00:19Schiff spoke before the final tally took place, condemning the measure, which includes the

00:23possibility of a $16 million fine.

00:26To Speaker McCarthy and others who wish to gratify Donald Trump with this act of subservience

00:50Censures in the House are rare, and there have only been two in the past three decades.

00:54They are not as serious as an expulsion, but are a way for the House to formally and

00:58publicly express disapproval.
