00:00 After consultation with the governor, Kisumu, and his senior administration,

00:08 we have decided we will follow the way of markets.

00:13 We have dissolved and disbanded the current existing market-related borders.

00:18 We have suspended the election that was supposed to take place in September.

00:23 We have stopped the collection of revenue, including all the toilets.

00:30 So the collection of revenue will be done by the current government, but not any committee or any union.

00:37 So we have stopped the committee from collecting revenue from the toilets.

00:42 The county government and the city staff will collect.

00:46 Now we are posting a seven-member management committee to run the market.

00:55 We have also disbanded anything existing like militia.

00:58 If you know you are providing private security, carrying pangas or rungus, or whatever it is,

01:06 that you are providing security for Kibuwe, you are now a criminal.

01:10 That one is outlawed and illegal.

01:12 If you are found in Kibuwe carrying a panga or terrorizing anybody, you will face the full ring of the law.

01:17 I have just discussed with the OCS on their level, and we have agreed to restore peace in the market.

01:25 For those who engage in violence, cutting each other, I'm sorry, but they are going to be charged in court.

01:31 And they are going to face the full ring of the law.

01:33 So the county and the city will offer security in Kibuwe market.
