00:00Prioridad ng mga programa para sa mga senior citizen, ating alamin kasama si Ma'am Salvation and Basiano,

00:07sectoral representative mula sa NAPSE Senior Citizen Sector.

00:12Ma'am Basiano, magandang tanghali po and welcome to Bagong Pilipinas ngayon.

00:16Maraming maraming salamat po sa pag-welcome and thank you for having me here today.

00:22Yes ma'am, we're honored to have you.

00:24Unang-una po sa lahat, sino po ba ang NAPSE Senior Citizen Sectoral Council

00:31at ano po yung mga prioridad na agenda at policy reforms na inyong sinusulong

00:37para sa poverty reduction program ng ating pamahalaan?

00:40Okay. Ang NAPSE Senior Citizen Sectoral Council ay isa lamang po ito sa 14 na sectors,

00:52basic sectors within the NAPSE. For others who do not know what NAPSE is,

00:58it's National Anti-Poverty Commission.

01:01Yung pong bawat council sa'min, so that includes Senior Citizen Sectoral Council,

01:09is comprised of 25 members coming from different regions of the Philippines, of the country.

01:17And they represent different organizations of older persons themselves.

01:23So kumbaga, while they work with us as part of the council for legislation, for advocacies,

01:34pagbalik po nila sa kanilang mga regions, sa kanilang mga local areas,

01:41they work on local advocacies din tungkol sa kanilang mga organizations.

01:47Ano po yung mga advocacies nyong ngayon sa inyong sector sa NAPSE?

01:51Oh yes, we have several priority agenda. Sa ngayon po, ang pinaka-prioridad namin

02:00ay yung universal social pension. Bilang kapalit po, we would like to replace

02:10the existing social pension for indigents. Kasi tingin namin, mas masaserve ng husto

02:20ng panibagong panukalang batas yung general senior citizen population.

02:30So pag sinabi pong universal, ma'am, lahat ng senior citizen,

02:34gusto nyo pong makatanggap ng social pension? At magkano naman po yung inyong inumungkahing amount?

02:40Actually, sa amin po, ang umungkahing namin was, we started with 25 sana per older person.

02:48Ang iniisip namin, adequate yun yung 25 na pambiliman lang ng maintenance ng gamot at saka

02:59yung kanilang magiging pagkain. Sa ngayon po, magkano yung social pension

03:02na natatanggap mula sa DSWD? Para po sa indigents lamang po yan,

03:08it's 1,000 actually. It started with 500. Kami din po yung nag-propose nyan in 2007 na

03:17aprobahan po in 2010, na pirmahan 2011. So at that time, we were asking for 1,500

03:29per indigent senior sana ang maibigay ng gobyerno. Pero they approved only 500, sabi nila.

03:35Before, ngayon 1,000 ha?

03:37Ngayon po. Pero noon, kasi sabi namin, what can 500 pesos buy?

03:42Sabi na, sa bicameral po yan, nung tinatanong kami na kung payag daw kaming bawasan. Sabi ko,

03:51by how much? Kasi we're asking for 1,500. Sabi nila, bawasan natin ang 1,000. Di ba sabi 500

04:01lang ang matitira? Ano po? So sabi ko, what can 500 pesos buy at that time? E di lalo na ngayon.

04:08Ano po? Fortunately naman, starting last year, ay na-implement na, I mean, na-approve na yung

04:18additional na 500. But even that, tingin ko ay masyado pa ring inadequate, given na lagi

04:24nagtataas ang ating inflation, hindi naman bumababa. Ano po?

04:30So ilan po ba ang senior citizens? Pinataya natin ngayon ang population na maaaring mabigyan

04:36itong 2,500 po yung sinusulong ninyo. But even that, hindi po kami, kasi suggestion lang namin

04:44yan, ang tingin namin na kailangan talaga ng senior citizens. But it will be up to Congress.

04:56So fortunately for us, ang Congress po, in-approve nila sometime in May,

05:05yung universal social pension. Okay sa kanila na mag-universalize except na,

05:16sabi nila at that time, wala pang pondo ang gobyerno. Ang sabi namin, may pondo pero siyempre

05:24depende sa prioritization ng gobyerno. And we stand to be at the last priority.

05:45How much ponds do you need?

05:47Ako madami yan. Ang sabi po kasi namin, I think, kasi we're not starting from zero.

05:56Meron ang actual na, meron ang existing social pension. So kasama na yun, kasama sila. So

06:04part na ng funding yun. Karagdaga na lang, I think yung something like P70 billion

06:15would be sufficient. Pag nagdag, given na meron ngayon P100, so P100 plus P70 that's sufficient.

06:34Because that's another story and that's another advocacy namin.

06:39It just came in.

06:43Ang advocacy namin is to keep PhilHealth funds within PhilHealth.

06:59The officers should have been a little more creative in thinking of other services.

07:08Kaso nabalik na, ginamit na nga sa ibang bagay. Kasi subsidies yun ng gobyerno. May naiwan pang konti.

07:16It did not come from government. There would not have been yung tinatawag nilang ayuda sa mga

07:22seniors dyan sa PhilHealth kung hindi namin tinabako yan. Kumampanya po kami. Syntax 12,

07:30syntax 18. Ngayon po may pangatlong syntax yan. Tumatrabaho po kami, nagkakampanya kami dyan.

07:38Kung hindi naaprobahan yung ikinampanya naming panukalang batas, there would have not been any added revenue for government.

07:46And besides that, before that, wala namang ayudang ibinigay sa PhilHealth para sa amin ang gobyerno.

07:55So bilang panghuli na lang po, at least nailabas natin yan ata. Narinig sana ng mga kinauukulan.

08:01Sana they're listening.

08:02Pakinig po tayo sa ating elderly, the older and wiser.

08:06Partner, next year may implement na yung tax sa Netflix, tax sa mga e-commerce.

08:12Baka pwedeng patunan din yun.

08:14Pero kawawari naman yung mga middle class na nagbabayad ng mga...

08:20Gaya mo.

08:22Sir, mayroon ko suggestion.

08:24Anong suggestion niyo?

08:25Kasi every budget season, sina pinag-uusapan yung sinusoli.

08:33Last year, I was listening.

08:35Ang sabi nila, on the average, every government agency returns 40% of their budget allocation for the year sa DBM.

08:47And that is on the average.

08:49Ibig sabihin lahat ng mga government agencies ganoon.

08:52Unutilized, yung tinatawag.

08:53Unutilized.

08:54Unutilized.

08:55Unused.

08:56Unused.

08:57So, sabi ko, kung ganoon, ibig sabihin, yung GAA, 40% of that, technically ay hindi nagagamit.

09:07And it is being returned.

09:09And after returning to DBM, nothing is said about it anymore.

09:14Where it goes.

09:15What is done with it.

09:16So, sabi ko, hindi kami nag-i-interest doon sa 40%.

09:21Lahat ng mga kahit na lahat ng mga siguro, lahat ng mga beneficyong hinihingi ng senior citizens, kakayanin ng ating gobyerno.

09:30General sa 20%, what's 20%?

09:34At that time, it was 5.3 trillion.

09:38Sabi ko, what's 20% of 5.3 trillion?

09:42That's 1.666 whatever.
