In the first public confirmation by the U.S., the Defense Secretary confirmed that North
00:06
Korean troops are in Russia.
00:11
Defense ministers from Germany and the U.K. signed a pact to boost European security amid
00:16
rising Russian aggression.
00:21
The
00:47
first public confirmation by the U.S., the Defense Secretary Lloyd Austin said on Wednesday
00:52
that there is evidence that North Korean troops are in Russia and it remains to be seen what
00:58
they would be doing there.
01:17
Hours earlier, Ukraine's military intelligence chief, Kyrill Budanov, said that the first
01:21
North Korean units were expected to arrive to Russia's Kursk region on Wednesday, the
01:26
23rd of October.
01:28
They could supposedly help Russia resist Ukraine's incursion.
01:32
Early in October, Budanov said the total number of around 11,000 North Korean troops in Russia
01:39
will be ready to fight in Ukraine by the 1st of November.
01:43
He said that in return, Russia is helping North Korea evade sanctions and develop its
01:48
nuclear capabilities, including providing technologies for smaller tactical nuclear
01:54
weapons and submarine missile launch systems.
01:57
South Korea's spy chief stated that about 3,000 North Korean troops have been sent to
02:03
Russia and they are now receiving training on drones and other equipment before being
02:09
deployed to the battlefield in Ukraine.
02:24
Volodymyr Zelensky said earlier that according to the military intelligence, some North Korean
02:29
officers are already in the occupied territories of Ukraine.
02:40
Defence ministers from Germany and the UK signed a pact on Wednesday to boost European
02:45
security amid rising Russian aggression.
02:48
Under the agreement, German submarine hunting planes will patrol the North Atlantic from
02:53
a base in Scotland.
02:54
UK Defence Secretary John Healey said the need for Europe to bolster its own security
02:59
and for the UK to play a bigger role in NATO are what drove the deal.
03:04
We share the same threats, war in Ukraine, conflict in the Middle East, growing Russian
03:10
aggression.
03:12
We share the same values, democracy, individual freedom, rule of law.
03:19
And in a more dangerous world, allies are our strategic strength and we must do more
03:25
together.
03:28
German defence giant Rheinmetall is set to open a factory producing artillery gun barrels
03:33
using British steel.
03:35
Britain and Germany are also expected to collaborate on developing new land-based and aerial drones,
03:40
as well as long-range strike weapons that can travel farther than the UK's existing
03:44
Storm Shadow missiles.
03:47
The European Parliament and the Council are at war over the EU budget for 2025, especially
03:56
after the Council proposed to cut the European Commission's proposal to β¬1.5 billion.
04:03
The European Parliament, which voted its position this Wednesday, considers that this money
04:07
would not be enough to cover key EU programmes, such as Erasmus+, and would prevent financing
04:13
the needs of citizens.
04:15
The two institutions will have to negotiate this budget before mid-November, and it is
04:20
expected to be a highly political discussion.
04:23
They will also have to decide how they will pay the interests of the recovery fund, which
04:28
has risen in recent years.
04:30

04:37
An investigation into the disappearance of more than 50,000 child migrants has won the
04:42
European Parliament's 2024 Daphne Caruana Galizia Prize for Journalism.
04:50
Lost in Europe, a project led by Dutch journalist Heysha Van Haren revealed that since 2021,
04:57
on average nearly 47 migrant children arriving in Europe have gone missing per day.
05:03
The research uncovered significant inconsistencies in documentation and reporting across 31 countries,
05:10
including Austria, Germany and Italy, raising concerns that the actual number of missing
05:15
children may be higher.
05:17
They say this is just a tip of the iceberg that there were 51,433 children missing.
05:28
The last time that we did this investigation, there were only 18,000 children missing back
05:34
in 2021, so the number did increase.
05:39
We don't know what happens if we do the investigation again in three years.
05:44
The investigation found that many of these children fall victim to human trafficking
05:49
or get caught up in people smuggling gangs.
05:52
Many children are also caught at the borders and they end up in prison for people smuggling
05:58
whilst they were smuggled themselves.
