The 3rd week of November is declared as Drug Abuse Prevention and Control Week.
00:06
This is to promote and expand public awareness against the bad effects of the use of illegal drugs.
00:12
We will talk about this this Wednesday in SainiDoc.
00:16
We will be joined by Dr. Marwin Velio from the Department of Health.
00:21
Dr. Marwin.
00:31
Good morning, RST.
00:33
I am Dr. Marwin Velio from the Department of Health.
00:38
Today, we will know what SainiDoc is when it comes to various health topics.
00:44
Did you know that the 3rd week of November is declared as Drug Abuse Prevention and Control Week?
00:55
This is because of the Presidential Proclamation No. 124 that was approved on November 26, 2001.
01:04
Even though it is not yet the 3rd week of November,
01:08
we will talk about the effects of drug abuse,
01:13
not only in health, but also in social, economic, and political development of our country.
01:21
We will be joined by Dr. Jose Bienvenido-Liabrez from DAT TRC Las Pinas.
01:29
Good morning, Dr. Liabrez. Welcome to SainiDoc and Rise and Shine Philippines.
01:35
Good morning, Dr. Marwin Velio.
01:38
My first question is, what is the current situation of drug abuse in the Philippines?
01:45
Drug abuse, or medically, is a substance use disorder.
01:51
It is a big problem not only in the Philippines, but also in other countries,
01:56
including the first world countries.
02:00
Our partner agency, Dangerous Drugs Board, conducts a study every 3 years.
02:07
This study is called the National Household Survey on the Patterns and Trends of Substance Abuse.
02:14
Here, we will find out how big the problem is in the Philippines.
02:18
According to their latest study,
02:21
we have 1.67 million Filipinos that are currently using drugs at this point in time.
02:29
That's a lot.
02:30
That's a lot. That's around 2% of those aged between 12 to 64.
02:36
So, that is a huge health problem that we need to address here.
02:42
For you, Dr. Labrez, what are the drugs that are commonly used by people here in the Philippines?
02:50
There are two major drugs that are used.
02:54
In our streets, the first one is marijuana, followed by methamphetamine,
03:00
or what we call shabu-shabu.
03:03
That shabu, those are the two.
03:05
But there are also other drugs that are included, although only a few.
03:09
This is cocaine, ecstasy, and to some extent, our pain relievers, or what we call opiates.
03:16
Those are expensive.
03:17
Yes, but those are just small.
03:20
But our biggest problem is marijuana and shabu.
03:25
That's because it's a bit cheap, right?
03:28
Correct.
03:29
So, how can we know if a person is addicted to drugs?
03:34
That's a good question.
03:36
It's not easy, right?
03:39
Basically, we do not make a diagnosis immediately,
03:42
but there are things that we can see so that we can suspect that they are using drugs.
03:48
The first thing that we notice is the change in behavior.
03:52
Changes in behavior.
03:54
Because when we use drugs that are prohibited,
03:57
our behavior changes.
03:59
So, when they get addicted,
04:02
or what they call nalolobat,
04:10
So, it becomes like a cycle.
04:13
High, they will shoot.
04:15
High, the body will fall.
04:16
When the addiction is gone, you will see the pattern of changes in behavior.
04:20
As time goes by, you will also see that there is a change in the body.
04:25
Especially here in our shabu.
04:27
Yes.
04:28
As you can see, it's getting thinner.
04:30
The face is drooping.
04:32
The skin is drying.
04:34
The eyes are drooping.
04:36
Sometimes, their teeth are broken.
04:39
We call it meth mouth.
04:42
And also, we can see other symptoms that their body is neglecting.
04:48
There are a lot of effects of drugs on the body.
04:52
Aside from what happens to the human body,
04:54
what other effects does it have on the family, society, and others?
04:59
Okay.
05:00
So, a drug user,
05:02
of course, he is an experimenter from the beginning
05:04
until his substance use disorder gets worse and worse.
05:10
He neglects his obligations to life.
05:14
He neglects his family.
05:15
Number two, sometimes,
05:17
when he becomes a bit messy during high,
05:19
it can be a nuisance to our community.
05:23
It's not always like that.
