00:46At least three people, including one child, were killed in a Russian drone strike on the

00:50city of Sumy in northeastern Ukraine, officials said on Tuesday.

00:55The attack was part of a mass overnight strike on Ukraine and targeted a residential neighborhood

01:01and critical infrastructure, according to the regional governor.

01:07Forty-five explosions were recorded in the Sumy region and the Ukrainian military's head

01:12air defenses destroyed 42 out of 60 drones launched by Russia over several parts of Ukraine.

01:21Russia's defense ministry released footage claiming to show combat work in Ukraine's

01:26Donetsk region.

01:27Meanwhile, Ukraine also launched a drone attack hitting several areas around Russia, including

01:33a biochemical plant and two distilleries.

01:37Russia's defense ministry said on Tuesday that it shot down several Ukrainian drones

01:41over the Bryansk, Belgorod and Kursk regions.

01:50Israel's military spokesperson, Daniel Hagari, claims Israeli intelligence discovered a bunker

01:55belonging to former Hezbollah leader Hassan Nasrallah under a hospital in southern Beirut.

02:02He said the bunker, reportedly under the al-Sahel hospital in Beirut's Tahiyeh neighborhood,

02:07holds millions of dollars in gold and cash.

02:10This comes as Israel accuses Iran of sending money by planes to Iran's embassy in Beirut

02:16before sending it to Hezbollah.

02:47Israeli strikes hit several branches of a financial institution linked to Hezbollah

02:52in recent days, but Hagari said it won't strike the al-Sahel hospital.

02:57Meanwhile, an Israeli strike near Beirut's Rafik Hariri University Hospital killed at

03:03least four and injured 32 late on Monday, according to Lebanon's health ministry.

03:09It was the first strike on the Lebanese capital in 10 days.

03:17The former Albanian President Ilir Meta has been forcefully arrested in Tirana on alleged

03:22corruption charges.

03:25Meta has previously been under investigation for allegedly hiding wealth as well as illegal

03:30lobbying in the United States.

03:33Meta has denied the allegations against him.

03:37There are three accusations.

03:39One is corruption, misappropriation of products and the other is something else.

03:48Meta is the leader of Albania's left-wing Freedom Party and served as the country's

03:52president from 2017 until 2022.

03:57He has been a vocal opponent of the government of Prime Minister Edi Rama, accusing it of

04:02running a kleptocratic regime.

04:05The President of the Democratic Party believes Rama orchestrated the arrest and believes

04:10he targets his political opponents.

04:12The Prime Minister has denied this.

04:15Corruption has marred Albanian politics since the fall of communism, hindering the country's

04:20democratic, economic and social development.

04:27Moldovan President Maya Sandu denounced vote-buying in the constitutional referendum on the country's

04:33EU accession, which the pro-Europe side won by a narrow margin, 50.4% versus 49.6%.

04:43Sandu claims that 130,000 people have been paid to vote no by criminal entities, with

04:50voters instructed on how to cast their ballots.

04:53There are people who just sold their votes and in any democracy it's normal to have people

05:03who have different views.

05:05What's not normal is to have a situation where criminal groups are bribing voters.

05:11I'm blaming the criminal groups who are using the dirty money to buy the Moldovan votes.

05:19Sandu did not mention Russia or any other foreign actor.

05:23She only envisaged dirty interference trying to block Moldova's path towards EU membership.

05:29But despite her claims, the presidency is not showing any evidence of electoral corruption.

05:35Moldova's main opposition considers instead that it was Sandu's lack of credibility that

05:39dragged down the result of the EU referendum.

05:44The International Election Observation Mission did not report any evidence of vote theft

05:49and corruption at the polling station.

05:51But its report underlines various forms of manipulative interferences to destabilize

05:57the country, elicit financing of political actors, disinformation campaigns and cyber

06:02attacks.

06:03There have also been multifold statements from simple citizens who say, well, quick

06:09money for poor people, that is something that I take.

06:12So that is not something that is hear and say only, but is very concrete.

06:20The European Commission said it had witnessed unprecedented interference by Russia in Moldova

06:26and that Moscow aims to destabilize the country.

06:35Heavy rainfall swept across Cuba as Tropical Storm Oscar made landfall.

06:41It comes as the country's capital has been largely paralyzed by massive blackouts, leaving

06:4610 million people without electricity.

06:57The power outage caused unrest for many.

07:00Cuba is in the middle of an economic crisis and many already suffer from food, water,

07:05medicine and fuel shortages.

07:08As a result, the prolonged blackouts led to a handful of small protests.

07:35The Cuban government has a low tolerance for civil disobedience and President Miguel

07:40Díaz-Canel warned protesters that they would not allow any vandalism.

07:49The French Transport Minister François Durevray vowed to make roads safer for everyone after

07:55meeting with cycling associations.

07:58It follows the death of 27-year-old cyclist Bovary, who was allegedly deliberately hit

08:04by an SUV last week.

08:34The tragedy has reignited national debates on road safety and cyclist protection as France

08:40sees an increasing number of cyclists in its urban centers.

08:44Tributes in several cities were paid to the young cyclist, who was known to be a dedicated

08:49advocate for urban cycling.

08:59The idea of outsourcing the detention of migrants outside the European Union is gaining

09:04ground in the political debate.

09:06The principle of these return centers, supported by around 10 member states, was raised last

09:12week at the European Summit.

09:14The President of the European Commission presented the project as one of the innovative ways

09:18of dealing with migration issues.

09:21Arsela von der Leyen admits, however, that she does not have all the answers.

09:51The proposal is causing controversy amongst the member states, with Spain making no secret

10:03of its opposition.

10:06Some analysts believe that if the political will is there to create these centers, the

10:11legal implementation will pose a number of problems.

10:21Human rights NGOs are sounding the alarm.

10:45They believe that the consequences will be painful for asylum seekers.

10:49Every time we've seen this kind of scheme in practice, we've seen prolonged arbitrary

10:53detention.

10:54We've seen people separated from their families.

10:56We've seen people in an unbearable legal limbo, children and other groups in vulnerable situations

11:01falling between the cracks.

11:02We've seen people at risk of being sent back to danger and to persecution.

11:06And we've seen people being denied the right to asylum with all of the legal safeguards

11:10that is required at the EU.

11:13The President of the Commission says she wants to learn the lessons from the agreement signed

11:17in 2023 between Italy and Albania.

11:21The agreement provides for adult men intercepted by the Italian Coast Guard to be sent to the

11:25Balkan country.

11:27But as soon as it was implemented last week, the protocol was already in trouble.

11:32The Italian courts decided at the weekend to invalidate the transfer of the first 12

11:37migrants.
