00:00Well, thank you, Director Amin.

00:02It's great to be here.

00:03And by here, I mean both here at DCI to talk about all the great work our folks are doing

00:09together, but also here in Kenya.

00:12I'm especially grateful for the opportunity to hear your perspective as a leader on the

00:18continent on the threats that we face and to be talking about more ways our partnership

00:24allows us to be even more effective at countering those threats.

00:29The partnership represented here is one of the closest the FBI has, and we spent the

00:35morning discussing the threat picture from each of our perspectives.

00:39I was encouraged to hear how many areas of overlap there are among our priorities and

00:46our focus.

00:48I have said before that the bad guys are not constrained by international borders, so the

00:54good guys should not be either.

00:57And together, leveraging our collective insights and authorities and perspectives, we're making

01:04a huge impact on the threats we face, terrorism, of course, very much top among them.

01:11And that is due in large part to the leadership role that DCI plays in countering terrorism,

01:18both here in Kenya and in the region more broadly, and to some extent, really around

01:22the world.

01:24So I will stop there and just say thank you again to DCI and Director Amin for hosting

01:29us this morning.

01:30Thank you for your partnership and the perspective that you and your officers bring, and I look

01:36forward to all the great work we're going to continue to do together in the years to

01:41come.

01:42Our relationships with our FBI partners, like DCI and Director Amin, those partnerships

01:47are especially important given the threat that foreign terrorist organizations like

01:53al-Shabaab pose to security both in this region and beyond.

01:59Tackling threats like the terrorist threat requires teamwork and everyone bringing their

02:04unique capabilities and perspective together.

02:08And one of the most effective tools that we've found for combating the terror threat, though

02:14it applies to other threats as well, is the Joint Terrorism Task Force model, the JTTF

02:20model, and bringing together investigators from different agencies to sit side by side,

02:27shoulder to shoulder, sharing information in real time at the level where it can be

02:32actioned quickly and effectively, and combining the unique authorities and tools that we all

02:39have to maximize impact.

02:41When we at the FBI pioneered that concept, that model in the United States, it was considered

02:48very novel, and JTTF Kenya is the first of its kind, not just in the region but in many

02:54ways in the whole world.

02:57And so Kenya's creation of a JTTF of its own demonstrates their commitment to collaboration

03:04and to innovation to tackle the threat, which is certainly growing.

03:09And that's a credit to Director Amin and others in the Kenyan Government who recognize

03:14the value of collaboration to combat threats most effectively.
