheme.

04:20Where are they and how are they now?

04:23They are already home.

04:24They are already home in their homes.

04:27But these seven,

04:29because they did not bring people

04:31when they were arrested in Cambodia,

04:34the process was easier for them.

04:38So now, some of them are talking to the authorities

04:42to get their signatures

04:45for the cases that we have filed.

04:48How is the DOJ monitoring

04:51to stop the involvement of our countrymen

04:54in illegal recruitment and such schemes?

04:58The DOJ continues to monitor.

05:00The agency involved is the Bureau of Immigration.

05:03They ensure that the Filipinos who leave the country

05:07leave for all possible reasons.

05:10It can be tourism, it can also be a way to make a living.

05:14Some of us were saved at the airport

05:17when it was decided that they will leave

05:21to become surrogate mothers.

05:23They were saved.

05:24Their relatives are now facing cases.

05:27Aside from that, our efforts continue

05:30to make people more aware
