00:00As the person, not just the foreign minister, longest associated with the Quad, the real
00:07satisfaction I have is to see how deeply and systemically it has now got embedded in our
00:14foreign policies.
00:16This is not a talk shop, but a platform that generates practical outcomes.
00:22For example, our HADR conversations are reflected in understandings and SOPs between our navies.
00:30Off-grid solar projects are actually happening in Indo-Pacific islands.
00:36During COVID, we cooperated to deliver vaccines to countries in this region.
00:43And the first cohort of Quad STEM fellowships
00:47is passing out, and the second one will also cover the ASEAN.
00:53Dear colleagues, it's very good to meet again here in Tokyo.
00:58Our last Quad foreign ministers' meeting was 10 months ago in New York.
01:06In that period, we have met each other bilaterally or on the sidelines of other events.
01:13Our systems, however, led by our Sherpas, have been continuously interacting.
01:19So there is much today to talk about, to agree on, and to plan ahead.
01:25These are not easy times.
01:28A major challenge is to ensure global economic growth while also de-risking it.
01:36Supply chains are a particular focus for resilience,
01:40just as we push for trusted and transparent digital partnerships.
01:46The march of technology has also acquired extraordinary proportions,
01:51extraordinary proportions,
01:53holding possibilities of the very manner in which we live, think, and act.
02:00In a sense, we are in the midst of a re-globalization.
02:05At the same time, it is only our collective endeavors
02:09that can prove the international system against disruptions, man-made or natural.
02:16But we have significant additional responsibilities as well.
02:20As political democracies, pluralistic societies, and market economies,
02:26there is the key question of upholding a rules-based order.
02:30It is only our collaboration that can ensure that the Indo-Pacific remains free,
02:38remains open, stable, secure, and prosperous.
02:42The commitment to doing global good that we have all undertaken
02:46has a resonance far beyond this region.
02:50It is therefore essential that our political understanding strengthens,
02:55our economic partnerships grow,
02:58our technology collaborations expand,
03:01and our people-to-people comfort intensifies.
03:04Our meeting should send a clear message that the Quad is here to stay,
03:10here to do, and here to grow.
03:12Thank you.
