00:00What we are doing today is a culmination of a process that began sometime last year, when

00:10President Lusegun Obasanjo came to Mediid and the conflict that was raging on at that

00:21time.

00:22We agreed, when we sat together, myself and Brother William Ruto, that we would follow

00:35the route of dialogue, and that is the reason why NADCO was set up.

00:45NADCO proceeded to dialogue and ended up with a very voluminous report which contained some

00:55very fundamental recommendations.

00:59This bill that has now been signed into law today is just one of those, but the NADCO

01:09report contains very many issues which are at the heart of the people of Kenya today.

01:17If you see the issues which have been raised by our youth, most of them are correctly contained

01:25in the NADCO report.

01:27But if this NADCO report is implemented fully, we will be able to address all those issues

01:34which these young people are raising.

01:39We are, as I have said, at a very, very crucial juncture in the history of our country.

01:50Our country has moved forward.

01:56There have been highs and lows in our history for 61 years.

02:03We need to move forward.

02:07And I want to say at this moment in time, my brother, that we require now a wider engagement

02:18so that people have an opportunity to vomit all that is there in their chest in order

02:30that we can be able to find a way forward.

02:35I, therefore, want to support the proposal of my brother, Stephen Colon, that we have

02:44this conversation.

02:45It may not take more than two weeks, but it brings all the stakeholders together.

02:54Today, our society is fairly stratified.

03:02Seventy percent of our population is below the age of 35, the youth.

03:13If you say that between 35 and 18 constitute about 40 percent, we need that 40 percent

03:21to be present when this dialogue is taking place.
