Good afternoon to all of us, this is an update on the Tropical Depression that has a local name of Julian or Julian.

Last time we saw it, it passed through the 425-kilometer Basco-Batanes coastline.

There was a strong wind that reached 55 kilometers per hour near the center

and the eruption reached 70 kilometers per hour.

It was still moving south-westward at a speed of 70 or 20 kilometers per hour.

And we can see in our satellite imagery that it is affecting the tip of the Tropical Depression,

this part of Cagayan, including the Babuyan Islands and also Batanes.

Ilocos Norte and Ilocos Sur are also experiencing a cloudy sky,

as well as some parts of Cordillera and its region, as well as the Isabela area.

Please be careful, because tonight we are expecting heavy rains,

landslides, and landslides brought by the Tropical Depression.

Meanwhile, here in Metro Manila, as well as in other parts of our region,

there is no direct effect of the Tropical Depression in the mentioned areas.

And we are also not expecting any effects of the storm.

That is why tonight, we are still expecting a cloudy sky,

up to a cloudy sky here in Metro Manila, as well as in other parts of our region.

If we are to experience any rains this afternoon,

it will only be brought by localized thunderstorms.

And here is the latest track here in Bagyong Sea Hull,

where we can see that it will continue to move south-westward in the next 24 hours,

and when it arrives tomorrow afternoon, it will be at 375 kilometers of aparikagayan.

And if we can see, in the next 24 hours, it will intensify

and possibly be in the Tropical Storm category by tomorrow.

When Sunday arrives, we are expecting that it will be at around 240 kilometers

south-east of Kalayan Kagayan.

And between Saturday night and Sunday, that is the looping track,

that is where this Bagyong Sea Hull will move.

And aside from that, it is still intensifying,

or it will intensify even more when Saturday night arrives until Sunday morning.

And we have not ruled out the possibility of rapid intensification.

And when Sunday afternoon arrives, it is possible that it will be in the Typhoon category,

this Bagyong Sea Hull that we are monitoring.

And when Monday arrives, it is possible that it will be closer to the Batanes area.

So when Monday arrives in the afternoon, it will be at around 85 kilometers

west of Basco, Batanes.

And when Wednesday arrives in the afternoon, it will be at around 460 kilometers

north-northeast of Itbayat, Batanes.

And that is where this Bagyong Sea Hull will move out of our Area of Responsibility.

So this Bagyong Sea Hull will stay in our Area of Responsibility for a long time

because of its looping track.

That is why by Wednesday afternoon or night,

we are expecting this to move out of our Area of Responsibility.

And this afternoon at 5 o'clock in our Tropical Cyclone Bulletin that was released,

we have already released Tropical Cyclone Wind Signal No. 1

to the other side of the Babuyan Islands and to the eastern portion of the mainland of Cagayan.

That means that within the next 36 hours, it is possible that they will experience

a gust of wind that will be accompanied by rain brought by this Bagyong Sea Hull.

And because we are expecting that this will be stronger and possibly closer

to the extreme northern zone area,

that is why we are not ruling out the possibility that we will reach

Tropical Cyclone Wind Signal No. 3 or No. 4,

especially here in the Cagayan area or even in Batanes.

That is why we will continue to monitor the updates that are expected.

When it comes to heavy rainfall,

we are expecting that this day until tomorrow afternoon,

this Bagyong Sea Hull will bring moderate to heavy rains in some parts of Cagayan.

Meanwhile, when it comes to Saturday afternoon until Sunday afternoon,

in Cagayan, Isabela, Batanes, Apayaw, and Ilocos Norte,

we are expecting to experience moderate to heavy rainfall.

But if we can see, when it comes to Sunday afternoon until Monday afternoon,

it is possible that there will be heavy to intense rainfall,

especially in Cagayan, Batanes, Apayaw, and Ilocos Norte.

There will also be moderate to heavy rains in Isabela and the rest of Ilocos Region

and Cordillera Administrative Region.

We are also not ruling out the possibility that in mountainous areas,

the rainfall will be stronger or more.

Aside from the areas that I mentioned earlier,

in other parts of Northern Luzon,

it is also possible to experience heavy rainfall due to this Bagyong Sea Hull.

That is why we are being careful and we are preparing our countrymen for the possibility of flooding

and landslides.

They should consult their local government,

especially in low-lying areas,

so that they can evacuate early for our safety.

When it comes to the strength of the wind,

because the Bagyong Sea Hull is intensifying,

we expect that aside from the areas that will be affected by tropical cyclone wind signals,

it is also possible to experience strong to gale force winds

in the parts of Aurora and Northern portion of Quezon Bucas.

Aurora, Calabarzon, Romblon, Marinduque, Bicol Region, Aklan and Northern portion of Antique

due to the Bagyong Sea Hull.

It is also possible that the wind from the southwest will also be affected.

That is why even here in the western portion of Visayas or in the western portion of Antique,

it is also possible to experience strong to gale force winds.

When it comes to the condition of our ocean,

we expect a rough condition for the Batanes, Wabuyan Islands

and Eastern Seaboard of the mainland of Cagayan.

Meanwhile, we still expect moderate to rough seas

for the seaboard of Isabela and the remaining seaboards of Cagayan.

So, double caution to our fellow fishermen who will go fishing there.

And if we will use small sea vehicles,

we do not advise to sail in these areas or in these seabays

because of the waves or the intensity of the waves