06:01
So the EU war against people smuggling works out the other way for minor children.
06:10
A lot of minor children are in adult detention because of that.
06:15
The Lost in Europe team received their award at a ceremony in Strasbourg.
06:23
At least five people have been killed and around 20 injured in an apparent terrorist
06:28
attack in the Turkish capital of Ankara.
06:32
Assailants set off explosives and opened fire against the Turkish state-run aerospace and
06:37
defence company, according to Turkish President Erdogan.
06:43
Local media reported three assailants, including a woman, arriving at an entry to the complex
06:48
inside a taxi.
06:50
Authorities said two of the attackers had been neutralised and ambulance and firefighters
06:55
were dispatched to the site.
06:57
Helicopters were seen flying above the headquarters of Turkish Aerospace Industries as security
07:03
forces entered the site, according to local media.
07:07
Established in 1984, TAI is a leading aerospace company in Turkey that specialises in the
07:14
manufacture, design and modern development of integrated aerospace systems.
07:20
It was not clear who or what group may have been behind the attack.
07:32
A burning bus is one of the most visible signs of the night of violence in Lisbon.
07:38
Several Portuguese municipalities were affected by violent clashes in a second night of confrontations
07:43
with police, triggered by the death of Odeir Moniz, a Cape Verdean citizen shot by a police
07:49
officer on Monday.
07:51
Four people were injured, including two officers.
07:55
Three people were arrested following the disturbances, which set fire to two buses, several small
08:00
vehicles and rubbish bins.
08:02
The Portuguese government called the violence unacceptable, and the president emphasised
08:06
the need to preserve public safety and order.
08:12
The Ministry of Internal Affairs has ordered an urgent inquiry into the circumstances surrounding
08:17
Odeir Moniz's death.
08:19
The Portuguese police force claims that the man fled and tried to attack the police with
08:23
a bladed weapon.
08:25
The officer who shot the man has since been charged.
08:36
French maritime authorities pulled the bodies of two migrants from the English Channel on
08:41
Wednesday that had attempted to cross the treacherous waterway between France and England.
08:46
Their deaths were confirmed by a medical team in the French port of Calais.
08:50
This pushes the count of dead and missing in French waters so far this year to 53.
08:56
In a statement, authorities said a search operation was launched after a life vest was
09:00
found at sea.
09:02
Forty-six other people on board a heavily overloaded inflatable boat were rescued, they
09:06
added.
09:10
Pensions has become a hot topic in Germany, with several political parties capitalising
09:14
on poverty amongst retirees.
09:17
We sat down with Berlin pensioner Anchi, who told us she receives 1,500 Euros net per month
09:23
after a 45-year career working as an elderly carer, to ask about the reality of pensions.
09:34
And what about the other pensioners at the care home Anchi worked at?
09:43
Older people who have to be accommodated or are accommodated by their relatives and so on.
09:51
Many of them don't have much, they only have a little bit of basic pocket money a month.
09:57
They themselves are in a very bad position.
10:00
In the past, many, especially the women, were at home and were dependent on the husband
10:07
or took care of the children.
10:12
I feel very left alone, also from the start.
10:18
We spoke to the German pension system, who highlighted that pensions are tied to wage
10:23
development, and said that pensions have increased by 4.5% this year.
10:28
They also recommended relying on other sources of income for retiring.
10:32
We have the so-called three-pillar model in Germany since 2001.
10:37
In other words, retirement income is not only the legal pension insurance,
10:42
but many people also receive it from other sources.
10:45
For example, three pillars, the large supporting pillar, the legal pension insurance.
10:51
But there is also private pension care and business pension care.
10:56
And these can also be sources of income in old age.
10:59
There is also capital, there is income from rental and mortgage,
11:05
there may be a partner who finances you,
11:08
so that when you look at your retirement income later,
11:12
you should always look at the context of the household and not just the legal pension insurance.
11:19
Despite that, the pension system is a gift that allows seniors who have contributed to society
11:24
for 45 years to be given the opportunity to retire for another few decades in peace.
