We have an update from the National Security Council.
00:04
ADG John, good morning to you.
00:07
Yes, good morning, partner.
00:09
Let's start with this question from GMA News Online.
00:13
A Russian attack submarine was monitored in the West Philippine Sea.
00:18
When was it spotted and where specifically in the West Philippine Sea?
00:23
Yes, that's right, partner.
00:25
On November 28, we saw a Russian attack submarine some 80 nautical miles off the Mindoro Island.
00:35
When we learned about this situation, we immediately sent our assets.
00:41
We sent airplanes to monitor what this Russian submarine was doing in our Exclusive Economic Zone.
00:52
We also sent a frigate, our missile frigate, the BRP Jose Rizal,
00:58
to shadow this submarine that entered our Exclusive Economic Zone.
01:04
Okay, so aside from the mention that someone is following the BRP Jose Rizal,
01:10
what other actions, this is a follow-up question from GMA News,
01:15
of the Philippine government about this?
01:17
Do you think this is alarming?
01:20
Well, like what our President said, we're concerned.
01:25
We're very concerned about the presence of this Russian attack submarine inside our Exclusive Economic Zone.
01:32
That's why we sent our assets here.
01:35
And we had a radio challenge, right?
01:39
We challenged the attack submarine about what it was doing in our Exclusive Economic Zone.
01:44
And it responded.
01:47
It said that it recognized that this is a Russian attack submarine.
01:53
And it said that it came from PASEX exercises with the Royal Malaysian Navy in Kota Kinabalu in Malaysia.
02:05
And on the way, it was returning to its naval base in Vladivostok.
02:10
And it said that it was just waiting for the weather to get better.
02:15
That's why it surfaced.
02:17
And it will say goodbye to us when it's ready to return to Russia, to Vladivostok.
02:24
And eventually, in the afternoon, it also said goodbye.
02:28
It said that it will return to Russia.
02:31
So, our monitoring of this Russian attack submarine went well.
02:38
And every step of the way, we immediately monitored and knew what it was doing.
02:45
And let me just emphasize, partner, that this part, where it was spotted, is not the territorial sea of the Philippines.
02:52
It's in the high seas, in the Exclusive Economic Zone.
02:56
So, technically, the Russian ship is exercising freedom of navigation.
03:02
Okay. So, it's not there anymore?
03:04
Ah, it's not there anymore.
03:05
It also returned immediately on November 28.
03:08
It was able to return because it responded to the radio challenges
03:13
given by our Philippine Navy that it is the first to monitor this Russian attack submarine.
03:21
ADG, we also have a question from Patrick Jesus of PTV.
03:26
What are the protocols for the passage of this type of assets, such as submarines, inside the EEZ of the country?
03:34
And how many of these, as you mentioned, are considered freedom of navigation or innocent passage?
03:40
Well, of course, it's up to others because this is in our Exclusive Economic Zone.
03:45
But very clearly, it is also stated in our laws, along with the Philippine Maritime Zones Law,
03:51
that this Exclusive Economic Zone, our right there is more of economic.
03:55
Its natural resources are still part of the high seas.
03:59
So, any ship can pass through there as long as it doesn't loiter or take natural resources.
04:09
Or if it does something wrong, such as conducting a marine scientific survey.
04:17
So, in this case, the ship didn't do that.
04:20
It just said that it was just waiting for the right time.
04:23
So, in the same manner, if our ships, for example, went to other countries
04:28
and passed through the Exclusive Economic Zone of other countries,
04:31
they are also given the right of freedom of navigation and innocent passage.
04:37
As long as they didn't do anything wrong or against the laws of that country.
04:42
Alright. Thank you very much for clarifying that, ADG John.
04:46
We will now go to the just-finished Palawan Fisher Folk Congress.
04:52
What was the major highlight of this meeting, ADG?
04:56
Well, yes, the National Security Council went to Coron, Palawan
05:02
to talk to our 170 fishermen from Northern Palawan who are fishing in the West Philippine Sea.
05:11
And during that Congress, we talked about the issues and weaknesses of our government.
05:18
And we also provided financial assistance to them.
05:21
We provided fishing nets and fiberglass boats.
05:24
And one of their questions was,
05:26
is it true that there is a moratorium on fishing because of the announcement of the Chinese Coast Guard?
05:33
And we told the National Security Council
05:36
that there is no other country that can give regulations to those places
05:43
but the Philippine government alone.
05:46
And China has no right to impose any regulations on fishing.
05:51
So, this became clear to our fellow Filipinos.
05:54
And I am happy because there are so many fishermen in the West Philippine Sea.
05:59
And we assure them of the support of the Philippine government when they are there and fishing.
06:04
So, you are helping more than 100 fishermen in Palawan.
06:12
Their concerns, as you mentioned, if they are free to fish there.
06:18
So, how are they now?
06:20
Yes, our 170 fishermen are helping.
06:26
And their concerns are different.
06:29
Some of them are just municipal fishers.
06:31
That's why we are encouraging them to go beyond the municipal waters and fish in the West Philippine Sea.
06:36
Their other problem is the possible harassment of China
06:41
because they might be harassed when they fish.
06:44
Their other issue is the price of the fish they buy from them.
06:50
So, all of those issues, including the Coast Guard,
06:54
the Armed Forces of the Philippines,
06:57
the BIFAR, and the Philippine Navy,
07:00
and the government supported the issues they gave us.
07:06
Okay. In other talks, ADG,
07:09
what can you say about the NTF-ELCAC in condemning the Makabayan block
07:16
to President Marcos Jr.
07:18
where they said the President interfered in a possible impeachment case
07:22
against Vice President Sara Duterte?
07:25
Well, at the National Security Council,
07:28
we supported the President's statement
07:30
that this impeachment should not continue
07:33
because this impeachment complaint will distract the nation
07:36
from the more pressing problems that we are facing.
07:39
The President clearly stated that the needs of our Makabayans should be addressed.
07:44
And if there is such an impeachment,
07:46
the attention of our legislatures and all of our countries will be lost on such issues.
07:52
So, all we can do is to insist that the Makabayan block should continue
07:59
this impeachment complaint despite the President's statement.
08:05
And we can see here, partner,
08:07
the very firm Maoist drama season ideology
08:13
that the Makabayan block wants to fight the so-called ruling class,
08:18
the political class, because it's class warfare.
08:20
And then they will conduct violent rallies and demonstrations
08:24
like what happened on Unifacio Day where police were injured.
08:28
And when they create this impression of instability,
08:31
they will enter it so that the trust of the entire country in the government will be lost.
08:36
That's why the National Security Council is concerned.
08:38
We condemn this kind of statement coming from the Makabayan
08:41
because this goes against the spirit of what the President said.
08:46
Okay. Thank you very much for your updates from the National Security Council,
08:52
ADG John Malaya. Thank you.