05:25
But sometimes, we can see a drug user
05:28
who becomes a problem
05:30
when he comes to the barangay.
05:32
Sometimes, our law enforcement comes to them.
05:36
So, it can have a very big effect on family
05:40
and also on the community
05:43
and also on our factories.
05:45
Work.
05:46
You are high.
05:47
You are driving a bus, for example.
05:50
Yes.
05:51
You are prone to accidents.
05:53
You have a lot of people around you.
05:54
You might get hit by someone.
05:56
So, the problem with the use of prohibited drugs
06:01
is not only for the human being,
06:03
but also for the family,
06:04
for the community,
06:05
and also for work.
06:07
It will make you feel good in the beginning,
06:09
but it will slowly destroy you.
06:11
There will be changes in your brain,
06:14
especially in the chemicals of your brain,
06:17
which we call neurotransmitters.
06:19
When those are destroyed,
06:21
you will gradually deteriorate.
06:23
When a person is addicted to drugs,
06:27
what should he do
06:29
or what service should he receive
06:32
to reduce his condition?
06:35
That's a very good question.
06:37
There are many ways
06:39
to help a drug dependent.
06:42
First of all,
06:43
we need to assess
06:45
how addicted he is to drugs.
06:47
So, first of all,
06:48
that is mild
06:49
or sometimes what we call experimenters
06:51
or occasional users.
06:54
It can be called community-based drug rehabbing.
06:59
It can also help them
07:01
in different types of counseling,
07:02
psychotherapy,
07:03
community-based psychotherapy.
07:04
Now, higher up,
07:05
the moderate substance use disorders,
07:08
we have outpatient programs.
07:10
You can usually see that
07:11
in our drug rehab centers
07:13
in the Department of Health.
07:15
So, they have regular visits
07:18
where they are monitored
07:20
and they have a program for rehabilitation.
07:23
At the same time also,
07:25
while they are in the outpatient program,
07:27
they remain productive.
07:31
So, we hope that they can continue to work,
07:33
they can continue to study,
07:35
but they have to report regularly
07:37
for outpatient treatment.
07:39
Now, when we say severe substance use disorder,
07:43
this is what we call dysfunctional patients.
07:47
Everything is neglected.
07:49
Since they are dysfunctional already,
07:51
they need a deeper program of rehabilitation.
07:54
This is what we admit to the rehabilitation center.
07:58
They go through behavioral therapies,
08:01
family therapies,
08:02
intensive counseling,
08:04
and many other programs.
08:06
Based on what you said,
08:08
is there hope for a person
08:11
who is addicted to drugs
08:13
to return to his normal state
08:16
before he becomes a drug addict
08:18
after his rehabilitation?
08:20
Drug abuse, our drug users,
08:24
still have hope.
08:26
They are taking drugs.
08:27
We have helped many people
08:30
to return to a better life,
08:32
to become productive members of the society
08:35
and very helpful to the family.
08:37
So, once we are able to fix it,
08:40
once we teach them how to handle things,
08:43
once we strengthen their psychological defense mechanisms,
08:48
then they can go back to society
08:50
and be very helpful,
08:52
not just for the family,
08:53
but also for the community and our society.
08:57
So, substance use is treatable.
09:02
Wow.
09:03
So, for example, Doc,
09:05
you are in the DRC of Las Piñas.
09:10
Do people who access drug rehabilitation pay?
09:15
So, our payment is socialized.
09:18
So, if you are financially incapacitated
09:22
or if you are an indigent,
09:24
we give it for free.
09:26
Our rehabilitation is paid by the government.
09:29
However, if we are able to afford it,
09:32
we have what we call cost-sharing
09:34
for a very minimal amount.
09:40
But the bulk of the cost of the rehabilitation of our patient
09:44
is paid by our government.
09:47
Prevention is best if we improve our knowledge
09:51
about the prohibition of drugs
09:53
through the legitimate sources of information.
09:58
Once again, we are joined by Dr. Jose Bienvenido Liabrez.
10:02
Thank you very much, Doc, for sharing your knowledge with us.
10:06
Once again, I am Dr. Marwin Belio,
10:09
your health advisor.
10:11
See you next week, RST.
