00:09 For what purpose does the gentleman from New York seek recognition?

00:12 Mr. Speaker, pursuant to Clause 2A1 of Rule 9, I rise to give notice of my intent to raise

00:18 a question of the privileges of the House.

00:20 The form of the resolution is as follows.

00:23 House Resolution 773, providing for the expulsion of Representative George Santos from the House

00:30 of Representatives.

00:31 Whereas George Anthony "DeVolder" Santos, known as George Santos, was elected to represent

00:37 New York's 3rd Congressional District in the House of Representatives on November 8,

00:41 2022.

00:43 Whereas after Election Day, it was revealed George Santos lied about a significant portion

00:47 of his background, including his education and previous employment.

00:51 Whereas George Santos has a long history of misrepresenting his and his family's connections

00:56 to major events, including the Holocaust, September 11th terrorist attacks, and the

01:01 Pulse nightclub shooting.

01:04 Whereas on May 9, 2023, George Santos was indicted on 13 counts of wire fraud, money

01:11 laundering, stealing public funds, and lying on federal financial disclosure forms to the

01:16 House of Representatives.

01:17 Whereas a federal grand jury indicted an aide to George Santos' campaign on charges of wire

01:22 fraud and identity theft for defrauding potential donors by impersonating Speaker Kevin McCarthy's

01:28 former chief of staff.

01:30 Whereas on October 5, 2023, George Santos' former campaign treasurer pled guilty to falsifying

01:37 campaign finance records, including lying about a $500,000 loan that George Santos claimed

01:43 to have donated to the campaign himself.

01:46 Whereas on October 10, 2023, George Santos was federally charged with an additional 10

01:51 criminal counts.

01:52 Whereas the additional charges were serious in nature, including conspiracy to commit

01:57 offenses against the United States of America, wire fraud, aggravated identity theft, access

02:02 device fraud, false statements to the Federal Election Commission, and falsifying records

02:07 to obstruct the commission.

02:09 Whereas the indictment outlined a vast amount of evidence against Santos, including conversations

02:14 he held with his former campaign treasurer outlining plans to commit the fraud he is

02:18 charged with.

02:19 Whereas these charges indicate that George Santos engaged in a serious financial fraud

02:25 throughout his 2022 campaign for the House of Representatives.

02:29 Whereas George Santos stole over $44,000 from donors by charging their credit cards without

02:34 authorization.

02:36 Whereas George Santos directly profited from his fraudulent actions, including transferring

02:40 money to his own bank account to buy luxury items and pay off debt.

02:44 Whereas George Santos engaged in election fraud throughout his 2022 campaign by deceiving

02:50 voters regarding his biography, defrauding donors, and engaging in other illegal campaign

02:55 behavior.

02:56 And whereas as a result of these actions, George Santos is not fit to serve his constituents

03:01 as a United States representative.

03:03 Now for there be resolved that pursuant to Article 1, Section 5, Clause 2 of the Constitution

03:09 of the United States of America, Representative George Santos be and hereby is expelled from

03:14 the House of Representatives.

03:18 Under Rule 9, a resolution offered from the floor by a member other than the majority

03:21 leader or the minority leader as a question of the privileges of the House has immediate

03:26 precedence only at a time designated by the chair within two legislative days after the

03:30 resolution is properly noticed.
