‘We are working to change and design our future,’ says director of C4IR Azerbaijan

Fariz Jafarov, the Executive Director of Azerbaijan’s Center for Analysis and Coordination of the Fourth Industrial Revolution, talks about how the centre helps shape Azerbaijan’s response to rapid technological advancements.

00:00The world is changing fast with the application of disruptive technologies,

00:04but not every person equally sees these changes happening.

00:08As a government center, we are creating this awareness and visibility

00:12and talk about these changes that might come to the country

00:16and how people can get ready for it.

00:23The Center for Analysis and Coordination of the Fourth Industrial Revolution

00:27under the Ministry of Economy was established in 2021.

00:31Azerbaijan is the first country that has created such kind of center.

00:34We are very closely working with the World Economic Forum

00:37and we host one of the centers for the Fourth Industrial Revolution

00:40of the World Economic Forum in Azerbaijan.

00:42There have been four industrial revolutions in the world.

00:44The fourth one is nowadays that we are living.

00:47Connectivity, Internet of Things, Artificial Intelligence,

00:51Big Data Analysis, Blockchain and Data Management.

00:55These technologies transform the governance, management and production.

00:59As a part of the Azerbaijan Vision 2013,

01:02we are going to apply 60 initiatives in three main domains,

01:07business, government and society.

01:09We have worked previously more than four industrial areas

01:13where they have applied our methodology

01:16in cooperation with World Economic Forum,

01:18Smart Industrial Redness Index

01:20and they have understand and find their gaps

01:23and then we help them to build their digital transformation roadmap.

01:26The way it changed their business processes,

01:29it made their processes more effective and efficient.

01:32We are also planning to do the same for 650 organizations in upcoming years.

01:38We have already started to give free access to 10,000 Azerbaijani citizens

01:43to Coursera program and they have already accomplished

01:46over 3,000 different programs.

01:48As a part of the digital economy strategy,

01:51we have already started nine big flagship projects.

01:54One of them is generative AI application in Azerbaijani language.

01:58We are building large language models in Azerbaijani language

02:02with the help of the academia, universities and tech companies.

02:05We organize and support big international events

02:09including Baku ID Startup Event and Emerge Summit

02:13where 5,000 people from different countries come to the country.

02:16Our center also supports COP29.

02:19We bring a lot of international experience and benchmarks

02:23in terms of clean tech, energy tech and green tech technologies.

02:26During COP29, we will show the result of the real application of AI

02:31in energy consumption and it is a benefit and success

02:35and we will share it globally with other countries.

02:37In order to support the digital transformation as a government agency,

02:41we want to be sure that people are equipped with necessary skill sets

02:46to get aligned with the changes happening in the first industrial revolution.

02:50Technology will change the future and we are working together

02:53with our stakeholders to change and design our future.
