The Philippines is one of the fastest-growing economies in Southeast Asia,

but a large part of our population is poor.

In 2021, after the pandemic, the country's economic growth rate increased by 5.7%,

but in the same year, our poverty rate in the country was estimated at 18.1%,

or 19.99 million poor Filipinos.

Because of this, a law was passed in Congress.

This is called the Poverty Reduction through Social Entrepreneurship or Present Bill.

How can this help lower the poverty rate in the country?

Alright, when we talk about entrepreneurship,

this is something that can help our country move forward.

For the sake of our fellow countrymen,

what do you call social entrepreneurship?

Okay, when we talk about the concept of social entrepreneurship,

we always emphasize that this is a business with a heart.

In most businesses, their primary goal is to earn money.

But when we talk about social entrepreneurship,

our goal is not only to earn money,

but also to address societal and environmental issues.

The Philippines is one of the most problematic in these two aspects.

That's why it's very important that the concept of social entrepreneurship

can be promoted not only here in Metro Manila, but in the whole country.

What are the contents of the present bill?

The poverty reduction through social entrepreneurship bill

is supported by the coalition, the present coalition,

an organization of social enterprises, resource institutions,

educational institutions where I come from, like in Pamantasan ng Delasal.

The primary goal of the bill is

to ensure that the social enterprises in the Philippines have the right support,

to give them a chance to expand their market

so that they can grow as a social enterprise,

and also to give them benefits

that are not only offered to ordinary enterprises.

Because social enterprises are not just there to earn money.

As I said earlier, they have an environmental and social bottom line.

So if we look at it, it's very difficult for social enterprises to survive

if there is no support.

That's why it's important that we pass the present bill

so that the benefits related to tax,

funding, market linkage,

and other benefits that the government can provide

can be accessed by social enterprises so that they can grow.

What is the difference between the present bill

and our existing laws that provide support to small businesses?

Okay. We recognize that the laws related to MSMEs,

microfinance, and cooperatives have good goals.

But the present bill, one of the most important things that the bill highlights

is that we can ensure that the benefits are really for social enterprises.

Because most social enterprises are community-based.

Most of them are owned by communities.

Social enterprises' primary goal is to help marginalized communities.

If we pay attention to this present bill,

social enterprises will have tax benefits

that are not provided to the enterprises.

Secondly, there is funding or grants

where they will have additional funds

not only to expand their operations,

but also to help them develop products and services

where most of the MSMEs or social enterprises

have been closed due to the pandemic

because they don't have that much funding or financial support

So, the present bill also highlights that we have what we call business continuity.

Whatever happens, social enterprises will have the capacity

to continue their business,

especially the primary sector that they pay attention to

are those that are under the control of the society.

The effect of this on the economy

and our countrymen who will join social enterprises.

What will be the effect of this?

10 years from now, if this present bill succeeds.

If it succeeds, the British Council did a study before,

that the number of social enterprises at that time

The present coalition, as a coalition of institutions and social enterprises,
