00:44For everyone's information, what is the reason for the terrible traffic in Andaya Highway

00:51and the delay in the arrival of buses from Manila to Bicol Central Station?

01:00Yes, ma'am. Thank you for the opportunity to explain the side of DPWH.

01:07As you remember, recently, we were visited by Typhoon Christine and Typhoon Pepito.

01:15They were also here in Bicol.

01:18Now, Typhoon Christine arrived in the rain.

01:27Then, our land on our road was saturated.

01:33Then, Typhoon Pepito hit it.

01:36That's why, about 8 days ago, our land in Manizpaliti Ablabo fell.

01:47We have two sections there, as you can see on social media.

01:52Correction, it's not a bridge, it's a road.

01:56It's a toll lane.

01:58It's being done by the DPWH Capsor 1st District Office, Andaya Highway.

02:07That one lane is being re-blocked.

02:11We have ongoing re-blocking.

02:13According to my instruction, because it's holiday season,

02:17I stopped all the work there so that our road won't be congested.

02:26Now, there's no work there.

02:28Now, what we're doing there, the hanging pavement,

02:33one section of road slip has been completed.

02:37Then, we will go to the second section.

02:40Once that section is completed, we will let the vehicles pass.

02:48Now, our advice to the vehicles coming from north to south,

02:54passing through Andaya Highway, are EV vehicles only.

03:00We let the light vehicles pass through Santa Elena going to Kapalunga.

03:08Kapalunga will pass through Labo.

03:12The time will increase by one hour instead of one and a half hours for Santa Elena going to Diet.

03:28Now, it will be two and a half.

03:31But this alternate route, Santa Elena going to Kapalunga,

03:38or the other one going to Labo,

03:42this is not yet a national road.

03:45The road is slippery.

03:47That's why only light vehicles can pass through there

03:51so that Andaya Highway won't be congested.

03:56We have assigned police there in Santa Elena,

04:03here in Ragay Bridge because we are also building a bridge there.

04:09The bridge is one lane.

04:11Then here in Lupe.

04:14Now, our traffic is open there because we can control the one-way traffic

04:24because if we don't install police there, it will counter-flow.

04:30The travel time is long because the motorists are in a hurry and it will counter-flow.

04:43Now, the traffic is smooth there.

04:45We are thankful to the PNP because they have assigned 24x7 police there,

04:55including the watchmen of the ongoing project of the contractors.

05:07That's the status of the Andaya Highway and the roads here in Cam Norte.

05:18Director, there's a question here about the concerns that it's possible that it will collapse anytime

05:26in the area of Lupe and Cam Sur because the volume has tripled.
